2017-30002 ResolutionRESOLUTION NO. 2017 -30002 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING BET PRODUCTIONS IV'S REQUEST FOR THE CLOSURE OF WASHINGTON AVENUE, A MAJOR ROADWAY, FROM DADE BOULEVARD TO 17TH STREET, FROM FRIDAY, OCTOBER 6, 2017 AT 5:00 PM THROUGH SATURDAY, OCTOBER 7, 2017 AT 12:00 AM (MIDNIGHT), INCLUDING DURING RESTRICTED RUSH HOUR PERIODS, TO ALLOW LIMOUSINE DROP OFF AND RED CARPET ARRIVALS FOR THE BET HIP HOP AWARDS, TAKING PLACE THAT EVENING AT THE FILLMORE MIAMI BEACH AT THE JACKIE GLEASON THEATER. WHEREAS, BET Productions IV (BET) produces and televises the annual Hip Hop Awards (Show), a major internationally televised entertainment event, attracting top celebrities and performers from the world of hip hop and entertainment in general; and WHEREAS, the Show, which began in 2006, has been held in the Atlanta, Georgia region, and has relocated to Miami Beach for the 2017 Show, currently scheduled for Friday, October 6, 2017 from 8:00 PM to 10:00 PM, at the Fillmore Miami Beach at the Jackie Gleason Theater; and WHEREAS, the Show attracts over four million viewers and will use over 800 Miami Beach hotel room nights during the week of production, including at the W South Beach, Loews and Redbury hotels; and WHEREAS, as part of the Show, BET will produce a celebrity red carpet walk on October 6, 2017 from 6:00 PM to 8:00 PM, taking place on Jackie Gleason Drive in front of the venue; and WHEREAS, in order to ensure a safe and welcoming entrance and to accommodate the many limousines set to drop off attendees in this small window, the production is requesting to close northbound and southbound Washington Avenue from 17 Street to Dade Boulevard from Friday, October 6, 2017 at 5:00 PM to Saturday, October 7, 2017 at 12:00 AM (midnight); and WHEREAS, BET provided the City with a Maintenance of Traffic plan (Exhibit A), which has been reviewed by the Transportation Department; hired Miami Beach off -duty Police officers to manage the closure; worked with Clark Construction to ensure the closure shall not interfere with the renovation of the Miami Beach Convention Center; and communicated to all affected parties; and WHEREAS, on July 13, 2016, the Mayor and City Commission adopted Resolution No. 2016 - 29506, requiring that any new special event applicant seeking to close a road or lane of a major thoroughfare in the City of Miami Beach, such as this requested closure of Washington Avenue, must seek prior approval from the Miami Beach City Commission. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve BET Productions IV's request for the closure of Washington Avenue, a major roadway, from Dade Boulevard to 17th Street, from Friday, October 6, 2017 at 5:00 PM through Saturday, October 7, 2017 at 12:00 AM (midnight), including during restricted rush hour periods, to allow limousine drop off and red carpet arrivals for BET Hip Hop Awards, taking place that evening at the Fillmore Miami Beach at the Jackie Gleason Theater. For the 2017 Hip Hop Awards, taking the night of Friday, October 6, from 8:00 PM to 10:00 PM, BET has contracted to hold the event at the Fillmore Miami Beach at the Jackie Gleason Theater. Attracting top celebrities and performers from the world of hip hop and entertainment in general to Miami Beach for the first time, the show attracts over four million viewers and will use over 800 Miami Beach hotel room nights during the week of production, including at the W South Beach, Loews and Redbury hotels. The closure, as is detailed in the attached Maintenance of Traffic plan (MOT), will occur from Friday, October 6, 2017, at 5:00 PM until 12:00 AM (Midnight) Saturday, October 7, 2017, to allow for the limousines to pick up and drop off the attendees. The area of use requested does not include and will not inhibit the existing MOT installed by Clark Construction to accommodate the renovation of the Miami Beach Convention Center. At the July 13, 2016 meeting of the Miami Beach Commission, Resolution 2016 -29506 was adopted, henceforth requiring any new special event applicant seeking to close a road or lane of a major thoroughfare in the City of Miami Beach to seek approval from the Miami Beach Commission. BET provided the city with the requested MOT, which has been reviewed and approved by the Page 662 of 2353 Transportation Department. BET will hire Miami Beach off -duty Police to manage the closure.
