AN ORDINANCE AMENDING CHAPTER 14 OF "THE CODE
OF THE CITY OF MIAMI BEACH, FLORIDA," BY ADDING
NEW SECTIONS THERETO, ESTABLISHING STANDARDS
FOR THE INSTALLATION OF SAFETY AND CONTROL VALVES
FOR LIQUEFIED PETROLEUM GAS AND NATURAL GAS, AND
PROVIDING PENALTIES FOR THE VIOLATION THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1. That Chapter 14 of "The Code of the City of Miami
Beach, Florida," be and the same is hereby amended
by adding new Sections thereto, to be numbered and to read as
follows:
"Section 14.73.1. Gas Shut -Off Required.
In order to control the flow of fuel gas in
routine and emergency situations to prevent ex-
plosions in the interest of public safety, gas
shut -offs, sometimes referred to as gas cocks,
shall be provided as listed herein for gas
installations.
(a) In all residential and commercial buildings,
control valves shall be provided. Each valve shall
be legibly marked, so that the unit which it serves
can be readily identified. Such control valves
shall be located outside of any building prior to
the entry of the supply line into the building.
Emergency shut-off valves for individual buildings,
as required in National Fire Protection Standard
No. 54, Section 2.11.2(a) (b), shall be provided and
protected from physical damage, as required in para-
graph "c" herein.
(b) When service is disconnected or interrupted,
the following safety precautions shall be taken:
1. Where meters are provided, the gas shut-off
valve shall be locked in the closed position,
and the meter plugged or capped,"gas-tight,"at
discharge outlet;
2. Where control valves only are provided, it
shall be locked in the closed position, and
the valve plugged or capped "gas-tight" on
the discharge side of the shut-off valve.
The valve controlling disconnected service
shall be clearly so labelled by a plastic
marker, bearing substantially the following
legend: "Out of Service. Do not touch,
tamper, or remove, under penalty of law."
(c) In all new construction, control valves shall be
protected from physical damage either by location,
or by a durable non-combustible enclosure;

(d) In all existing buildings or new construction,
or installation of any gas appliance connect-
ed to a gas line shall have an accessible
manual shut-off valve installed upstream of the
union or connector, and within six (6) feet
of the appliance it serves;
(e) In all buildings when the appliance is dis-
connected, the gas line shall be plugged or
capped "gas-tight" on the discharge side of
the valve;
(f) All liquefied petroleum gas systems shall
have emergency shut-off valving at the tank.
"Section 14.73.2
The City of Miami Beach Building Department shall
process permits and make inspections of liquefied
petroleum gas and natural gas piping, appliances, and
venting, in accordance with the requirements set forth
herein, and in the Building Code of the City of Miami
Beach."
SECTION 2. All ordinances or parts of ordinances in conflict
herewith be and the same are hereby repealed.
SECTION 3. The health and welfare of the City being in peril,
the three readings of this ordinance shall be had
in one session, and the City Council finding that this ordinance
is necessary for the immediate protection of its citizens, it
shall, therefore, go into effect immediately upon its passage.

INSTALLATION OF SAFETY AND CONTROL VALVES FOR LIQUEFIED PETROLEUM GAS
AND NATURAL GAS, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF",
having been passed and adopted by the City Council of the City of
Miami Beach, Florida, has been posted by me in three conspicuous
places in the City of Miami Beach, one of which was at the door
of the City Hall in said City on the 3rd day of June, 1971,
and that said Ordinance remained posted for a period of at least
thirty days in accordance with the requirements of the City Charter
of the said City of Miami Beach.
IN WITNESS WHEREOF I have hereunto set my hand and

on this the 21st day of July, 1971.
