Ordinance 89-2660 ORDINANCE 89-2660 AN ORDINANCE AMENDING SECTIONS 45-20.2 OF THE CITY CODE TO INCREASE THE SANITARY SEWER SERVICE CHARGE IMPOSED BY THE CITY UPON ALL PREMISES CONNECTED TO OR USING THE CITY'S SANITARY SEWER SYSTEM, FROM NINETY-EIGHT CENTS PER THOUSAND GALLONS TO ONE DOLLAR AND ONE CENT PER THOUSAND GALLONS, PROVIDING FOR AN EFFECTIVE DATE; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH: PROVIDING FOR SEVERABILITY. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1: That Section 45-20.2 (Sanitary Sewer Charges)(second sentence) of the Code of the City of Miami Beach, Florida, be and the same is hereby amended to read as follows: "Such Sanitary Sewer service charge shall be in an amount equal to 98 $1.01 per thousand gallons of water delivered to the consumer as shown by the water bills rendered in accordance with this Chapter." SECTION 2: That the sanitary service charges as set forth in Section 1 of this Ordinance is to be applied to all accounts on or after October 25, 1989. SECTION 3: All other ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SECTION 4: If any section, sub-section, sentence, clause, phrase, or portion of this Ordinance is, for any reason, held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such hold shall not affect the validity of the remaining portions of this Ordinance. Parkins City Manager F SUBJECT: MIAMI-DADE WATER AND SEWER AUTHORITY VOLUME WATER SERVICE CONTRACT RENEWAL ORDINANCES AMENDING SECTIONS OF THE CITY CODE MODIFYING THE EXISTING RATES TO REFLECT THE NEW WHOLESALE INCREASE FROM METRO-DADE The Volume Water Service Contract dated June 24, 1957 between Metropolitan Dade County and the City of Miami Beach expired on July 31, 1989. The new contract which went into effect August 1, 1989, reflects current expenses, capital investments and cost of operations, resulting in an estimated increase to volume users of 19.43 percent. Additionally, the 1989-90 Water and Sewer Authority Budget reflects a three percent increase in the sewer rates, effective October 1, 1989. Over the long-term the City will require a comprehensive water and sewer rate study to insure that our c trrent costs are reflected ii the user charges. T..i t:-.e interim, z:, as to l-J•v i the cost increases reflected in the new contract and the proposed budget, it has been determined that increased costs of $0.16 per thousand gallons of water and $0.03 per thousand gallons of sewage be passed on to the public. The new rate for non-municipal consumers for water supply will be $0.97 per thousand gallons and $1.01 for sanitary sewer charges. The effective date for the cost increases to non-municipal consumers will be for billings posted from meter readings on or after October 25, 1989. ADMINISTRATION RECOMMENDATION: The Administration recommends adoption of the attached two (2) ordinances for rate increases to non-municipal users of the water and sanitary sewer systems in the City of Miami Beach and that the City Manager be authorized to sign the renewal contract on behalf of the City of Miami Beach.
