policies, procedures, and programs that will stimulate the increase/retention of available
affordable/ workforce housing.
The AHAC will also continue to serve as part of the Citizen Participation process regarding
Office of Housing and Community Services actions.

ACTIVITIES:
The Committee for Quality Education was established in 1999 to guide the city's
efforts toward providing the best education possible in Miami Beach public schools.
The Committee investigated, developed, and carried out plans to promote and ensure
the provision of quality education in Miami Beach public schools, in the areas of
Communication, Health and Well-Being, Safety / Traffic, Student Achievement,
Parental Involvement / Family Support / Youth and Community Engagement,
Technology and Teacher Recruitment / Retention.
The Committee is continuing to work on evaluating safety for our students in our
schools by working with MDCPS in terms of the number of security officers per
schools. Furthermore the QEC has requested via a motion to the Mayor and
Commission requesting support for the MDCPS emergency contact program
(ConnectEd). A crafted message from MDCPS will now be created for all our feeder
pattern schools and all parents have been notified as to how to change emergency
contact info to get real time information at the school site.
The Committee continually serves as a forum to discuss the Class Size Amendment
issue and the Schools of Choice loophole closure to assure that our Feeder Pattern
Schools are adhering to the new policy. See Accomplishment Section-Resolution
The Committee has agreed to create and implemented two sub committees to
address what they feel are key concerns facing the feeder pattern schools.
Safety Subcommittee and the EFI (Education Funding Initiative). Through the EFI
Subcommittee a push for City Funded enhancements has been moved forward as a
community discussion. It is now a survey to the community
The Committee has opened discussions regarding the structural/capital improvement
issues facing some of our Feeder Pattern Schools, and how these issues will be

handled monetarily as mold, flooding and safety of our children are a major concern.
The Committee is working to get a report as to where all the Feeder Pattern Schools
stand in regards to Capital Improvements awarded by the GeoBond (below the line)
The Committee has committed to a grass roots effort to push past the limits set by
MDCPS in regards to a 5% per pupil funding increase and ask the CMB to help get
involved to request a fair and equitable increase to match the average federal funding
level per pupil funding. MDCPS requested an increase of 5% from $7096.96 to
$7452 per pupil. The Committee has requested a motion to increase per pupil
funding to $10,700 (an additional 30%).
The Committee has furthered the grass roots movement to push for a penny Sales
Tax on MB which will be directed solely to MB public schools with the City limits. This
motion made in November

proposal of a penny sales tax on Miami Beach which will be directed solely to Miami Beach public
schools within the City limits. The goal is to make a sustainable fund to provide Miami Beach
students with public funds to ensure that Miami Beach public school children are given the best
public school education possible and to compete with other school districts. This penny tax is not to
replace, alter, or diminish any current or future funds provided by any other source including but not
limited to the School Board, County, State, or Federal, but rather to provide enhancements for Miami
Beach public schools.
The Committee for Quality Education urges the Mayor and Commission to support the above
request.)

The Committee has requested the Mayor and Commission to support the UM Bike
Safe Program in Miami Beach Feeder Pattern Schools given the recent passing of
one of our students while riding a bicycle. See Accomplishment Section-Resolution
The Committee has set forth various traffic study requests and is waiting to hear back
these findings from the CMB Parking Dept. Studies include 42nd St Traffic Study-now
completed, Bay Shore Traffic Study-Now Completed. MBSH Drop off Lane in

The Committee has requested that the Mayor and Commission monetarily support

the ADL program No Place for Hate for the 2017-2018 school year. See
Accomplishment Section.
The Committee for Quality Education would like you to be aware of the following
motion requesting support for the Miami Beach Youth Commission motion regarding
the National PTA Resolution to recognize LGBTQ individuals as a protected class,
approved at the Feb28,2017 committee meeting.
To help further along the conversations of enhancements up for review in the June
Budgeting process, the QEC made the following motions:
The Committee for Quality Education requests the Miami Beach Mayor and
Commission amend the language of the current Voluntary Pre-Kindergarten (VPK)
contract with Miami-Dade County Public Schools (M-DCPS) to require M-DCPS to
collect fees for fee-supported children provided their home schools are not Title I
schools or they qualify for Head Start. Any fees collected will reduce the City's
contribution to the City funded VPK program.
The Committee for Quality Education urges the Mayor and Commission to
support the above request.
The Committee for Quality Education requests the Miami Beach Mayor and
Commission be aware that the Committee prefers Option #3: Dedicated Millage
for Public Education, including offset of decrease in debt service millage, with
dedicated millage for education, from the Finance and Citywide Projects
Committee meeting on March 31, 2017, regarding Education Compact sustainable
funding.
The Committee for Quality Education urges the Mayor and Commission to
support the above request.

The Committee made recommendations to the Mayor and City Commission, which
are outlined below in the Accomplishments section.
ACCOMPLISHMENTS:
The Committee for Quality of Education passed a motion to request the Mayor and
Commission support the immediate implementation of the University of Miami Bike
Safe Program in Miami Beach feeder pattern public schools.
Resolution No. 2016-29562
A Resolution of the Mayor and City Commission of the City of Miami Beach, Florida,
supporting the immediate implementation of the University of Miami Bikesafe
Program in Miami Beach Feeder Pattern Public Schools.
The Committee for Quality of Education request the Miami Beach Mayor and
Commission support Miami-Dade County Public Schools in their effort to have the
principals of each Miami Beach feeder pattern school notify parents, in conjunction
with their Parent Teacher Student Association (PTSA), to update primary contact
phone numbers in order to receive emergency messages via text in a timely manner.
Furthermore, to bifurcate emergency information versus social updates.
The Committee for Quality Education requests the Miami Beach Mayor and
Commission ask the Governor and Florida Legislature to increase per pupil education
funding to minimally equal the national average of approximately $10,700.
As a result Commissioner Micky Steinberg made "A resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, Accepting the Recommendation of
the City's Committee for Quality of Education and Urging Florida Governor Rick Scott
and the Florida Legislature to Increase Per Pupil Funding in Florida Public Schools to
Equal or Exceed the National Average of Approximately $10,700. Motion Passes at
Commission Meeting Dec. 9, 2015.
To further this concern over funding the EFI brought forth to the Committee
recommendations to combat lack of funding to the feeder pattern by MDCPS. The
Committee for Quality Education requests the Miami Beach Mayor and Commission
explore the proposal of a penny sales tax on Miami Beach which will be directed

solely to Miami Beach public schools with the City limits. The goal is to make a
sustainable fund to provide Miami Beach students with public funds to ensure that
Miami Beach public school children are given the best public school education

by not limited to the School Board, County, State or Federal, but rather to provide

The Committee furthered the conversation after reviewing the City Attorney's 6

The Committee for Quality Education requests the Miami Beach Mayor and
Commission create a sustainable source of funding for the educational
Compact related expenditures/enhancements now in place (See Attachment B -
Finance and Citywide Projects Committee Memorandum March 31, 2017).
The Committee for Quality Education requests the Miami Beach Mayor and
Commission in reviewing the governance structure for any future educational
funding, have the Committee for Quality Education remain the
governing/primary committee to guide the City's efforts toward providing the
best education possible in Miami Beach.
The Committee for Quality Education requests the Miami Beach Mayor and
Commission look at Option #3: Dedicated Millage for Public Education,
including offset of decrease in debt service millage, with dedicated millage for
education (options below), as a possible source of funding to sustain and/or
enhance education in Miami Beach schools per Finance and Citywide Projects
Committee (FCWPC) memorandum dated March 31, 2017.
• Offsetting any decrease in the debt service millage with a dedicated millage
for education. The renewal and replacement dedicated millage was
originally established in the FY 20 0 4/05 budget by offsetting the decrease
of 0.126 in the debt service millage that year with a dedicated 0.126 mills for
renewal and replacement. As of FY 2016/17, the dedicated millage for
renewal and replacement is 0.0235, estimated to generate $6 62,0 0 0. As an
example, in FY 2016/17, the debt service millage decreased by 0.0235 in FY
2016/17, had this decrease been recaptured as education millage, it would
have generated $6 62,0 0 0.
• Capturing a portion of growth in taxable property values, and establishing a

millage related to those additional revenues. It is anticipated that property
values as of January 1, 2017 (the basis of FY 2016/17 property taxes) will have
increased over January 1, 2016. A portion of the resulting increased
revenues could be captured and expressed as a dedicated millage rate,
without increasing the millage rate over the prior year. Typically, the
resulting revenues from growth in property values is used to offset growth
due to inflation as well as fund new initiatives. To the extent some of the
growth is diverted to education funding, it could limit the amount of
funding available for new initiatives.
Resolution no 2016-29573. A resolution of the Mayor and City Commission of the City
of Miami Beach, Florida, Authorizing and Directing the City's State lobbyists to lobby
the Florida legislature to implement laws reversing the weakening of the class size
amendment in the Florida Constitution by, among other measures, closing the
schools of choice loophole and including International Baccalaureate, Advanced
Placement, Dual Enrollment, any classes that may result in college credit, and other
core classes as covered in the class size cap.

Continue to bring forth key issues to help guide the City's efforts toward providing the
best education possible in Miami Beach public schools
Continue to provide insight and recommendations for the new Enhanced
Collaboration between Miami-Dade County Public Schools and the City of Miami
Beach which was passed by Commission via Resolution No 2015-28997 on
4/15/2015.
Continue to monitor the effectiveness of the Dual Enrollment and Extended Foreign
Language programs in the City of Miami Beach public schools.

requested to support the Health Suites in each of Miami Beach Schools beyond 2015-
2016,2016-2017, 2017-2018 as it comes due.

Beach Elementary, Scott Rakow Youth Center and South Pointe Elementary School.
Marketing and Promotions
- Continued to promote Miami Beach cultural events through weekly updates on website and
accompanying advertising campaign, e-blast and text alert program.

Oversight of Miami New Drama as resident theater company at the Colony
- Miami New Drama to become the resident company and managers of the Colony Theater in
October 2016.
- Miami New Drama opened its 2017 season on January 26, 2017 with the American premiere of the
cutting edge European hit drama Terror, by Ferdinand de Schrich. Michel Hausmann recruited two-
time Tony Award winner and former Artist Director of the Lincoln Center, Gregory Mosher, to direct
the production. Terror was performed at the Colony Theatre in January and February 2017. Miami
New Drama also produced A Special Day, which ran in March 2017.
- Miami New Drama also presented several cultural rentals this quarter, including Ballet Flamenco la
Rosa, New World School of the Arts, South Florida Theatre League and a Netflix series premiere,
resulting in first quarter attendance of nearly 7,000.

process of drafting the scope of services. Construction is anticipated to begin January 2018.
Soundscape Wall Cinema Series

programming at Lummus Park. A RFP was issued in June 2017 for an arts and crafts market to
take place in Lummus Park. It is anticipated the market will launch in winter 2017.
Recipient of National Endowment of the Arts (NEA) Artworks Grant- $20,000
- The City of Miami Beach Cultural Affairs Program received a National Endowment for the Arts
Grant in the amount of $20,000. The grant will be used to present a series of films by South African
artist William Kentridge at SoundScape Park in March 2018.

Department)
• The Health Advisory Committee was informed that there was an Ethics Training course
specifically for Boards and Committees. The training consisted of many topics that included
a review of the Sunshine Law, Public Records Act, and Miami Dade County's Conflict of
Interest and Code of Ethics Ordinance. Since the Committee consists of health
professionals who have difficult schedules, a link was provided where the trainings would
be accessible.
• Item C4 K (proposed Assisted Living and Medical Use Ordinance) was referred to the HAC
by the Land Use and Development Committee for discussion and recommendation. In the
May 15th meeting, it was heavily discussed but due to the complexity of the matter, they
were unable to provide a recommendation. A workshop will be held to discuss this matter
in greater detail.

The committee helps to promote LGBT/Miami Beach news by sending information to the
communications department to post on social media.
The committee Chair stepped up during the World Out Games to assist in fundraising to pay for
artists and hotel charges for Human Rights guests as well as arrange for a marketing person to
do posts on WOG facebook page to communicate with athletes; and speak with media and
guests to assure the city was doing everything possible and was not responsible for what had
gone wrong.
The committee works with George Neary from the GMCVB to receive updates on what they are
doing to promote LGBT tourism in Miami Beach.
The LGBT Visibility and Marketing subcommittee is working on getting Commission support to
install an LGBTQ monument on Lincoln Road.
The LGBT Committee proposed an LTC to include housing for LGBTQ seniors within the city's
plan to develop affordable housing.
The committee achieved adding the Q to LGBT for the committee's name so all in the community
can identify with the work of the committee.

The committee helps to promote LGBT/Miami Beach news by sending information to the
communications department to post on social media.
The committee Chair stepped up during the World Out Games to assist in fundraising to pay for
artists and hotel charges for Human Rights guests as well as arrange for a marketing person to
do posts on WOG facebook page to communicate with athletes; and speak with media, LGBTQ
community and guests to assure the city was doing everything possible and was not responsible
for what had gone wrong. The Chair also kept Commissioner Aleman updated on what was
happening from the community side.

Convention Center Hotel.
The Committee worked with the Greater Miami Convention and Visitors Bureau to outsource an
independent analyst to perform a Hotel Needs Assessment study that provided valuable market
studies and information which is included in the final recommendations.
For the last several meetings, the Committee has been working to refine their recommendations
and create a cohesive report that reflects the findings from all key stakeholders, the community at
large, consultants, and resources.
The Committee has also continued to take input from any member of the public wishing to speak
on any item related to a convention center hotel.

A meeting of the Mayor's Blue Ribbon Panel on Sea Level Rise was held Tuesday, January 17, 2017, 11:00

The meeting was called to order by Scott Robins, Chair. It was m/s/p to accept the minutes as submitted from
the meeting held December 13, 2016.
Project Review — CIP and Public Works Department — Dr. Bruce Mowry, City Engineer, displayed core
samples explaining the situation of the geology underlying Miami Beach. He then spoke of the status of the
Convention Center pump station about how it's tied to 19th street and the Holocaust Memorial and also tied to
the 72" pump station along Washington Avenue continuing on Sunset Harbour along to Dade Blvd. In addition
to, he discuss about construction work beginning to build concrete walls and paving with additional drainage on
an elevated street (West Avenue & Dade Blvd); the work will end by March. Mr. Mowry later spoke about the
street lights and pedestrian crosswalks and the upgrading of the pump station at South Pointe, and to finish the
upgrade along 34th Street and Chase Avenue. Following his statements he then informed the panel of Indian
Creek Drive beginning road blocks with TECO gas and the building of the seawall on Cherokee Avenue starts
today (1/17/17).Mr. Mowry concluded with pump stations on board to start building starting with three pump
station on La Gorce, one at Mt. Sinai, 11th street and Flamingo Park, Alton Road to Washington Avenue, Lincoln
Road, and West Avenue.
David Martinez, Director, CIP, distributed and reviewed an update of projects on Lower North Bay Road, Sunset
Islands 3 & 4, Palm & Hibiscus Islands, Venetian Islands and Central Bayshore South to give an update to the
panel of end construction dates. Mr. Martinez also spoke about the storm water system construction and will
be working with students from Harvard, FIU, and University of Miami.
Work Plan Update Susy Torriente, Assistant City Manager, distributed an updated Draft Work Plan. She
invited the panel to a Resiliency Community Event on January 25th and also informed the panel that the
Resiliency communication Plan is completed and will go to Commission on February 8th. Marcia Tobin then
concluded and spoke about Vulnerability Assessment and about the four assets.
Land Development Regulation Draft Amendments (Commercial Properties) — Thomas Mooney,
Planning Department — Mr. Mooney presented four items regarding RM1 and RM2 Districts. He started off
with a motion of an ordinance amendment pertaining to Commercial Building Heights and Allowable Height
Exceptions to the Land Use and Development Committee and the Planning Board; Wyn Bradley passes
and Michael De Filippi second. Second is a motion of an ordinance an ordinance amendment pertaining to
Non--Conforming Buildings to the Land Use and Development Committee and the Planning Board; Wyn
Bradley passes and Michael De Filippi second. Third, is a motion of an an ordinance amendment
pertaining to Sustainable Roof Materials to the Land Use and Development Committee and the Planning
Board; Michael De Filippi passes and Wyn Bradley second.
Fourth, is a motion of an ordinance amendment pertaining to:
a. RM-1 AND RM-2 DEVELOPMENT REGULATIONS; AND b. RM-1 AND RM-2 REQUIREMENTS.
To the Land Use and Development Committee and the Planning Board. (This motion has 2 separate
Ordinances). Commissioner John Elizabeth Rieman agreed to sponsor all 3 referrals.

the meeting held January 17, 2017.
Project Review — CIP and Public Works Department — Mr. Scott Robins, Chair, started with his concern
about a foul sewer smell where Mr. Eric Carpenter, Public Works Director/ACM, elaborated on perhaps there's
an inner connect underground of hydrogen sulfa. He then advised that they will be looking into the lines and
gaps to solve the issue while Mr. Roy Coley, also advised that he too will look into a venting mechanism, if
perhaps the foul smell is not controlled. Dr. Bruce Mowry, City Engineer, mentioned a list of updated on pump
stations and projects throughout the City. He began with, with the conclusion of the pump station at the
convention center giving an estimate finish by March/April, the Holocaust Memorial on 19th Street pump station
to finish in Oct. hopefully before Art Basel, and also the pump station at Sunset Harbour where FPL have not
put power yet. Dr. Mowry concluded with updated the panel of the raising of Dade Blvd., biding for the La Gorce
Project, the West Avenue project (which is now in Procurement), the Mid North Bay (Mt. Sinai Project), the
Indian Creek project, and the building of a pump station on 32nd Street.
David Martinez, Director, CIP, gave an update of projects on Lower North Bay Road, Sunset Islands 3 & 4,
Palm & Hibiscus Islands, Venetian Islands and Central Bayshore South to give the panel of end construction
dates.
It was also mention in the panel that the Mayor and Council wants an updated list of work schedules and cost
for various projects. Michael De Filippi than requested a DRB.
Work Plan Update — Susy Torriente, Assistant City Manager, distributed an updated Draft Work Plan; Mr.
Thomas Mooney, Director of Planning Department took over to explain draft work plan. Suzy then spoke about
the historic preservation dialogue with the University of Miami with a price given $400,000 to $500,000, where
it's been determine that the price is too high. Suzy wants to potentially go through the City's Procurement
process to hire someone to work with them; the scope will indicate on Sea Level Rise, GIS, and historic
neighborhoods.
It was mentioned that FEMA was at the City conducting interviews with City workers, Elizabeth Wheaton, Bruce
Mowry, etc.

and Dr. Bruce Mowry, City Engineer, began by presenting maps of Citywide project where it was discussed to
only view to the public work/construction areas. Mr. Carpenter then discussed on the stormwater payment in
lieu of program. Camille Tharpe, from Government Services Group Inc., elaborated on stormwater management
fees where she distributed a packet explaining what is the issue, the background, type of fees (impact fees and
capital recovery charges), fee component, fee calculation, future plans for this program, and meeting all of the
legal requirements. Dr. Mowry mentioned a list of updated on pump stations and projects throughout the City
with construction updates.
David Martinez, Director, CIP, gave an update of projects on Lower North Bay Road, Sunset Islands 3 & 4,
Palm & Hibiscus Islands, Venetian Islands and Central Bayshore South to give the panel of end construction
dates.
Work Plan Update — Amy Knowles, Deputy Resiliency Officer, reviewed a LTC update on sea level rise
outreach and projects dated February 27, 2017 and spoke about an insurance industry meeting to learn about
City plans on the projects. It was also mentioned that both the Resiliency Committee Plan and Active Design
Guidelines were approve by commission. In addition, a request for a proposal for the inventory Guidelines has
been develop and the Procurement department will bring to the next commission meeting on April 26. Susy
Torriente, Assistant City Manager, than distributed an updated Draft Work Plan to explain the work plans.
Land Development Regulation Draft Amendments (Commercial Properties) — Thomas Mooney, Planning
Department — Mr. Mooney spoke about the Non-Conforming buildings code amendment where there are
remaining three codes to be discussed in the Land Use Committee. He then spoke about the parking
requirements revisions that has three request for smaller slots that will also go before the Land Use Committee
(tomorrow). Mr. Mooney concluded with regional zones being created where off-street facilities exist and in
close proximity to transit and is currently studying parking requirements of other cities to determine best
practices.
Mr. Daniel Ciraldo wanted to do a presentation on historic buildings next meeting.

Project Review— Public Works Department and CIP — Dr. Bruce Mowry, City Engineer, began by updated
the panel on the pump station that's at the Convention Center on Washington Avenue is going to start to function
in about month but there is a power issue and may run a generator for the time being. He also stated that
Sunset Harbour is completed and Rodney Knowles is working on the landscaping on Dade Blvd. Dr. Mowry
mentioned a list of updated on pump stations and projects throughout the City with construction updates.
On behalf of David Martinez, CIP Director, Eric Carpenter, Public Work Director/ACM gave an update of projects
on Sunset Islands 3 & 4, Palm & Hibiscus Islands, Central Bayshore South, Venetian Islands, West Avenue,
and Stormwater Pump Station at 19th Street to give the panel of end construction dates.
The panel later discussed on how they can reach out to the community about the elevation of the roads. Susy
Torriente, Assistant City Manager mentioned an open house strategy that was held and how to host
neighborhood workshops and invite the media. Elizabeth Wheaton, Mayor & Commission, Chief of Staff is
working on workshop presentations on road elevation throughout the City.
In closing, Daniel Ciraldo discussed on a presentation about historic buildings.
Work Plan Update — Susy Torriente, Assistant City Manager, distributed an updated Draft Work Plan where
she discussed the various work plans. She also listed a serious of events in the upcoming months; a meeting
with all of the Mayors in Miami-Dade County, the Regional Climate Action Plan event on April 27 and the Second
Annual Sea Level Rise Solutions Conference that is on May 5.
Land Development Regulation Draft Amendments (Commercial Properties) — Thomas Mooney, Planning
Department Mr. Mooney spoke about the parking items that is being continued to the planning board in May.
Margrarita Wells, Environment Sustainability Director, spoke of the building fee schedule that is being asked to
be revised.
Wyn Bradly, UM School of Architecture, discussed the Capstone Project and the University of Miami students
chose North Beach to be the project and are looking to pick five site to do case studies. She also mentioned
how there will be 30 students per week, researching one City owned sites and how they are looking into funding
(developer partners). Betsy (Elizabeth Wheaton) piggybacked and gave more updates on this project as well.

displaying a map to discuss areas around the City involving elevations on existing seawalls both public and
private. He also updated the panel on the pump station that's at the Convention Center which is in process of
completion but there is one issue with FPL to generate permanent power to the pump station. Dr. Mowry than
touched basis on the process of the street being raised/elevated on Alton Road and 111h Street and also the
completion of the pipeline that's on 17th Street and Washington Avenue where the pipeline is connected. He

Sunset Harbour and 20th Street.
Work Plan Update — Amy Knowles, Deputy Resiliency Officer, distributed an updated Draft Work Plan where
Margarita Wells, Environment Sustainability Director, and Elizabeth Wheaton, Chief of Staff discussed and gave
updates on the various work plans.
Land Development Regulation Draft Amendments (Commercial Properties) — Thomas Mooney, Planning
Department gave status updates on four ordinances where Mr. Rogelio Madan, Chief of Community Planning
and Sustainability, briefly went through the ordinances on reducing parking requirements. A motion of referral
on draft parking to recommend on the June 7th commission meeting was approved by Mr. Michael De Filippi as
Commissioner Malakoff as the sponsor.

A meeting of the Mayor's Blue Ribbon Panel on Sea Level Rise was held Tuesday, June 20, 2017, 11:00 a.m.

The meeting was called to order by Wyn Bradley. It was m/s/p to accept the minutes as submitted from the
meeting held May 16, 2017.
Project Review — Public Works Department and CIP — Eric Carpenter, Public Works Director/ACM, began
going over project reports starting off with Washington pump station at the Convention Center on Collins Avenue
still have FPL issues. It was stated that if not resolve in time, a stand by generator will be provided. He continued
with reports on the 19th Street pump station starting construction around January 2018, the West avenue Bridge
project on Dade Blvd. and Venetian is supposed to be done by August, and Sunset Harbour is in process of
completion and the landscaping portion is completed. He finished by stating the Indian Creek walls between
25th and 25th Street are completed and there will be installation of new trees in the area this week. There was
a motion by Wyn Bradley to skip the biding process to move forward on completing an emergency basis for
Indian Creek 26th to 41St Street on its existing contract; it was recommended by the panel and Mr. Michael De
Filippi approve it. It was also recommended that the Flamingo project (Washington Avenue to Alton Road and
11th Street to Jefferson Avenue and Euclid Avenue) biding process. Luis Soto, Assistant City Engineer, also
mentioned a list of updated on pump stations and projects throughout the City with construction updates.

community in Lakeview on the rising of the streets; there was an open discussion on the topic.

On March 7, 2017 the Committee hosted its annual "Women Worth Knowing" Event honoring
women in the education field. The event took place at the Miami Beach Golf Club. The
Honorees were Jill Adler (3rd Grade Teacher North Beach Elementary), Rachel Unger (5th
Grade Teacher North Beach Elementary), Carole Lorenceau (Special Ed Teacher Miami Beach
Senior High), Dr. Gwendolyn Foote (Science Teacher Nautilus Middle School)
The honorees received plaques. It was very successful and very well attended by residents,
community leaders, as well as elected officials and staff from the City of Miami Beach. Special
guests included Miami Dade County State Attorney Katherine Fernandez Rundle, Dr. Martin Karp
and Laura Morilla, Executive Director Office of the Chair of the Miami-Dade County Commission
for Women.
On March 16, 2017 the It's Never O.K. (Recognizing, Preventing, and Stopping Teen Dating
Violence) Panel Discussion was brought to the community by the Miami Beach Senior High
PTSA, in coordination with, the Miami Beach Commission for Women. The speakers were Miami
Dade County Assistant State Attorney Christina DiRaimondo, Dr. Ronda Fuchs, and Detective
Alberto "Bert" Gutierrez from the City of Miami Beach Police Department.

ACCOMPLISHMENTS:
The following list are motions that the Parks and Recreational Facilities Advisory Board made in
the past 6 months based on their activity:
• The Parks and Recreational Facilities Advisory Board has reviewed the 30% Design Development
Plan for the Future Community Park (Former Par 3). The design of the finger lake and the
placement in the center of the park reduces the functional use of the park and accordingly the
Board feels it is not in the best interest of the City. The Parks and Recreational Facilities Advisory
Board therefore recommend the reduction of the lake to approximately one acre in a free form and
placement in an area that maximizes flat green space.
• The Parks and Recreational Facilities Advisory Board recommends that the 20th and Alton Road
Pocket Park should include a unique art installation that serves as an interactive playground for
children.
• The Parks and Recreational Facilities Advisory Board recommends for North Shore Open Space
Park to be renamed "North Beach Oceanside Park." The board feels since the City of Miami Beach
has a "South Beach" and the City is working toward creating an identity for "North Beach," having
the park name include "North Beach" will assist and be consistent.
• The Parks and Recreational Facilities Advisory Board recommend that staff explore the cost and
feasibility of having mosquito repellent dispensers at parks and other facilities throughout Miami
Beach.
• The Parks and Recreational Facilities Advisory Board is delighted that the City Commission has
allocated $200,000 toward the renovation of Muscle Beach within Lummus Park. The Board has
looked at the design presented and recommends that we see other designs which also have an
artistic and functional flare and perhaps include additional fitness equipment beyond what we see in
this proposal.
• The Parks and Recreational Facilities Advisory Board recommend the City engages USA
Swimming to provide the free enterprise plan that they have offered at the Build a Pool Workshop.
• The Parks and Recreational Facilities Advisory Board are in favor of incorporating a skate park
into 72nd lot and urges Commission to move forward with a Parking Strategy.
• The Parks and Recreational Facilities Advisory Board also support the funding for Capital Projects
that are underfunded such as Maurice Gibb Park Redevelopment and the Future Community Park
(Former Par 3). In regards to the funding of the Future Community Park (Former Par 3), the board
believes it would be more cost and time effective if the project is funded and constructed in phases,
beginning with the soil remediation and tennis courts.
• The Parks and Recreational Facilities Advisory Board motions to urge the City Commission to
include a rooftop seating area in the scope of the North Shore Park ProShop/Office Area Expansion
Project.

• The Parks and Recreational Facilities Advisory Board motions to approve the North Shore Open
Space Park plan as presented and to continue to work on a barrier fence design along Collins
Avenue that is lower than the fence that currently exists with a wavy artistic design at the top and a
low maintenance hedge or shrubbery along the bottom to soften the look and that this motion be
shared with the Design Review Board.
• The Parks and Recreational Facilities Advisory Board motions for the City to allocate a piece of
land that would be leased by the Sabrina Cohen Foundation to construct a building of
approximately 10,000 square feet with two levels to build and operate an adaptive recreation center
on 53rd Street and Collins Avenue.
• The Parks and Recreational Facilities Advisory Board motions the following regarding the former
Par 3/Future Community Park: In the best interest of the City, the Board feels that it would be
appropriate and beneficial after having seen the latest design presentation, to request a completely
different point of view from another independent Landscaping and Recreation consulting firm to be
able to analyze other alternatives to what was presented, taking a fresh new look at this park.
• The Parks and Recreational Facilities Advisory Board motions for City staff to review if the lake
component is actually a requirement for the former Par 3/Future Community Park or if it can be
designed without such a significant lake.
• The Parks and Recreational Facilities Advisory Board motions for the consultant's (Savino Miller)
to look at the North field space (the smallest open space parcel near the lake on 28th) and present
options to move it away from the lake and make it larger.
• The Parks and Recreational Facilities Advisory Board motions to take the concept presented at
the June 1st board meeting to the DRB as long as it includes the changes recommended to move
the north field away from the lake shore and increase its size.
• The Parks and Recreational Facilities Advisory Board motions to change the mulch surface at the
new playground at Allison Park to a pour-in-place safety surface.

For the fourth consecutive Presidential Inaugural, the Miami Beach Police Department (MBPD) was invited
by the Metropolitan Police Department (MPD) of Washington D.C. to assist with the security and crowd
control for the Inauguration on January 20, 2017. To fulfill the operational needs of this detail, a
compliment of 40 MBPD sworn personnel were selected to participate. It has been the practice of the
MPD, United States Secret Service, United States Marshal's Service, the National Park Service and the
Federal Bureau of Investigation to utilize local and state police agencies from throughout the United States
to assist in providing security and crowd control during Presidential Inaugurations. The MBPD was one of
three South Florida law enforcement agencies selected to participate in this event. MBPD, Miami PD and
Miami-Dade PD each sent 40 officers to the event.
To ensure proper law enforcement powers for this event, MBPD personnel were deputized as Special
Deputy U.S. Marshals and deputation authority was provided by the United States Attorney General. In
addition, all costs associated with salaries, overtime, travel, room and board was reimbursed by the District
of Columbia, with funds provided by the United States Government. The only cost to the Police
Department was for the purchase of some cold-weather gear for our officers.
By participating in this event, the MBPD personnel gained valuable training and experience with major
events coordination, and our City and Department received positive national exposure. Major Mark Causey
was in command of the MBPD contingent and worked closely with our partner agencies to plan for our
coordinated effort on behalf of the Presidential Inauguration.

Active Shooter/Threats and what to expect from a civilians point of view was discussed. After
defining what an active shooter/threat is, we looked at trends and statistics of the makeup of your
typical active shooter, how long an active shooter incident lasts, where they are likely to occur,
and mitigating measures civilians can if something were to occur at a place the frequent, place of
business, worship, etc., followed by police response time to an incident and what to expect once
law enforcement is on the scene.

Memorial Day weekend has grown into an extremely popular event bringing large volumes of
visitors to our community. This year is going to be an extremely challenging year for us because
not only do we have the Memorial Day Weekend crowds, we are also hosting the Air & Sea Show
along with the World OutGames. The amount of people visiting South Beach during these
occasions stretches our resources to maximum levels. Extremely large crowds during all hours of
the day and night are expected and hotel occupancy is expected to reach 100%. To protect
citizens and property and ensure our visitors enjoy the Greater Miami area, we are requesting
mutual aid from our fellow Law Enforcement Agencies. Managing traffic and parking will be
monumental tasks. The traffic loop in the Entertainment District that has been utilized in the past
several years will also be used this year. The plan for restricted access to residential areas will
also be in place. Visitors for the Air and Sea Show are advised to plan to arrive very early and to
be aware that parking will probably reach capacity levels early in the day.

• Understanding and promoting the importance of State & Local Film Incentives.
• Helping to better understand and establish the strong link between a well-funded /
politically supported film incentive program and a robust Florida economy with growing
tourism and enhancing the "Florida" brand.
• Understanding and proposing streamlined methods for the permitting process as it relates
to production and temporary event sector for various stakeholder departments including:
Tourism, Culture & Economic Development, Building Department, Parking Department,
Zoning & Planning Department and others as may be necessary.
• Discussion of Miami-Dade County Direct Film Incentive
• Liaise with the Office of Film and Entertainment — OFE, Dade Delegation and to provide
support when and where necessary to increase availability and access to film incentives.
• Prepare and distribute letter to City commissioners with overview of PIC activities and
recommendations for positive change for film and production industry.
• Meet with City Commissioners when available to evaluate, discuss and review various
options for enhancing film and production in Miami Beach while simultaneously designing
rules and regulations that respect the residents, merchants and visitors and other non-
production stakeholders in Miami Beach.
• Met and will continue to work with Miami Dade Film Office as the County looks to
implement local incentive program.
• Continue discussion of meetings in LA with Sony, Netflix, HBO and other production
companies about returning and coming shows absent of an incentive.
• Discussion of success of local production companies and ways to improve event
production as State financial support of film and TV sectors waning.

• Ongoing efforts in areas outlined above including new areas of focus as may be
determined by change in political climate as it relates to film incentives, permitting issues,
or other challenges or opportunities as may arise.
• Through the Miami Beach Film Office, PIC is relayed information about projects, meetings
and leads assisted by the Florida Office of Film and Entertainment's Los Angeles liaison, a
State employee who reports to the Florida Department of Economic Opportunity and works
as a liaison between local film offices and the Los Angeles-based industry.
• To identify other areas of economic and other support to incentivize both established and
emerging film and digital production in the State of Florida and more specifically Miami-
Dade.
• Work with City, VCA, CAC to identify ways to improve existing and potential opportunities
for incentivizing productions to Miami Beach.
• Continue to evaluate types of productions most in need of support (i.e. indie film, digital
media) and continue to explore finance options through the digital/film finance
subcommittee.

ACCOMPLISHMENTS:
• Met with Eva Silverstein, the new Director of Tourism, Culture & Economic Development
for the City of Miami Beach.
• Drafted proposed new resolutions to streamline permitting process for Film & Production in
the City of Miami Beach. More info below.
• Worked to better understand the impediments to film incentives and help posture this, and
other organizations, to reverse the dangerous trend of diminishing economic support of film
and digital production at the local, county, regional and state levels.
• To communicate with and apprise local political leadership, including but not limited to,
Commissioners of the City of Miami Beach on the importance of the streamlining
processes for obtaining permits.
• Helping create guidelines to help insure that Film & Production permit applicants are in
compliance with local laws and ordinances while streamlining the process.
• Meetings and presentations to update City commissioners on the changing and
increasingly complex environment for production companies to secure State tax credits,
financing and other incentives.
• Provided legislative support to Film Florida and industry during Legislative session.
• Met with Saul Frances, Parking Director, City of Miami Beach, to discuss and evaluate
suggestions for streamlining parking permit applications, and lane closures (as may be
necessary), for productions and production vehicles in the City of Miami Beach.
• Share "PRODUCTION UPDATE" with members of PIC. A monthly update on local
production thereby allowing PIC members to 1) liaise with production executives and
personally welcome them to the City of Miami Beach, and 2) to better understand the
challenges associated with production in the City of Miami Beach.
The Mayor and City Commission of the City of Miami Beach, at the June 7, 2017 Commission
meeting, approved the following guideline changes towards encouraging more film and print
production in Miami Beach:
• Eliminate the signed consent requirement for reservation of metered parking, requiring
merely notification with all details.
• Reduce signed consent for road or lane closures to 75% of directly affected properties,

• Reduce the residential signature consent area to 200' from the production use, where it
currently requires 500'.
• Reduce permitted production crew parking to $10 per vehicle (a 50% reduction from the
usual $20 per vehicle) in all municipal lots and garages, where/ when capacity permits.
• Extending the number of free vehicle access passes to productions which demonstrate
Miami Beach room nights, to a scale of 5 passes for 50 room nights; 10 passes for 100
room nights; and 20 passes for 200 room nights.
• Reinstate the PCRV pass for motorhome parking allowance in metered spaces and taxi/
ride share spaces. Price will be $75 per vehicle per month.

ACTIVITY:
The mission of the Resiliency Communications Committee is to create and monitor a Program for
Public Information (PPI) to assist the community to reduce flood risk and ultimately reduce the
cost of flood insurance. The PPI is an activity of the National Flood Insurance Program's
Community Rating System (CRS) that compliments the City's approach to economic resilience
and public participation. This effort supports the Mayor's Blue Ribbon Panel on Flooding and
Sea Level Rise, which includes the CRS and the development of a Miami Beach Rising Above
Communications Strategy in its work plan.
The Committee is only required to meet once per year. A meeting will be held once per year to
monitor and evaluate communications.

insurance expertise and input for developing the Program for Public Information (PPI).

residents and businesses $6 million annually in flood insurance premium savings.

ACCOMPLISHMENTS
Supported outreach campaign to inform the residences and the business community of the
polystyrene ban.
Developed concept and supported successful legislation to eliminate of unencapsulated
polystyrene docks from public/private floating docks, platforms and buoys.
Opened discussion on controlling derelict construction booms, which has led to new
requirement of contractors stenciling their company on the booms so we can identify owners.
Conducted Styrofoam cooler-swapping program at various city events and holidays to support
the polystyrene ordinance and decrease disposable cooler use on city beaches.
Continued to identify and combat concerns with ongoing litter issues including increasing the
enforcement of the City's existing zero-litter policy.
Continued to support the development of an anti-litter campaign for residents and visitors.
Continued to support the reallocation of funds from the Dade Recycling revenue towards the
City's recycling and/or educational campaigns.
Supported the development of an ordinance to regulate idling in Miami Beach.
Created the item 'Trash Talks' to discuss how the City is being proactive to improve
cleanliness and recycling.
Continued to engage public works on pollution controls in the new stormwater system.
Supported the City with recommendation letters to apply for grants for sustainability initiatives.
Moved the Sustainability Committee to become a paperless Committee.
Supported resolutions supporting Amendment 4 (solar) and opposing Amendment 1 (anti-
solar).
Supported voluntary smoke free zones in South Beach and further in Middle Beach and North
Beach.
Urged the Miami-Dade County to improve recycling in Miami-Dade County beaches.
Supported the adoption of Active Design Miami strategies for the City of Miami Beach.
Developed cigarette litter mitigation ideas and currently working on the implementation of
dedicated cigarette butt ashcans throughout the City.
Supported LED retrofits for all City garages, supporting the property management budget
request for FY17/18, and retrofits within alleyways.
Supported the reduction of plastic bags through a City ordinance.
Supported efforts from the City of Miami Beach to collaborate with the franchisee waste
haulers on implementing the proposal on unified coloring and messaging for new waste and
recycling dumpsters.
Supported the water fountains retrofits with water bottle refilling stations.
FUTURE ACTIVITIES
Engage in issues that are relevant to the Sustainability Plan's program areas and support
enhancing the environmental sustainability of the City.
Support continued efforts to monitor and maintain the cleanliness of the City's waterways.

FUTURE ACTIVITIES (TRANSPORTATION):
• Further development and implementation of mobility improvements consistent with the City
Commission Adopted Modal Hierarchy and the Transportation Master Plan including Implementation
of Pedestrian Priority Zones
• Further development and implementation of projects recommended in the Bicycle-Pedestrian Master
Plan, including painting green bike lanes, installing bicycle parking at parking garages and street
ends, and implementing parking-protected and buffer-protected bike lanes, bicycle boulevards,
neighborhood greenways, complete streets, and shared-use off-road paths
• Implementation of regional mass transit solutions including short-term express bus service across the
MacArthur Causeway connecting the Miami Beach Convention Center to Downtown Miami and
repurposing travel lanes for exclusive transit use
• Continue to work with Miami-Dade County to 1) advance the Beach Corridor Project which proposes
a premium transit connection across the MacArthur Causeway connecting Miami Beach and
Downtown Miami and 2) develop the concept of a wireless modern streetcar/light rail connection in
Miami Beach that is interoperable with the Beach Corridor Project
• Implementation of a state-of-the-art Intelligent Transportation System and Smart Parking System Project
to improve traffic flow, enhance parking availability, improve incident response, communicate
incidents affecting traffic to the motoring public, and manage congestion on a permanent basis
based on real-time traffic demand
• Planning and development of transit intermodal facilities and park-and rides to serve as interceptor
garages in South Beach, Mid-Beach, and North Beach
• Implementation of a permanent water taxi/ferry commuter service connecting Miami Beach and
Miami as part of the City's transportation network
• Expansion of a citywide interconnected trolley system, including implementation of the South Beach
Trolley and Express Trolley routes to improve connectivity while minimizing the number of transfers
between North Beach and South Beach
• Procurement and delivery of an iconic bus shelter program
• Expand and continue the bicycle and pedestrian safety campaign and bicycle/community-friendly
community events, such as Ciclovia
• Establish a corridor traffic signal retiming project to supplement FDOT's efforts to improve major
corridors Citywide
• Continue to refine and pursue the implementation of Adaptive Traffic Signal Control along major
corridors

A discussion regarding the Customer Service Program proposals was held. The Board voted to
pursue the Forbes proposal. Motion by Mr. Hertzberg to pursue the Forbes proposal pending
further discussion with Forbes on how the training could be broken up; whether it could be
bilingual, two days, topics, etc. Seconded by Mr. Gonzalez. Motion passes unanimously.
The Board discussed being approached by the World Travel Awards to bid on the hosting of their
2017 gala. Motion by Mr. Gonzalez to not pursue the submission of a bid for the World Travel
Awards Gala. Seconded by Mr. Adkins. Motion passes unanimously.

FUTURE ACTIVITIES:
Over the next few months, the Youth Commission will be on break for the summer, but will
resume again at the beginning of the school year with new youth commissioners. The objectives
of the next commission will remain aligned with the founding purpose of the Youth Commission: to
pursue more ways to encourage youth participation in Miami Beach affairs.

ACCOMPLISHMENTS:
The Youth Commission approved two LTCs from January — June 2017:
The Youth Commission would like you to be aware of the following motion requesting support for
the National Parent Teacher Association resolution on LGBTQ Individuals as a Protected Class
and adoption of a similar resolution for all City youth programs.
The Youth Commission requests the Miami Beach Mayor and Commission support a youth art
exhibit at a City of Miami Beach public school within Miami-Dade County Public Schools during
Art Basel 2017 and have it promoted by the City of Miami Beach and utilize the $250 donation to
off-set any potential costs.
