AN ORDINANCE OF THE CITY OF MIA? I BEACH,
FLORIDA, ESTABLISHING OFFI "tAL CLASSIFI-
CATIONS OF POSITIIONS IN THE CLASSIFIED
SERVICE CF THE CITY OF MIAPI BEACH,
FLORIDA, AND PR-OVIDING COMPENSATION THERE-
. FOR, PURSUANT TO THE PROVISIONS CF THE
CIVIL SERVICE ACT; AND PROVIDING FOR THE
ADMINISTRATION OF THIS ORDINANCE AND RE-
PEALING ORDINANCES ITT CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL CF THE CITY OF MIAMI BEACH,
FLORIDA, that
SECTION 1 . The following titles shall constitute the Classi-
fication Plan, and the titles together with the
prescribed pay schedules shall constitute the Compensation Flan,
both as provided for in the Civil Service Act and the Personnel
Rules , for the Classified Service of the City of Miami Beach,
Florida. Compensation in the Classified Service shall not be
less than the prescribed minimums, nor more than the prescribed
maximums except as otherwise provided herein:

SECTION 2. The City Manager is hereby authorized to issue detailed
regulations, not in conflict with this Ordinance, nor
with the Personnel Rules, for the purpose of clarification and
administration of this Ordinance. Upon recommendation of Depart-
ment Heads, the City Manager may fix the rate of compensation of
individual employees within the minimums and maximums prescribed.
SECTION 3. The City Manager is hereby authorized to approve pa:-
dollars per month, oforlDetectivesowhocaf�enreauiredcindthenpe rfor-
mance of their duties to furnish their own clothes.
SECTION 4. For those employees occupying classifications estab-
lished in Section 1 of this Ordinance, who have
served twenty ( 20) or more years with the City of Miami Beach, the
compensation maximum provided therein may be exceeded by not more
than five ( 5) percent .
SECTION 5. The City Manager is authorized to approve compensation
in excess of the maximums prescribed in Section 1 of
this Ordinance for those employees who are assigned duties and
responsibilities clearly above and beyond the normal scope of
their positions. Such excesses shall be made only upon recommen-
dation of the Department Head involvedand the Personnel Director,
and shall in no case exceed one hundred and twenty (120) percent
of the maximums prescribed for the classification involved.
SECTION 6. The City Manager is authorized to approve rates of
compensation less than the prescribed minimums for
employees whose employment is on a part time basis, or whose -
ruties and responsibilities are clearly less than normally attach
to a position.
SECTION 7. It is declared to be the purpose of this Ordinance to
provide an orderly and fair means for the compensation
of employees in the Classified Service of the Cityof Miami Beach,
Florita, on the basis of the work they perform andtheir competence
in its performance; and to further the principles and intent of
the Civil Service Act in providing an equitable basis ofcom-
pensation and reward for merit. Nothing herein shall be construed
to prevent the with-holding of pay increases, or the reduction
of pay rates for disciplinary purposes.
SECTION 8. Ordinance No. 604 as amended, Ordinance No.
677 as
amended, and all other ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 9. If any portion of this Ordinance shall be declared
invalid, the remaining portions shall have the same
force and effect as though such invalid portion or portions had

SECTION 10. This ordinance shall become effective January 1,
1947 :

thirty days in accordance with the requirements of the City Charter of
the said City of Miami Beach.
