WHEREAS, the City of Miami Beach, Metro-Dade County and the City of Miami are hosting the 1995 International Association of Chiefs of Police (IACP) Annual Convention; and WHEREAS, the City entered into an agreement with IACP in 1991 in regard to this convention (attached Exhibit Al; and WHEREAS, the co-hosts have agreed to a budget of $468,000, with each entity being responsible for one-third (1/3) or $156,000; and WHEREAS, the City .will reimbursed from criminal Confiscations; and. fund the $156,000 from monies investigations and/or Police WHEREAS, the co-hosts have created a corporation known as the Tri-Agency Conference '95, Inc., to administer the funds; and WHEREAS, the City of appropriated their shares of B and Exhibit C). Miami and Metro-Dade County have the required funding (attached Exhibit NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SECTION 1. That the City Manager is authorized to appropriate to the Steering Committee of Tri-Agency Conference '95, Inc., $156,000 for the City of Miami Beach's share of the total budget to host the 1995 International Association of Chiefs of Police Convention. SECTION 2> That Resolution No. 91-20324 is hereby rescinded. BACKGROUND In~91, the City of Miami Beach, the City of Miami and Metro-Dade Cou ty signed a Stat_ent of Agreement to host the International As oclation of Chiefs of Police convention in October of 1995. (Attached please find a coPY of the signed agreement and the WHost Chief/Host City Responsibil~tiesn document) In August 1993, the three police agencies formed the TRI-AGENC'i CONFERENCE '95, INC. to handle all funds and responsibilities associated with hosting the convention. The Corporate Officers were selected from all three agencies. By-laws were created which clearly define the method of operation to be used by the corporation and provides for the equal distribution of all remaining funds upon the dissolution of the corporation on December 31, 1995. (Attached please find a copy of these By-laws) As outlined in the attached budget and the minutes of the December 8, 1993 Planning Committee Meeting, each participating department must provide $156,000 toward achiev~ng the overall cost of $468,000 to meet the monetary cost of the convention. Metro- Dade Police Department has asked the City of Miami Beach and the City of Miami to commit their $156,000 share of the required funds and to deposit their monies with the corporate treasurer. . AHALYSrS The 1994 IACP Conference will afford the opportunity for the City of Miami Beach to be spotlighted to police officials from allover the world. Attendance is expected to be in excess of 12,000. The initial $77,000 will be paid from funds reimbursed to the Pol ice Department as a result of criminal investigations (Budget Code '1996070000343). The remaining $79,000 will be funded from Police Confiscations after October I, 1994. Historically. membership activities sucb as training, election of officers, and association business bave occurred during this evenL This does not include tbe ecoDOmic impact that this imponant meetin, bas on the future of IACP. Without the revenue ,enerated from this meeting the associatioD's very existence would be in jeopardy. Due to the impact of the annual conference, our forbearers wrote Rule XVI 'Annual Meetiq.. Section 2. Local arrangements . The executive head of the police depanment of the Host City or some other appropriate official desipated by bim shall be responsible to the Association for local anangements. He may create a local sponsorship to the meetitJa. It shall be the duty of the Executive Director to prepare the program for the annual meetings of the Associatioll, to review plans proposed by the official or committee responsible for local arrangements, and to conduct all administrative work necessary to a successful meeting. As you can see, the rules leave wide policy areas open to allow each Host City to arranJe its city's effort in bostiDg the conference. However, many years of experience bave given way to lessons learned. The Executive Committee has. therefore, developed specific responsibilities for the Host City which they believe gives the As.~.tiOD the best chance for a successful meetillJ. These responsibilities should be considered essential for the success 01 the conference, overall good of the AssociatioD, and the imqe of the Host Chief Operatin, Officer and Host City. Exhibit A I I I I '. P.,e2 . An invitation to host the IACP Annual Conference is considered an bonor for both the Host Chief OperatinS Officer and the Host Community. Because of the logistics and work required. the request for consideration as a Host City MUST come Crom the Chief Operating Officer. The Chief Operating Officer MUST be . member in good standing of the International Association of Chiefs of Police, Ine. The Chief Operatins Officer of the city in which the conference is held is referred to as the "Host Chief,. and his pollce department as the 'Host DepartmenL' The conference sites are chosen by the IACP Executive Commillee five (5) yean in advance and are subject to inspection and approval by IACP representatives before a final decision is made. One (1) Vice President and/or one (1) other person appointed by the President, the Executive Director or his/her desilllee. and the Conference Manaser will be the lACP representatives who together will visit the proposed sites and present a wriuen report to the Executive Committee. The Executive Committee will make the final decision as to which site is chosen. . IACP representatives for the conference site and the Chief Operating Officers or his/her designee will inspect and recommend the participating hotels for the conference. The conference will be held annually on a date and in a place approved by the Executive ) Comminee. Generally, late October is preferred. The dates and the conference sile will be published five (5) yoan in advance of the conference. Conference dates are designated by lACP after consultation with the Host Chief and the availability of the convention center and hotels is ascertained. The conference is a five (5) day meeting. opening on Saturday and closing on the following Wednesday at the conclusion of the Annual BanqueL A convention center is required to house exhibits and meetinp. An exhibition of police equipment, products and services is held in conjunction with the confereace. The exhibition opens on Sunday morning and closes on Tuesday afternoon. The exhibit ball must be available to move in exhibits.1t U Noon on the Tuesday prior to the coafereace. , . .' '. Page 3 . . Program activities at the conference are not open to the general public. AttendaDce is limited to lACP me~ben, their auests, and those exhibitor representatives registered for full conference participatiolL For each of the past several yean between 5,000 aDd 7,000 persons bave attended the lACP conference. These Host Chief/Host City Responsibilities are based at this time on requirement needs to handle a maximum delegation of 7,000. If attendance increases significantly, the Host Chief and Host City will be notified well in advance aDd are expeCled to adjust accordingly. A history of registrations from previous c:onfereDc:es will be provided by the Executive CireClor. era ) Early in the year a letter will be sent to the chiefs in the region designated for the next open year. SeleClion of the conference site is made five (5) yean in advance. Initially, a letter of request to host the conference from the Chief Operatin, Officer and the City Mayor and/or City Manager is required aDd must be received at lACP Headquarters to be considered. A complete wrinen proposal from the Host Chief and the Convention and Visitors Bureau must be submitted to lACP Headquaners for review. Pile 4 The proposals will be evaluated by the Executive Director or his/her desipee(s), one (1) Vice President as appointed by the President, and the Conference Manager approximately six (6) weeks after the initial request for proposals is sent. A maximum of four (4) cities meeting aU of the necessary criteria will be asked to give presentations at the meetina of the Executive Committee in the Spring. The presentations should be made by the CUef Operating Officer and a representative of the Convention and Visitors Bureau and should be limited to 30 minutes. Any audio visual equipment required for the presentation will be the sole responsibility of the city making the presentation. IACP cannot defray any expense incurred by persons attending the meetinc of the Executive Committee Cor the purpose of malting presentations to host a future lACP conference. After the presentations are made, members of the Executive Committee will use a process of climin"tion (i.e. a series of votes) to select twO (2) cities as their tentative choices as the future conference sites. The two cities chosen by elimination will be subject to an on-site inspection by the inspection team and a final vote of the Executive Committee. IACP Executive Committee policy stipulates that an on-site inspection will be a pan of the selection procedure. Following the designated meeting of the Committee, an on-site inspection will be conducted of the two (2) cities selected by the Executive Committee. The inspection team will consist of one (1) Vice President and/or one (1) other pe/'SOll appointed by the President, the Executive Director or his/her designee and the Conference Manager_ The purpose of the site visit is to validate the adequacy of facilities, services, and suppon for the conference. Panicular anention is given to hotel accommodations, exhibit space, meeting rooms, facilities for receptions and food functions, and suppa" of tbe city and area police officials. The CUef Operating Officer of cities where an on-site inspection is conducted will be required to defray travel and living expenses for the inspection team. These expenses will iDdude hotel accomtn()lJltions, travel COS1S, and a meal allowance of a minimum of S40 per day for eac:b member of the ~ction team. The CUe! Operatin. PageS t1-;~ 3 The fiDa1 decision on the selection of the future conference site and date is made by the Executive Committee at the last meeting preceding the Annual Conference. The Executive Committee will review the inspection team's repon which will be sent to the Executive Committee prior to the last meetilll preceding the October conference for review. Two and one half (2 1/2) years prior to the dates the IACP Conference is scheduled to be held in the selected city, a reaffirmation of the city's ability to host the CODference will be made. A meetiD& win be held between the host department, host city representative and the IACP Executive Director or bis/her designee. If. for any reason. the aty can no 101ller meet tbe requirements of these responsibilities or the hosl department no Jollier suppons its commitment to the success of the lACP conference. lACP will have the right to reevaluate its decision 10 hold the conference in that city. Should the Executive Director deem tbe city unable to host the conference, he/she shall place the issue before the Executive Committee al the Committee's next meeting. After review of Ihe currenl status of Ihe city's capabilities, Ihe Executive Committee will vOle to stay or withdraw. If the association should decide to withdraw from a city, lACP will suffer no financial penalties as a result. A large conference such as the lACP Annual Conference, will bring to the Host City revenues, in taxes and other expenditures of the attendees, in the approximate sum of three (3) to four (4) million dollars. Therefore. it is anticipated that costs will be incurred by the Host Depanment and Host City for goods and services associated with the conference. The COSts incurred will vary dependent upon the ac:tual cost of the required services as outlined in these Host Chief/Host City Responsibilities to the panicular Host City selected. The IACP bears no responsibRity relative to obtainina sponsors for various Host Department events such as tours, meal functions, entertAinment, Jilts, etc. . All social evelltS 5pOIISOred by the Host City will be approved by the Executive DirectOr so as nOI to conflict with the official procram of the Association. lACP win not be respoDSible for any cost Incurred by the Host City. , - Paae6 ) The Host Department wiD be responsible for the followina: 1. Board of Officers Meeting . The Host City- will be asked to host a meeting of the IACP Board of Officers which will be scheduled early in the year prior to the conference being held in thaI city. The meeting will be held in the Hosl City. The Host City is required 10 defray Uving expenses of the Board of Officers (approximately 12 persons) and lACP staff (approximately 2 persons) incurred during this visit. These expenses will include hotel accommodations, and a meal allowance of a ",inimum of 540 per day for each lACP Board member aDd staff attending. Travel expenses will be the responsibility of lACP. 2. Attendance al Prior Conferences . The future HOSt Chief or his/her designee and his/her liaison officer are required to attend two (2) lACP conferences prior to the year the conference is held in their city. Booth space win be provided by IACP at the annual conference for ,the Host City of the next year to promote their conference. This booth can be staffed by the Host Depanment. Convention and Visitors Bureau personnel, or designees of the Host Chief. lACP will waive the conference registration fee for a maximum number of five (5) Host Chief/Host City personnel staffing this boolh. 3. Host Chiel's Nisht . On Tuesday night the Host OIief will provide a meal, beverage and entenainment for all registered delegates and exhibitors who have fun conference participation. Presently, approximately 6,000 . 7,000 people attend this eveDt annually. 4. Banql1et Entertainment . The Host Chief will obtain entenainment of significant renown for the Annual Banquet. The Host Chief and his spouse or guest will be seated on the dais at the banquet. The Host Department will have three (3) complimenwy tables, consistina of DO more than eipt (8) seats per table. , Paae7 S. Tranq?Onation. The Host Chief will provide . car and driver to be individually assigned to each member of the Board of Officers for the duration of the conference. Three (3) can and drivers, similarly, will be available for the use of IACP staff as designated by the Executive Director. In addition, there should be . pool of cars and drivers available for transportation of VIP speakers, special JUests and Past Presidents of lACP. These individuals may arrive up to two (2) days prior to the beginnina of the conference and they may stay up to two (2) days foUowing the last official day of the conference. These days should be included in the "duration of the conference' time span. It is not the intent of this requirement thai automobRe transportation be provided for conference delegates. Any additional vehicles so provided by the HosI City should DOl be identified as or considered pan of the lACP official conference transportation. A transportation desk wiD be operated by the Host Department and located within the Host Department operations room. All requests for transportation must be deared by the transportation officer in dose cooperation with IACP staff.. 6. Shuttle Bus . In consideration of distances involved in the Host Cry's hotel proposal, the Host C1ief or histher designee will be responsible for arrangina scheduled shuttle service, DOt to exceed a waiting period of twenty (20) minutes, between participating hotels and the convention center, whenever meetinp and social events are being held. if this service is required because of hotelloc:alions. Hotels not within two (2) blocks or a two (2) minute waDt of the convention center must have shulde service. This semce sbould be ,eared to official conference propam activities and should be available throughout the days of the conference. It is, therefore, in the best interest of the bidding city to propose facilities in close proximity to the major functions of the conference which will PaaeS minimize the need for shullle services. Shullle service will begin no later than 1 hour prior to the first published function of that day, and end no earlier than 1:00 a.m. througbout the duration of the conference. Shuttle service will begin aD Saturday and continue through Wednesday of the conference. A small fee can be added to the botel room rates 10 belp offset the shuttle cost, not to exceed S5.00. AIJy additional fee above and beyond the authorized S5.00 must be approved by the Executive Comminee in advance of publishing the official Housing and Registration form. 7. SecuriG' for Exhibits -The Host Chief is required to provide twenty-four (24) bour guard protection for the exhibits beginning at installation and continuing throusb dismantlins and remOYal of displays. Guards win be required at loadins docks, at the firearms boldinS room, at entry doors and on the exhibit floor durinS installation and dismantling. While the exhibits are open. guards will be required at entry doors and on the exlubit floor. Additional security may be required for the reptration area if it cannot be secured durinS the bours it is not open. An armed security officer must be assigned to the accounting department for the duration of tbe conference. Security will work in close cooperation with the lACP staff to insure a smooth operation. The Host Chief is responsible in all cases for security of the conference in its broadest sense. 8. Spouse Proeram -The Host Chief will arranse, in close cooperation with IACP staff, PI'OIfIlDS to insure that spouses attenclin. the confereDCe are provided with suitable activities. entenainmeat and refreshments. These activities should be scbedu1ec1 durins the hours that the clelepte resistration- area is open throughout the cIuratIOD of the conference. If . tour company will be offerins paid tours, IACP win publish the schedule in the Pollee Chief masazine. Other activities aud entertainment should be p1anDed for the spouses hospitality room for those who do not anend the paid tours. The tour schedule should be arTaDsed so as not to conOic:t with IACP prosramminJ. I I I l P88e9 9. Spouses Workshops. The Host Chief will arrange for at least three (3) informative work.~h(lps for the spouses during the times meetings are being held by conference delegates. 10. Invitations to Difllitaries . The Host Chief will extend his/her welcome to the delegates duriDg the Opening General Assembly and has the option to invite state and local dignitaries sucb as the Governor, Attorney General of the State or Province, Mayor of the Host City, and other notable offidals to attend the conference. These dignitaries should also be invited to give a brief welcome at the Opening General Assembly. All invited guests must be coDfinned and a biographical deseription of euh spealcer must be sent to IACP at least sixty (60) days prior to the beginning of the conference. IACP c:annot bear any of the expense incurred by the attendance of such dignitaries and IACP suff will be notified in advance of wbo will ,be spealcing at the Opening General Assembly. 11. Letten of Welcome. The Host Chief should obtain letters of welcome and photographs for the offidal conference program from the Governor, Attorney General of the State or Province, Mayor of the Host City, as well as his own Host CUets letter of welcome at least thirty (30) days prior to the printing of the offidal conference program. 12. Votinl Machines. If voting machines are to be used, the Host Chiefshall arrange and pay for the delivery and installation of an appropriate number of machines during the afternoon preceding the election of officen on Tuesday. The Host Depanment may also be required to obtain the services for printing of the ballots should they be needed by the election commission. , 13. Gifts or Welcome Hap . WeJcominl sifts or gift bap are provided by the Host City and used to coavey notebooks, pellS, entenainment areas, spedal restlurallt lnformatioa or other material the Host Chief IDd his/her committee may WIIlt the deleptes to have. Publicity - CooperatioD of the Host Chief is vilal for lACP to establish contact in advance with local, state and regional news media. At least sixty (60) days in advance of the cODfereDce. the Host Chief shall bave prepared a Ust of news media addresses, telephone numbers, aDd contacts. A copy of this Ust shall be furnished to the Executive Director of IACP for pre-comerence press releases. 15. Press Room and IACP <>.perations Room Personnel - The Host Chief will designate a person skilled in public information dissemination to assist lACP staff members assigned to the Press Room. The person should be familiar with the local news people and be able to address their needs. In addition. the need for secretarial/clerical assistance will be required. The Host Chief should assign one (1) person to provide this assistance for the duration of the comerence. The Host Chief will also assign one (1) clerk/typist to assist in the lACP Operations Room for the duration of the conference. 16. Messa"e Center - lbe Host Chief will provide a message center for the attending delegates to be located near the delegate registration area aDd open during the times which delegate registration is open. 17. Hast Chief Command Post - A room will be assigned to the Host Chief as an office/command post for the duration of the conference. It will be near the area of the IACP Operations Room. 18. A repon of receipts and expenditures must be prepared by the Host Chief indicating the source and amount of funds received and the purpose of funds expended. The report must be submiued to the Executive Director in aecordance with financial guidelines establisbed by IACP. This report sbould be submitted to the Executive Director no later than (our (4) months fonowing the conference. IACP will require assistance from the Host City for general inlonnation. photographs and other related actMties attendant to the Host City and facilities. The penon assigned to the IACP account will work in close relationship with staff atlACP Headquanen from the time of the original site inspection through the conclusion of the conference. This will allow IACP to advenise in the Police Chief magazine the conference and the Host City activities. 1. Hotel AHnmmodations . Presently, approximately 3,600 class 'A' hotel sleeping rooms and fifty (SO) hospitality suites are required. Preferably one (1) botel will have 750 rooms or more. I.n cooperation with the Assoc:iatioD, the Convention lUId Visitors Bureau or Chamber of Commerce shall set up a bousina bureau to process all requests for room reservations made in connec:tion with the IACP conference. A representative from the Housinf Bureau is requested to oversee a bousing desk during registration 0 delegates throughout the dates of tbe conference and during all hours which delegate registration is open. Room and suite assignments are controlled by IACP Headquaners to assist members and State Assoc:iations in special ac:c:ommodations sought by them. Fifty (SO) rooms assigned by IACP will be set aside for use of the Host Department. 3. Relistration Assistance . Additional registration assistance wiD be required from the loc:a1 Convention and Visitors Bureau or Chamber of Commerce. IACP will expec:t some of tbis assistance to be furnisbed at DO cbarge. There wiD also be a need for assistance in selling banquet tickets; IACP products; restaurant reservations; and travel arrangements. IACP will notify tbe Host City at least thirty (30) days prior to the conference of the assistance necessary to make the confereDc:e suc:ccssfu1lU1d smoodlly run. 4. ~hibit Spaee .
