A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE SUBMISSION
OF A GRANT APPLICATION IN AN AMOUNT UP TO $50,000 BY THE
CONCERT ASSOCIATION OF FLORIDA, INC., FOR AND ON BEHALF
OF THE COLONY THEATER, TO THE METRO-DADE CULTURAL
AFFAIRS COUNCIL'S CAPITAL DEVELOPMENT GRANTS PROGRAM,
AND AUTHORIZING THE CITY TO COMMIT MATCHING FUNDS IN AN
AMOUNT EQUAL TO FUNDS AWARDED IN THE EVENT THE GRANT
APPLICATION IS APPROVED FOR FUNDING.
WHEREAS, the City has an agreement with the Concert Association of Florida, Inc. to manage
and operate the Colony Theater for a period extending through September 30, 1997; and
WHEREAS, the Concert Association of Florida has conducted an ongoing program of renovations
and improvements to the Colony Theater for the past five years, said program funded in part by the City
and by grant awards from the Metro Dade Cultural Affairs Council's Capital Development Grants
Program; and
WHEREAS, the Concert Association of Florida desires to submit a grant application for additional
improvements to the Colony Theater to the Metro Dade Cultural Affairs Council's Capital Development
Grants Program for the fiscal year 1996-97, said application requiring the written commitment of the City
to provide matching funding; and
WHEREAS, the City has committed to making accessibility improvements to the Colony Theater,
as required by the Americans with Disabilities Act (ADA); and
WHEREAS, the continued improvements to the Colony Theater are a benefit to the artistic
organizations and citizens of Miami Beach and Dade County using the Colony Theater.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Concert Association of Florida, Inc., on behalf of
the Colony Theater, is authorized to submit a grant application in an amount up to $50,000 to the Metro
Dade Cultural Affairs Council's Capital Development Fiscal Year 1996-97 Grants Program, and the City
is authorized to commit such City funds derived from the $35,000,000 received from the County related
to the Performing Arts transaction as deemed appropriate for matching the grant if awarded.

AFFAIRS COUNCIL'S CAPITAL DEVELOPMENT GRANTS PROGRAM, AND
AUTHORIZING THE CITY TO COMMIT MATCHING FUNDS IN AN AMOUNT EQUAL TO
FUNDS AWARDED IN THE EVENT THE GRANT APPLICATION IS APPROVED FOR
FUNDING.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission approve the authorization to submit a grant
application in an amount up to $50,000 by the Concert Association of Florida, Inc., for and on behalf of the
Colony Theater to the Metro-Dade Cultural Affairs Council's Capital Development Grants Program, and
authorizing the City to commit matching funds in an amount equal to funds awarded in the event the grant
application is approved for funding.
BACKGROUND:
The Metro-Dade Cultural Affairs Council's 1996-97 Capital Development Program is now accepting
applications for grants. This is the program that provides funding for renovations and ADA improvements for
the Colony Theater.
The Concert Association of Florida, Inc., on behalf of the Colony Theater proposes to submit an application
requesting funding of up to $50,000 for capital improvements to help the Colony Theater comply with ADA
requirements which include box office improvements to allow full accessibility for all handicapped buyers,
installation of an infrared assisted sound system to accommodate hard of hearing patrons, level front of stage
seating area, public phones, interior doors, flooring, aisle lighting, TDD phone, and ADA mandated
improvements requiring major structural change. The Colony Theater will need the City's endorsement and
commitment of matching support. At this time the City of Miami Beach is required to make its best effort to
commit to a $1 for $1 match. This support will consist of ADA improvements as specified by the existing
ADA survey and/or such other ADA compliance improvements as determined by the City.

ANALYSIS:
The City's Property Maintenance Department in conjunction with the Office of ADA Coordination has identified
various ADA improvements outlined above which will restore and provide handicapped accessibility to the
Colony Theater. The Department will continue to provide renovations such as restroom ADA compatibility
and other major structural changes to the Colony Theater in order to maintain ADA compliance levels for
handicapped accessibility. The funding source will be derived from the $35,000,000.00 received from the
County related to the Performing Arts transaction.
CONCLUSION:
The Administration recommends the adoption of the attached Resolution authorizing the Concert Association
of Florida, Inc., on behalf of the Colony Theater, to submit a grant application to the Metro-Dade Cultural
Affairs Council in an amount up to $50,000; authorizing the provision of a cash match of $50,000; authorizing
the acceptance of the grant, if awarded; and appropriating the awarded funds in compliance with the terms
of the grant.
