AN ORDINANCE AMENDING SECTIONS 45-4(a), 45-4(c),
AND 45-4(d) OF THE CODE OF THE CITY OF MIAMI
BEACH, FLORIDA, BY INCREASING THE SCHEDULE
OF RATES FOR WATER SUPPLY SERVICE TO
NON-MUNICIPAL CONSUMERS OF WATER FROM 81
TO 97c PER THOUSAND GALLONS AND INCREASING
THE MINIMUM MONTHLY SERVICE CHARGE;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PRO-
VIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1: That Section 45.4(a) of the Code of the City of Miami Beach, Florida, be
and the same is hereby amended to read as follows:
"(a) The meter rate to non-municipal consumers for water supply service in
the territory shall be 810 97c per thousand gallons".
SECTION 2: That Section 45-4(c) of the Code of the City of Miami Beach, Florida, be
and the same is hereby amended to read as follows:
"(c) The water rate of 810 97c per 1,000 gallons for non-municipal
consumers of water as set forth in Section 1 of this Ordinance is to be
applied to all water billings based on meter readings taken on or after
October 25, 1989.
SECTION 3: That that portion of Section 45-4(d) of the Code of the City of Miami
Beach is hereby amended to read as follows:

SECTION 4: That all ordinance or parts of ordinances in conflict herewith be and the
same are hereby repealed.
SECTION 5: SEVERABILITY: If any section, sub-section, sentence, clause, phrase or
portion of this Ordinance is, for any reason, held invalid or unconstitutional
by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct and independent provision and such hold shall not affect
the validity of the remaining portions of this Ordinance.
SECTION 6: This Ordinance shall become effective 10 days after adoption on
Sept. 30 , 1989.

SUBJECT: MIAMI-DADE WATER AND SEWER AUTHORITY VOLUME WATER SERVICE
CONTRACT RENEWAL
ORDINANCES AMENDING SECTIONS OF THE CITY CODE MODIFYING THE
EXISTING RATES TO REFLECT THE NEW WHOLESALE INCREASE FROM
METRO-DADE
The Volume Water Service Contract dated June 24, 1957 between Metropolitan Dade County
and the City of Miami Beach expired on July 31, 1989. The new contract which went into
effect August 1, 1989, reflects current expenses, capital investments and cost of operations,
resulting in an estimated increase to volume users of 19.43 percent. Additionally, the
1989-90 Water and Sewer Authority Budget reflects a three percent increase in the sewer
rates, effective October 1, 1989.
Over the long-term the City will require a comprehensive water and sewer rate study to
insure that our current costs are reflected in the user charges. In the interim, so as to cover
the cost increases reflected in the new contract and the proposed budget, it has been
determined that increased costs of $0.16 per thousand gallons of water and $0.03 per
thousand gallons of sewage be passed on to the public. The new rate for non-municipal
consumers for water supply will be $0.97 per thousand gallons and $1.01 for sanitary sewer
charges. The effective date for the cost increases to non-municipal consumers will be for
billings posted from meter readings on or after October 25, 1989.
ADMINISTRATION RECOMMENDATION:
The Administration recommends adoption of the attached two (2) ordinances for rate
increases to non-municipal users of the water and sanitary sewer systems in the City of
Miami Beach and that the City Manager be authorized to sign the renewal contract on
behalf of the City of Miami Beach.
