96-22180 RESO RESOLUTION NO. 96-22180 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS, DIVISION OF EMERGENCY MANAGEMENT, EMERGENCY MANAGEMENT PREPAREDNESS AND ASSISTANCE TRUST FUND, IN THE AMOUNT OF $50,000; AUTHORIZING THE ACCEPTANCE OF THE GRANT, IF AWARDED; AND APPROPRIATING THE FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT. WHEREAS, the Florida Department of Community Affairs has a competition open for awards from the Emergency Management, Preparedness and Assistance Trust Fund; and WHEREAS, two programs (the Emergency Management Competitive Grant Program and the Municipal Competitive Grant Program) providing competitive awards encompassing four categories are available; and WHEREAS, under both of these programs, applications will be accepted for awards in four categories with three areas of emergency management having been designated as priority focus areas; and WHEREAS, the City's Fire Department has identified a need for the purchase of a radio communications system within the City's Emergency Operations Center and has designed a program which addresses this need; and WHEREAS, the program cost is estimated at $50,000; and WHEREAS, the Administration wishes to apply to the Florida Department of Community Affairs for assistance in the full amount. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager to submit an application to the Florida Department of Community Affairs, Division of Emergency Management, Emergency Management Preparedness and Assistance Trust Fund, in the amount of $50,000; and further authorize the acceptance of the grant, if awarded, and appropriate the funds in compliance with the terms of the grant. SUBJECT: ADMINISTRATION RECOMMENDATION: Approve the Resolution. BACKGROUND: The Florida Department of Community Affairs has a competition open for awards from the Emergency Management, Preparedness and Assistance Trust Fund. Two programs providing competitive awards encompassing four separate categories are available. The programs are: the Emergency Management Competitive Grant Program (provides competitive grants to implement projects that will further state and local emergency management objectives); and the Municipal Competitive Grant Program (provides competitive grants to municipalities that are. legally constituted, have an authorized, established, and maintained emergency management program, and have signed the Statewide Mutual Aid Agreement (SMAA) -- which the City will have signed by November 12, 1996.) Under both of these programs, applications will be accepted for awards in four categories: (1) Projects that will provide public education on disaster preparedness and recovery issues; (2) Projects that will enhance coordination of relief efforts of statewide private sector organizations, including public-private business partnership efforts; (3) Projects that will improve the training and operation capabilities of agencies assigned lead or support responsibilities in the State Comprehensive Emergency Management Plan; or (4) Other projects that will further state and local emergency management objectives which have been designated by the State of Florida as priorities. AGENDA ITEM ~1c:.. ll,-~-9~ DATE COMMISSION MEMORANDUM NOVEMBER 6, 1996 PAGE TWO Three areas of emergency management have been designated as priority focus areas, as follows: (a) Mitigation projects which result in the elimination or reduction of the risks to communities from future natural and technological disasters; (b) Projects that will provide full and complete life support packages, which will enable mutual aid responders to establish and maintain fully self- sustaining capabilities for the first 72 hours following a disaster; and (c) Projects that will result in the clearly indicated capacity to establish state Regional Relief Centers to be activated in post- disaster situations for the receipt, organization and distribution of volunteered relief efforts. Grant proposals are due November 18, 1996. ANALYSIS The City's Fire Department has identified a need for the purchase of a radio communications system within the City's Emergency Operations Center and has designed a program which addresses this need. The program cost is estimated at $50,000. Of this amount, the Administration wishes to apply to the Florida Department of Community Affairs for assistance in the full amount. The grant does not require a minimum matching contribution. CONCLUSION: The Administration recommends the adoption of the attached Resolution authorizing the City Manager to submit an application to the Florida Department of Community Affairs, Division of Emergency Management, Emergency Management Preparedness and Assistance Trust Fund in the amount of $50,000; authorizing the acceptance of the grant, if awarded; and appropriating the funds in compliance with the terms of the grant.
