SUB�ECT: Flamingo and Collins Park — Surv�y Data for Historic Properties
In an effort to further assess and plan for the impacts of flooding and sea level rise to our
neighborhoods, the City is developing guidelines and regulations for the renovation, raising
and/or re-purposing of historic structures in low lying areas of the City.
In order to develop the guidelines, the City must obtain information regarding each individual
building's elevation. Additionally, the City seeks to evaluate, to the greatest extent possible, the
building's foundation type to determine the feasibility of raising the structure to address the
impacts of sea level rise. The initial assessment will focus on 530 buildings within the Flamingo
Park and Collins Park neighborhoods. The results of the assessment will serve as the basis to
develop design guidelines for the study areas
In the next few weeks assessment teams will be visiting properties in the Flamingo Park and
Collins Park neighborhoods. The City has engaged the engineering firm of Miller Legg to
conduct the field work and will be visiting the selected properties within the study area. Property
owners and residents will be notified by mail once the project commences with subsequent on-
site notice identifying the date of the visit by the consulting team. These professionals will carry
City of Miami Beach IDs, which will be displayed at all times while accessing the exterior of the
subject properties. The mail notice will provide project details regarding the information that will
be collected during the site visit.
Owners of the properties participating in the assessment will receive a FEMA Elevation
Certificate at no charge once the project is completed. A free Elevation Certificate provides a
cost savings to the property owner when purchasing or evaluating rates for flood insurance as
the Certificate will be requested by insurance carriers in order to generate quotes.
A project email address (resiliencvassessmentic�miamibeachfl.aov) has been established to
facilitate communication with the team so that we may respond to any question or concern
regarding the project including a property owner's decision not to participate. We have also
generated a list of Frequently Asked Questions and answers which will be posted to the City
website (www.miamibeachfl.aov/risinaabove/) and the Office of Communications will be
disseminating information to the Homeowners Associations in the subject areas to ensure the
public is advised.
We believe that this project provides benefits to the individual property owners and is in the best
interest of the general public; as such we encourage everyone to participate in the study.

On September 25, 2017, the City Commission adopted Resolution 2017-30018, accepting my
recommendation for a multidisciplinary team of professional architects, civil and structural
engineers with experience in coastal engineering and hydrology, and planners with expertise in
historic preservation, to develop the design guidelines. The City Administration is in the process
of beginning negotiations with the top ranked firm, and the selected firm will receive the data
described above to develop guidelines that will provide a framework for preservation and resilient
development within these neighborhoods.
