A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE NEIGHBORHOOD /COMMUNITY
AFFAIRS COMMITTEE AT ITS JULY 28, 2017 MEETING AND
AUTHORIZING THE CITY ADMINISTRATION TO CONTINUE
WORKING WITH THE FLORIDA DEPARTMENT OF
TRANSPORTATION IN SUPPORT OF A TEXAS U -TURN IN THE
VICINITY OF NW 12 AVENUE AND SR 112 IN ORDER TO PROVIDE
INTERIM ACCESS FROM THE SOUTHBOUND 1 -95 EXPRESS
LANES TO THE JULIA TUTTLE CAUSEWAY.
WHEREAS, at the April 16, 2017 City Commission meeting, the City Commission referred a
discussion to the Neighborhood /Community Affairs Committee (NCAC or Committee) regarding the City
engaging in a traffic study with the Florida Department of Transportation (FDOT) to evaluate if removing
the 1 -95 Express Lanes will improve the flow of traffic northbound and westbound; and
WHEREAS, at the June 30, 2017 NCAC meeting, the Committee discussed this item and
clarified that the intent is not to eliminate the 1 -95 Express Lanes, but to identify opportunities to provide
access from the Julia Tuttle Causeway to the 1 -95 Express Lanes. At the meeting, the NCAC directed
the Administration to provide an update at the July 28, 2017 NCAC meeting; and
WHEREAS, at the July 28, 2017 NCAC meeting, the Committee passed a motion in support of
the City Administration continuing to work with FDOT in support of southbound access from the 1 -95
Express Lanes to the Julia Tuttle Causeway via a Texas U -Turn in the vicinity of NW 12 Avenue; and
WHEREAS, the City Commission supports southbound access from the 1-95 Express Lanes to
the Julia Tuttle Causeway via a Texas U -Turn in the vicinity of NW 12 Avenue,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
hereby accept the recommendation of the Neighborhood /Community Affairs Committee at its July 28,
2017 meeting and hereby authorize the City Administration to continue working with FDOT in support of
southbound access from the 1 -95 Express Lanes to the Julia Tuttle Causeway via a Texas U-Turn in the
vicinity of NW 12 Avenue.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission approve the Resolution.
BACKGROUND
At the April 16, 2017 Commission meeting, the City Commission referred a discussion to the
Neighborhood /CommunityAffairs Committee (NCAC) regarding the City engaging in a traffic study with the Florida
Department of Transportation (FDOT) to evaluate if removing the 1 -95 Express Lanes will improve the flow of traffic
northbound and westbound.
At the June 30, 2017 NCAC meeting, the Committee discussed this item and clarified that the intent is not to
eliminate the 1 -95 Express Lanes, but to identify opportunities to provide access from the Julia Tuttle Causeway to
the 1 -95 Express Lanes. At the meeting, the NCAC directed the Administration to provide an update at the July 28,
2017 NCAC meeting.
At the July 28, 2017 NCAC meeting, the Committee passed a motion in support of a potential interim improvement
being proposed by the Florida Department of Transportation (FDOT) consisting of southbound access from the 1 -95
Express Lanes to eastbound Julia Tuttle Causeway via the existing NW 12th Avenue off -ramp and a new Texas U-
Turn in the vicinity of NW 12th Avenue.
ANALYSIS
FDOT currently has two (2) corridor planning level studies underway for 1 -95 and the 1- 195 /Julia Tuttle Causeway.
These ongoing studies will provide opportunities for the City to provide input on improving the operation and
accessibility of the 1 -95 Express Lanes.
Given that FDOT timelines typically require approximately 10 years from planning to construction, contingent upon
funding availability, City Transportation Department staff is currently engaged in discussions with FDOT staff and its
consultants regarding the potential to implement interim solutions prior to the long -term improvements resulting from

these two planning studies.
The FDOT planning studies and opportunities for interim improvements are further described below:
FDOT I -95 Corridor Planning Study
This study is evaluating 1 -95 from its southernmost point at US -1 /SR 5 in Miami -Dade County to the Broward County
Line. The study is reviewing multiple concept alternatives to increase capacity and improve traffic operations along I-
95 and will provide detailed operational information and conceptual cross sections for each alternative.
The attached Letter to Commission (LTC) issued on April 19, 2017 describes the scope of this FDOT study.
Transportation Department staff will continue to monitor the FDOT study through active participation in the Project
Advisory Team. The Transportation Department has recommended that FDOT engage in intensive and pro - active
community outreach to begin as early as possible; and to consider new ingress /egress ramps to /from the 1 -95
managed lanes and the 1- 195 /Julia Tuttle Causeway, as well as other community and environmental factors in the
evaluation criteria.
FDOT I- 195 /Julia Tuttle Causeway Corridor Planning Study
This study is in the procurement phase and a consultant is expected to be on -board in July 2017. The area to be
studied is 1 -195 from I -95 /NW 12th Avenue to SR 907 /Alton Road.
According to FDOT, the objective of this corridor planning study is to evaluate the existing and future conditions,
deficiencies, identify needs, and evaluate short and long -term transportation improvement concepts. The study will
include the evaluation of interchanges, interchange influence areas, and ramp junctions.
A conceptual improvement plan will include the evaluation of alternatives for continuous off - road /shared -use bicycle
and pedestrian facilities along the corridor from SR 907 /Alton Road to SR 5 /US -1 /Biscayne Boulevard, specifically
addressing the existing shared -use path on the eastern section of the corridor.
In meetings between F DOT and City staff, F DOT has expressed its intent to include Miami Beach representation as
part of the study advisory team. Through the study process, the FDOT consultant team and City Transportation
Department staff will identify opportunities for new direct ingress /egress ramps to /from the 1 -95 Express Lanes and
the 1- 195 /Julia Tuttle Causeway.
Interim Solutions
The City's Transportation Department staff is currently in discussions with FDOT regarding potential implementation
of interim solutions that would improve accessibility between the 1 -95 Express Lanes and the Julia Tuttle Causeway
in advance of any long -term improvements resulting from the ongoing corridor planning studies.
One option would be to provide southbound access from the 1 -95 Express Lanes to the Julia Tuttle Causeway via a
Texas U -Turn in the vicinity of NW 12th Avenue (See Attachment). Vehicles traveling southbound on the 1 -95 Express
Lanes would exit the express lanes at the NW 12th Avenue off -ramp and travel westbound to roughly NW 12th
Avenue, and take a new Texas U -Turn that would return them to eastbound SR 112/1 -195 /Julia Tuttle Causeway.
Motorists then could continue onto Miami Beach. This option could be implemented in a 2 to 3 year timeframe.
Per FDOT, a potential option to provide access from the Julia Tuttle Causeway to the northbound 1 -95 Express
Lanes would not be feasible until after 2021, because the northbound express lanes are currently at capacity,
particularly in the afternoon peak periods, and a new ingress point along the 1 -95 Express Lanes would only
exacerbate the gridlock that exists on the express lanes. FDOT is currently designing a capacity improvement
project that would provide additional capacity in the Golden Glades Interchange area by that time.

CORRIDOR PLANNING STUDY
The purpose of this Letter to Commission (LTC) is to provide information on the FDOT 1-95
Corridor Planning Study from US-1/SR 5 to the Browarci County Line, The study is reviewing
multiple future alternatives to increase capacity and Improve traffic operations throughout 1-95 in
Miami-Dade County, and will provide detailed operational information and conceptual cross
sections for each alternative,
The study was initiated in the Fall 2015 with a Project Advisory Team meeting. The Project
Advisory Tearn consists of public agency representatives: Cities of Aventura, Miami, Miami
13eeoh, Miami Gardens, North Miami, North Miami Beach, Florida Department of Tranaportation,
Miami-Dade County Department of Transportation and Public Works, Miami-Dade Expressway
Authority, Miami-Dade Transportation Planning Organization (formerly Miami-Dade Metropolitan
Planning Organization), South Florida Regional Planning Council, and South Florida Regional
Transportation Authority,
Fourteen (14) design concepts were developed in 2016 as part of Tier 2 analysis, screened
against engineering, cost, environmental and oommunity considerations, and eliminated or
retained forfurther study. The initial design concepts consisted of:
• Seven (7) at-grade widening concepts, all with an increased number of Express Lanes
and General Purpose Lanes;
• Four (4) concepts with combinations of at-grade and elevated lanes; and
• Three (3) tunnel options
On March 21, 2017, the Project Advisory Team was updated on the 14 Tier 2 alternatives, and
the status of the study to date, The four (4) highest ranking alternatives were recommended for
further development during the next few months. These 4 surviving alternatives consist of the
following components, all with varying requirements for right-of-way acquisition:
1. Increased number of General Purpose Lanes with varying numbers of elevated Express
Lanes; and
2 Widening 1-95 with combinations of increased General Purpose and Express Lanes, all
at-grade
Community outreach is 'schedUled to begin in Fall 2017, the draft final report sohedUled for
Winter 2017, and the corridor planning study will be completed in Spring 2015.
City staff will continue to monitor the project through active participation in the Project Advisory
Team. The Transportation Department has reoommended that FDOT engage in intensive and
pro-active community outreach to begin as early as possible; and consider new Ingress/egress
ramps to/from the 1-05 managed lanes and the 1-198/Julia Tuttle Causeway, as well as other
community and environmental factors in the evaluation criteria.

According to FDOT, the project milestones are as follows:
1, Present to August 2017: Further development and screening of Tier 2 Alternatives
2, August 2017: Evaluation of Concept Alternatives/Conceptual Plan Development
3. November 2017: Recommended Alternative/Final Conceptual Plans
The next step in the FDOT study process is to conduct a Project Development and
Environmental (PD&E) Study. According to the FDOT Work Program, the PD&E phase is
scheduled to begin in Fiscal Year 2018/10 and is estimated to cost $22.6 Million.
