2017-29962 Resolution RESOLUTION NO 2017-29962 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, TO URGE THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) TO PROVIDE PRELIMINARY APPROVAL FOR THE "ART IN MOTION" TEMPORARY PROJECT PROPOSED BY JIM MORRISON PRODUCTIONS, INC., TO BE PLACED ON THE MACARTHUR CAUSEWAY DURING THE MONTH OF DECEMBER, 2017. WHEREAS, Jim Morrison Productions, Inc., whose firm has previously implemented an LED project along the Julia Tuttle Causeway, among other projects, has proposed a temporary installation entitled "Art In Motion," which would be placed on the MacArthur Causeway, near Hibiscus Island, during the month of December, 2017, and which will, among other elements, include a "Welcome to Miami Beach" message; and WHEREAS, the key feature of the installation will be in the form of a high definition display to be placed on the MacArthur Causeway; and WHEREAS, the dimensions of the full color display screen is roughly 10' in width and 7' in height; and the total dimensions of the installation, including the "Welcome to Miami Beach" lettering, is 14' in width and 12'8" in height; and WHEREAS, Jim Morrison Productions has advised the City that it has secured 100 still images from Miami Beach Senior High students, to be displayed as part of the Art in Motion installation. The still images will include full color and black and white; and WHEREAS, Jim Morrison Productions has indicated that it will assume all financial costs associated with the project, and the City is not being asked for a financial contribution to the project; and WHEREAS, the temporary project proposal is subject to approval by the Florida Department of Transportation (FDOT), which has jurisdiction over the MacArthur Causeway and whose approval, among other factors, will take into consideration a number of factors, including proposed imagery, site location and traffic safety concerns; and WHEREAS a pre-application meeting for a General Use permit is scheduled with FDOT on August 2, 2017 to review the proposed Art in Motion project; and WHEREAS, although this Resolution urges the FDOT's preliminary approval of the project, should FDOT approve this proposal for an art installation on public property within the City, the temporary project will be subject to further review and recommendations by the Art in Public Places Committee, in accordance with Sections 82-531 and 82-562(6) of the City of Miami Beach Code of Ordinances. Morales, City Manager DATE: July 26, 2017 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) TO APPROVE THE "ART IN MOTION" TEMPORARY PROJECT AS PROPOSED BY JIM MORRISON PRODUCTIONS. RECOMMENDATION Urge the Florida Department of Transportation to approve the "Art in Motion" temporary project as proposed by Jim Morrison Productions. ANALYSIS At the March 22, 2017, City Commission meeting, the Commission referred an item to the Neighborhoods/Community Affairs Committee(NCAC), to hold a discussion regarding a temporary art installation, "Art in Motion" by lighting designer Jim Morrison. At the April 21,2017 NCAC meeting, a motion was made by Commissioner Aleman to put a resolution together pending FDOT's approval and pending a discussion with Art Basel. The Art in Motion temporary project proposal is subject to approval from FDOT, which includes, but is not limited to FDOT approval of proposed imagery, site location and traffic safety concerns. Since the original request for a resolution in support of this project, APP staff immediately contacted Mr. Morrison and FDOT. A pre-application meeting for a General Use permit is scheduled with FDOT on August 2,2017 to review the proposed Art in Motion project. As per the attached proposal submitted by Jim Morrison to the Neighborhoods/Community Affairs Committee, "Art in Motion"is a community oriented project whose sole purpose is to promote the artwork of Miami Beach Senior High School students. The installation is proposed to be in place during Art Basel 2017,and through the holidays. The Art in Motion installation is a high-definition screen placed on the median of the MacArthur Causeway. The dimensions of the full color display screen is 10'in width and 7'in height;and the total dimensions of the installation, including the"Welcome to Miami Beach" lettering, is 14'in width and 12'8" in height.As stated in the proposal, Jim Morrison Productions has secured 100 still images from Miami Beach Senior High students to be displayed during the month long installation. The still images will include full color and black and white. Jim Morrison Productions and Art in Motion Group would assume all financial costs associated with the project. This would include, but is not limited to, costs associated with transportation of the display sign, signed and sealed engineering drawings and architectural requirements,electrical requirements,securing the display sign with proper footings, hiring a general contractor, necessary lane closures during installation/de-installation,special event permit, building and right of way permit,cost of digitizing images,and curatorial selection process costs, as applicable. To date, staff has not received a complete project budget that includes identified funding sources, a fully developed project budget and the images of proposed student artwork. Although the MacArthur Causeway is not located in the official "Art Basel Zone", it does serve as the gateway to the City of Miami Beach. NCAC recommended that should the proposal move forward, it is done so with the approval and collaboration of Art Basel to ensure the work is in line with the artistic merit of other public art installations produced during that time, including the large scale temporary sculpture exhibit, Public in Collins Park and the Art Basel Film and Sound Program in Soundscape. Staff is pending a discussion with Art Basel and will schedule once a complete proposal and images are submitted by Jim Morrison. Should FDOT approve the proposal, per Sec. 82-562 (6) of the Art in Public Places Ordinance, the temporary project will be reviewed and a recommendation will be made by the Art in Public Places Committee. In closing, the City of Miami Beach must submit the General Use Permit to FDOT,as FDOT does not accept permits from individuals CONCLUSION The Administration recommends approving the resolution encouraging FDOT approval. The installation is planned to be in place during the 2017 Holiday Season, allowing for international exposure of the area's emerging talent. The key feature of the installation, will be in the form of a high definition display placed on the MacArthur Causeway. The unit includes a full color display, roughly 10' x 7' and "Welcome to Miami Beach" lettering. Discussions with FDOT indicate the temporary installation would be considered, provided all visual content is previewed as part of their approval process. With that in mind, Art In Motion, with regional School Board support, has secured 100 still images from Miami Beach Senior High students to be displayed during the month long installation. In cooperation with the City of Miami Beach, The Art In Motion Group will work with Miami Beach Senior High, as a primary source of content for the project. Visual artwork will include full color and black & white still images. Unless otherwise instructed by City officials, one hundred percent of the curated content will be created by student artists. Should the City decide that the display should also include sanctioned content, Art In Motion shall to the best of its ability, encourage such content be created by Beach High students; thus introducing students to potential market forces while maintaining their unique creative abilities.
