A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE A CONTRACT WITH SUNTRUST BANK TO
PROVIDE MASTER CARD AND VISA SERVICES TO
CUSTOMERS OF THE UTILITY BILLING DIVISION.
WHEREAS, the City of Miami Beach bills water, sewer, sanitation and storm water to its
residents and businesses monthly; and
WHEREAS, payment for such services is due and payable by check or cash; and
WHEREAS, the City has determined that offering customers the option of payment through
credit cards would increase customers' convenience.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, that the Mayor and City Clerk execute the attached contract for
service with Suntrust Bank for the provision of credit card service to the Utility Billing Division of
the Finance Department.

Administrative Recommendation
The Administration recommends that the Mayor and City Commission adopt the resolution
authorizing the Mayor to execute a contract to provide master card and visa service to customers of
the Utility Billing Division.
Background
In order to better serve the residents of the City, the Utility Billing Division of the Finance
Department plans to offer the option of payment of the monthly utility bill through a credit card. This
method of payment will be implemented for the convenience of the City's customer. The additional
advantage will be the collection of the funds paid through a credit card more quickly than the
traditional check deposit and clearing.
Analysis
The cost of this program is anticipated to be one percent of the amount charged to the credit card as
a fee for providing this service. A portion of this expense will be recovered by the speed in which
the funds are made available to the City. The Department anticipates that only three percent of the
total charges will be made by credit cards, or $780,000. The cost of the program will be $7,800 at
that charge level with approximately fifty percent of that amount earned in additional investment
earnings to produce a net cost of the program of$3,900 annually. This amount, $325 a month, is an
insignificant amount compared to the increased convenience to our customers through this service.
