SUBJECT: Biscayne Beach Neighborhood. P�king Inventory Recap
The purpose of this Letter to Commission is to provide information to the Mayor and City
Commission regarding parking at the Biscayne Beach Neighborhood. A description of the pre
and post-construction parking space counts that have been performed and the continuing efforts
to gain additional parking throughout the neighborhood is detailed below.
In 2013, as the Neighborhood Improvement Project approached completion, the community
questioned the number of available parking spaces. Consequently, the Office of Capital
Improvement Projects (CIP) conducted an inventory of pre and post construction parking
spaces. The geographic limits of the parking counts included 86th Street to the North, 79th Street
to the South, Crespi Boulevard to the East and Hawthorne Avenue to the West. South Stillwater
Drive, Bayside Lane, the Biscayne Point Island and Stillwater Drive were not included.
The 2013 pre-construction counts were based on 2011 aerial maps, taking into account the
required 22 to 24 feet in length of parallel parking stalls, sight visibility and other requirements.
The post construction inventory was based on actual site conditions, as well as the permitted
design plans. Prior to construction, there were an estimated 710 compliant parking spaces (refer
to Parking Counts table column A). An estimated 579 compliant parking spaces were reflected
in the 2013 post construction inventory (refer to parking counts table column B).
The neighborhood continues to have concerns on the availability of parking spaces. Residents
raised concerns regarding the accuracy of the previous inventories mentioned above. Recently,
CIP perFormed a visual inventory of the 2011 aerials provided by the Biscayne Beach Home
Owner's Association (HOA) and counted approximately 854 spaces, of which 50 appeared to be
non-compliant (refer to Parking Counts table column C).
Since 2013, the City has undertaken several measures to increase parking spaces throughout
the neighborhood including, re-striping, removal of bump-outs, relocation of fire hydrants and
reduction of required length of parallel parking to 18 feet. Based on current conditions, which
includes the previously mentioned measures, the approximate available inventory is 855
compliant spaces (refer to Parking Counts table column D). The geographic limits of the recount
were expanded to include Stillwater Drive (outside the guardhouse), and South Stillwater Drive
consistent with the maps provided by the HOA. This expansion translates to 56 parking spaces.
This parking count is based on the physical measurements of the site and legally parked cars.
None of the inventories provided include motorcycle parking, which is also provided throughout
the area.
The City continues to explore opportuni�ies to increase parking inventory in the neighborhood
such as parking at the 81St Street and Hawthorne Avenue, City property; one-waying of 7gtn
Street and South Stillwater Drive; op�artunities around Crespi Park; and repurposing of bus
bays. These opportunities will be furth�er discussed at the September 13, 2017 Commission
meeting.
