A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ)
NO. 2017 - 155 -KB, FOR ARCHITECTURAL AND ENGINEERING SERVICES
FOR HISTORIC DISTRICT RESILIENCY AND ADAPTATION GUIDELINES;
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH ALLAN T. SHULMAN ARCHITECT, P.A., AS THE TOP RANKED
PROPOSER, TO SERVE AS THE CITY'S PRIME /LEAD CONSULTANT;
FURTHER, ESTABLISHING A POOL OF PRE- QUALIFIED CONSULTANTS
FOR SPECIFIC TASKS RELATING TO ARCHITECTURAL AND
ENGINEERING SERVICES, AND WITH RESPECT TO THE PRE- QUALIFIED
CONSULTANT POOL, AUTHORIZING THE ADMINISTRATION TO ENTER
INTO NEGOTIATIONS WITH BENDER & ASSOCIATES ARCHITECTS, P.A.,
AS THE SECOND RANKED PROPOSER; URBAN ROBOT, LLC, AS THE
THIRD RANKED PROPOSER; AND R.J. HEISENBOTTLE ARCHITECTS, P.A.,
AS THE FOURTH RANKED PROPOSER; AND FURTHER AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AGREEMENTS WITH EACH OF
THE FOREGOING PROPOSERS UPON CONCLUSION OF SUCCESSFUL
NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, on April 26, 2017, the City Commission approved the issuance of Request
for Qualifications (RFQ) No. 2017 - 155 -KB for Architectural and Engineering Services for Historic
District Resiliency and Adaptation Guidelines; and
WHEREAS, Request for Qualifications No. 2017 - 155 -KB (the "RFQ ") was released on
April 28, 2017; and
WHEREAS, a voluntary pre- proposal meeting was held on May 15, 2017; and
WHEREAS, on June 19, 2017, the City received a total of 6 proposals from Allan T.
Shulman Architect, P.A.; AECOM Technical Services, Inc.; Bender & Associates Architects;
P.A., R.J. Heisenbottle Architects; P.A., University of Miami; and Urban Robot, LLC.; and
WHEREAS, the proposals from AECOM Technical Services, Inc. and the University of
Miami were deemed non- responsive for failure to meet the minimum requirements of the RFP,
and were not further evaluated; and
WHEREAS, the Committee convened on July 12, 2017 to review and score the
remaining proposals; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information
on the scope of services, and a copy of each proposal; and
WHEREAS, the Committee's ranking was as follows: Allan T. Shulman Architect, P.A.,
as the top ranked proposer; and with respect to the pool of pre - qualified consultants for
specified tasks relating to architectural and engineering services, the Committee recommended
Bender & Associates Architects, P.A., as the second ranked proposer; Urban Robot, LLC., as
the third ranked proposer; and R.J. Heisenbottle Architects, P.A., as the fourth ranked proposer;
and
WHEREAS, after reviewing the qualifications of each firm, and having considered the
Evaluation Committee's comments and rankings, the City Manager has recommended that the
Mayor and the City Commission authorize the Administration to enter into negotiations with
Allan T. Shulman Architect, P.A., as the top ranked proposer, to serve as the Prime /Lead
Consultant; and with respect to the pool of pre - qualified consultants for specific tasks relating to
architectural and engineering services, authorize negotiations with Bender & Associates
Architects, P.A., as the second ranked proposer; Urban Robot, LLC, as the third ranked
proposer; and R.J. Heisenbottle Architects, P.A., as the fourth ranked proposer.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager pertaining to the ranking
of proposals, pursuant to Request for Qualifications (RFQ) No. 2017- 155 -KB for Architectural
and Engineering Services for Historic District Resiliency and Adaptation Guidelines; authorize
the Administration to enter into negotiations with Allan T. Shulman Architect, P.A., as the top
ranked proposer, to serve as the Prime /Lead Consultant; further establish a pool of pre - qualified
consultants for specific tasks relating to architectural and engineering services, and with respect
to the pre- qualified consultant pool, authorize the Administration to enter into negotiations with
Bender & Associates Architects, P.A., as the second ranked proposer; Urban Robot, LLC, as
the third ranked proposer; and R.J. Heisenbottle Architects, P.A., as the fourth ranked proposer;
and further authorize the Mayor and City Clerk to execute agreements with each of the
foregoing proposers upon conclusion of successful negotiations by the Administration.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City of Miami Beach is seeking to develop guidelines and regulations for the renovation, raising
and /or re- purposing of historic structures in low lying areas of the City that are vulnerable to ongoing
and increasing tidal flooding, as well as the long term impacts of sea level rise. Specifically, the City
desires a multidisciplinary team of Professional Architects, Civil and Structural Engineers with
experience in coastal engineering and hydrology, and Planners with expertise in Historic
Preservation, or some combination thereof.
Therefore, the City sought proposals from qualified firms to provide professional services for historic
district resiliency and adaptation guidelines inclusive of renovation of existing buildings in coastal
historic districts, including, but not limited to, additions, elevating existing structures and yards and
repurposing existing floors. The selected firm shall use cutting edge and advanced technologies in
the preservation and adaptation of historic buildings and structures in low lying areas. Additionally the
firm will be able to create and advance design guidelines and regulations, including corresponding
illustrations. Lastly, the firm should have an understanding of the Southeast Florida landscape,

geology, topography and vulnerabilities to climate change and sea level rise.
RFQ PROCESS
On April 26, 2017, the City Commission approved the issuance of Request for Qualifications (RFQ)
No. 2017- 155 -KB for Architectural and Engineering Services for Historic District Resiliency and
Adaptation Guidelines. On April 28, 2017, the RFQ was issued. A voluntary pre- proposal conference
to provide information to proposers submitting a response was held on May 15, 2017. RFQ
responses were due and received on June 19, 2017. The City received a total of 6 proposals from
the following firms: AIIan T. Shulman Architect, P.A., AECOM Technical Services, Inc., Bender &
Associates Architects, P.A., R.J. Heisenbottle Architects, P.A., University of Miami, Urban Robot,
LLC. The proposals from AECOM Technical Services, Inc. and University of Miami were deemed
non - responsive for failure to meet the minimum requirements of the RFP and were not further
evaluated.
On June 13, 2017, the City Manager appointed the Evaluation Committee via LTC # 322 -2017. The
Evaluation Committee convened on July 12, 2017, to consider proposals received. The Committee
was comprised of: Deborah Tackett, Chief of Historic Preservation, Planning and Zoning
Department; Rogelio Madan, Chief of Community Planning & Sustainability, Planning and Zoning
Department; James Murphy, Chief of Urban Planning, Planning and Zoning Department; and
Alejandro Garavito, Senior Planner, Planning and Zoning Department. The Committee was provided
an overview of the project, information relative to the City's Cone of Silence Ordinance and the
Government Sunshine Law. The Committee was also provided with general information on the scope
of services and a copy of each proposal. The Committee was instructed to score and rank each
proposal pursuant to the evaluation criteria established in the RFQ. The evaluation process resulted
in the ranking of proposers indicated in Attachment A, in the following order:
1. Allan T. Shulman Architect, P.A.
2. Bender & Associates Architects, P.A.
3. Urban Robot, LLC
4. R.J. Heisenbottle Architects, P.A.
A summary of each top- ranked firm follows:
AIIan T. Shulman Architect, P.A.
According to the information provided by the firm, AIIan T. Shulman Architect, P.A. is uniquely
qualified architecturally, and from urban design and preservation perspectives; with over 20 years of
experience. Since 1996 the firm has been involved in the evolution of the City, engaging in almost
every aspect of development and redevelopment of the historic districts of the City of Miami Beach.
The firm has done projects across the spectrum: from careful historic preservation, to adaptive use,
to additions and transformation of historic properties into viable contemporary developments.
Bender & Associates Architects, P.A.
According to the information provided by the firm, Bender & Associates Architects was established in
1975 in Flagstaff, Arizona, and relocated to Key West, Florida in 1985. With almost 42 years of
service, the firm has been recognized as experts in the field of historic preservation, producing
projects throughout the State of Florida, Arizona, Montana, South Carolina, and Washington, D.C.
Their experience includes working on historic structures that are on the water, in low lying areas with
frequent flooding issues, on sensitive archaeological sites, and in FEMAZone "X" areas.
Urban Robot, LLC
According to the information provided by the firm, Urban Robot, LLC is a full service boutique design
firm located in Miami Beach, specializing in architecture, interior design, landscape architecture and
urban planning. The firm works to develop a multidisciplinary approach to all projects to bring about a

unique vision and create experiences that are meaningful, memorable, and functional. Finally, the firm
draws upon on its team's diverse design backgrounds to bring about singular narratives that are true
to concept and tailored to each project.
R.J. Heisenbottle Architects, P.A.
According to the information provided by the firm, R.J. Heisenbottle Architects, P.A. was founded in
1987 and is an architecture, planning, interior design and historic preservation firm located in Coral
Gables, Florida. The firm has designed, rehabilitated and renovated theaters, auditoriums, municipal
buildings, churches, commercial buildings, hospitality spaces, elementary, middle and high schools,
college /university buildings, public meeting venues, administration buildings, theaters, parks, outdoor
spaces and public facilities. Over the years the firm has provided full architectural /engineering
services to numerous municipal clients including the City of Miami, Miami -Dade County, City of
Miami Beach, City of Coral Gables, and the City of Miami Springs. Finally, the firm is well known for
the historic restoration of some of the area's oldest and most prestigious landmarks.
CONCLUSION
After reviewing all the submissions and results of the evaluation process, I recommend that the
Mayor and City Commission approve the resolution authorizing the Administration to enter into
negotiations with Allan T. Shulman Architect, P.A., as the top ranked and Prime Consultant. Through
its proposal and as articulated by the Evaluation Committee, Allan T. Shulman Architect, P.A.
demonstrated its capacity and experience for the required services. Accordingly, the firm received
unanimous top ranking by the Evaluation Committee. The firm has completed various built projects
on Miami Beach working with private developers, nonprofits and public agencies, as well as a variety
of stakeholders.
Additionally, I recommend the following three (3) firms, based on the City's anticipated needs and
potential volume of work, be approved to participate in the pool of pre- qualified consultants, on a
continuing basis pursuant to Section 287.055, Florida Statutes, in order to assure that the City's
needs for architectural and engineering services is available expeditiously from firms qualified to
perform the work: Bender & Associates Architects, P.A., as the second ranked proposer; A Urban
Robot, LLC, as the third ranked proposer; and R.J. Heisenbottle Architects, P.A., as the fourth
ranked proposer for the pool of pre- qualified consultants.
Finally, I further recommend that the Mayor and City Clerk be authorized to execute agreements,
upon conclusion of successful negotiations by the Administration, with the Prime Consultant and the
pre- qualified firms.

FINANCIAL INFORMATION
The cost of the related services, determined upon successful negotiations, are subject to funds
availability approved through the City's budgeting process. Grant funding will not be utilized for this
project.
