SUBJECT: HURRICANE IRMA — RESTORA ION OF THE CITY'S STREET LIGHTS
The purpose of this Letter to Commission is to provide information with regards to the street
lighting restoration efforts post Hurricane Irma. Immediately after the winds had subsided, the
City's Public Works Street Lighting Division along with contract crews from Horse Power
Electric, Inc. and R&D Electric, Inc. set out to address the restoration needs of the City's street
lighting infrastructure. These efforts included addressing safety concerns associated with
damaged equipment, reporting of down Florida Power & Light Company (FPL) power lines,
removal of down power lines, poles and light fixtures blocking the City's right-of-ways.
To date, 360 reports consisting of major and minor damage have been inspected and made
safe along City and Florida Department of Transportation (FDOT) roadways. In 203 of the
reported cases, the lighting has been restored and the repair has been completed. Restoration
efforts continue but delays in getting the more critical parts such as Tight poles and fixtures have
made completing those repairs difficult. Due to the widespread damage to similar systems
throughout the state, there is a backlog of parts on order. As the parts become available, these
should be completed forthwith. There is one pending repair by FDOT on an underground
conduit on 5 Street.
The following pending light outages were inspected by City personnel and reported to FPL for
repairs:
• Service point ID 1176 located on Collins Avenue just north of 47 Street on the west side;
FPL issued ticket # 74998
• Service point ID 1198 located on Alton Road and Michigan Avenue; FPL issued ticket #
74999
• Service point ID 1138 located at 220 31 Street; FPL issued ticket # 75000
• Meter # KL02649 is off, affecting the Beachwalk from 36 Street to 30 Street; FPL issued
ticket # 1147
• FPL Service point on the Promenade located east of Collins Avenue between 24 Street
and 30 Street; FPL issued ticket # 74933
• FPL Service point on 11 Street and West Avenue problems with FPL overhead cables
• FPL outage on 18 Street and Jefferson Avenue; FPL issued ticket # 211972
• 3 Street and Washington Avenue, FPL phase out causing outage of 3 blocks; FPL
issued ticket # 74705
• 14 Street and Meridian Avenue burnt FPL pole with damaged relay box affecting street
lights on Meridian Avenue from 11 Street to 17 Street; No FPL issued ticket for this
outage.
According to an FPL Representative, there are between 40,000 to 50,000 street lights out
throughout Miami -Dade County. As a result FPL has stopped issuing new repair tickets.
FPL is prioritizing the repairs of meters and service points in an effort to address the bigger
outages first.
Miami Dade County completed their assessment of street light damages within the City and
provided a list of damages to their contractor on September 28, 2017. Street light outages
along the Venetian Causeway, Dade Boulevard, Pine Tree Drive and La Gorce Drive had been
reported. The County contractor has replaced 44 light fixtures along Pine Tree Drive and La
Gorce Drive and work is ongoing straightening leaning Tight poles. There are also approximately
15 new poles ordered for Pine Tree and La Gorce corridors. Installation will occur as new poles
become available.
