RESOLUTION NO. 96-22168
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE FILING OF
AN APPLICATION FOR A GRANT AND, IF FUNDED, AUTHORIZING THE
BUDGETING AND EXPENDITURE OF FUNDS, UNDER THE UNITED STATES
DEPARTMENT OF JUSTICE "COPS MORE" PROGRAM.
WHEREAS, the City is eligible to apply for grant funds from the United States Department
of Justice under the "COPS MORE" (Making Officer Redeployment Effective) Program; and
WHEREAS, the City desires to participate in this Program in order to help fund needed new
computer technology and equipment and may not be able to secure all of the monies necessary
through the General Fund; and
WHEREAS, the United States Department of Justice has funds available for this Program;
and
WHEREAS, the total estimated funds for this Program are $355,600.00, of which
$266,700.00 will be funded by the United States Department of Justice, with the remaining
$88,900.00 to be funded by the City from the Police Confiscations Account.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA as follows:
Section 1. The Mayor and City Commission herein retroactively approve the application
to the United States Department ofJustice for grant funding under the "COPS MORE" Program and,
if funded, authorizes the Administration to budget and expend funds under the grant.
Section 2. If awarded, the Administration is authorized to execute the Project Agreement
for any assistance awarded under the proposal for grant funds.

ADMINISTRATION RECOMMENDATION
Approval of the resolution.
BACKGROUND.
The City of Miami Beach, through the Police Department, has applied for grant funds from
the United States Department of Justice "COPS MORE" Program. "COPS MORE" is an
abbreviation for the Community Oriented Policing Services (COPS), Making Officer
Deployment Effective (MORE) .
"COPS MORE" is a grant program designed to redeploy police officers to community policing
duties through the use of technology and equipment.
Police officers spend an large amount of time writing police reports. Currently, reports are
handwritten. The Police Department has designed a program that would utilize laptop
computers for report writing. Police officers would compose reports on the laptop computers
and forward them to headquarters for review and filing via a cellular telephone system that
transmits the data faster by packaging it.
The total grant requested is $355,600 with $266,700 coming from the US Department of Justice
and the City matching with $88,900 derived from the Police Confiscations Account.
CONCLUSION
This grant will assist the police department in launching this program and use funds that
would otherwise be unavailable.
