WHEREAS, on January 15, 1997, the City of Miami Beach advertised ,mj released Request for Proposals (RFP) Number 45-96/97, for the development (If 3 Miami Beach Municipal Mobility Plan; and WHEREAS, on February 20, 1997, responses were received from tl- re.~ consulting teams; and WHEREAS, on March 26, 1997, a City Administration-appointed Selectio, Committee reviewed the three proposals, heard presentations by the consulting teal11~ , and chose Carr Smith Associates/Dover, Kohl & Partners as the top-ranked consul":in,~ team, and Charlier Associates, Inc.lGenesis Group, Inc.lBermello-Ajamil & Partnl~r~, Inc., as the second-ranked team. ADMINISTRATION RECOMMENDATION To accept the ranking of proposals, authorize the Administration to negotiat:ll contract, and approve the attached Resolution effectuating same. CONTRACT AMOUNT AND FUNDING The total amount available for the contract is $150,000, to be funded as follows: $78,500 from a Dade County Metropolitan Planning Organization grant, $36,500 from the Miami Beach Parking Enterprise Fund, and $35,000 from the Miami Beach Redevelopment Agency. BACKGROUND The City of Miami Beach issued Request for Proposals (RFP) Number 45-96/97, 01 January 15, 1997, to solicit proposals from consulting firms for the developmem of a Miami Beach Municipal Mobility Plan (MMP). The MMP will encompass, amonq other things, a Citywide and comprehensive plan for transportation, a pha::>ed implementation component, a prioritized capital improvements program, and a basi; concurrency tracking system for transportation. AGENDA ITEM C:A,"S DATE~2.-.9.+- All respondents were required to propose a consulting team for this study, composei of transportation planners, urban planners, and traffic engineers with extensiv~ planning experience in residential communities, historic urban areas, resort/ tOL ri~t environments, and livable community initiatives. ANALYSIS RFP No. 45-96/97 was advertised on January 15, 1997, with ninety-four (94) notices mailed to prospective respondents. Nineteen (19) specification packages were als) mailed to firms who expressed an interest in the RFP, generating responses from thre~ (3) consulting teams, as follows: o Carr Smith Associates, Inc.!Dover, Kohl & Partners, Inc. o Parsons Brinckerhoff, Inc.!Kimley-Horn Associates, Inc.!Walkable Communitie~, Inc.!Advokatz Plus, Inc. o Charlier Associates, Inc.!Genesis Group, Inc.!Bermello-Ajamil & Partners, Illc The three proposals were opened February 20, 1997, and preliminary screening \Va s conducted by the appropriate City staff. An Administration-appointed Evaluati01 Committee met, on March 26, 1997, to review the proposals and hear presentati::>n s by the three consulting teams. The Evaluation Committee members were as follow~ : Gerald K. Schwartz*, representing the City's Transportation/Parking CommiUe3 Jonathan Beloff, representing the City's Planning Board Julio G. de Peralta, Director of Engineering, Constr.Management, Public Works Janet Gavarrete, Design and Historic Preservation Division Director Aurelio Carmenates, Transportation Engineer, Parking Department. * Mr. Schwartz was unable to participate due to unpredicted professional obligations. After careful evaluation of all proposals and presentations, the Committee ranked th.~ consulting teams and recommended that the City Administration enter i nt) negotiations with Carr Smith Associates/Dover, Kohl & Partners, as the number-::>n~ ranked team. The second-ranked team is Charlier Associates, Inc.!Genesis Grc u~, Inc./Bermello-Ajamil & Partners, Inc. Attached is a tabulation of the Evalua-:i01 Committee's scores. CONCLUSION The Commission should accept the ranking recommended by the Evalua-:i01 Committee, authorize the Administration to commence negotiations with th3 recommended consulting team, and approve the Resolution effectuating same.
