HomeMy WebLinkAbout2001-24682 Reso RESOLUTION NO. 2001~246S2 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO. 1 TO THE AGREEMENT BETWEEN THE CITY AND REYNOLDS, SMITH & HILLS, INC., PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 7-00/01, TO PROVIDE ADDITIONAL PROFESSIONAL SERVICES ASSOCIATED WIT.H, THE AREA KNOWN AS ORCHARD PARK, WITHIN THE NAUTILUS NEIGHBORHOOD STREETSCAPE PROJECT, FOR A FEE NOT TO EXCEED $51,523; AND APPROPRIATING SAID FEE, IN THE AMOUNT OF $24,028 FROM THE SERIES 2000 GENERAL OBLIGATION BOND FUND; $16,610 FROM THE SERIES 2000 STORMWATER REVENUE BOND FUND; AND $10,885 FROM THE SERIES 2000 WATER AND SEWER REVENUE BOND. WHEREAS, pursuant to a Resolution adopted by the Mayor and City Commission, the Administration issued Request for Qualifications No. 7-00/01 to provide professional architectural/engineering services for the planning, design, permitting, bid/award, and construction administration, for improvements to the Nautilus Neighborhood (the Project); and WHEREAS, on May 16, 2001. the Mayor and City execution of an Agreement with Reynolds, Smith, and Hills, Inc. the top ranked firm, for improvements on the Project; Commission authorized the (RSH), (the Agreement) as WHEREAS, said Agreement, in the amount of $744,071, was executed on May 16, 2001; and WHEREAS, the Administration has now negotiated Amendment No. 1 to the Agreement, in the amount of $51,523, for architectural/engineering services associated with additional planning for the Project, related to the Orchard Park area within the Nautilus Neighborhood; and WHEREAS, funding, in the amount of $51,523, is available from the Series 2000 General Obligation Bonds; Series 2000 Storm Water Revenue Bond funds; and Series 2000 Water and Sewer Bond funds; and WHEREAS, the Administration now requests that the Mayor and City Commission approve Amendment No.1 to the Agreement, in the amount of$5I,523. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute Amendment No. I to the Agreement between the City and Reynolds, Smith, & Hills, Inc., pursuant to Request for Qualifications (RFQ) No. 7-00/01, to provide additional professional services associated with the area known as Orchard Park, within the Nautilus Neighborhood Streetscape Project, for a fee not to exceed $51,523; and appropriate said fees, in the amount of $24,028, from the Series 2000 General Obligation Bond Fund; $16,610 from the Series 2000 Storm Water Revenue Bond Fund; and $10,885 from the Series 2000 Water and Sewer Revenue Bond. FOR EXECUTION JJ.- .../..?, 0 1 - CITY OF MIAMI BEACH COMMISSION ITEM SUMMARY lQ - Condensed Title: Resolution approving and authorizing additional services for the firm of Reynolds, Smith & Hills, Inc. for inclusion of planning services for the Orchard Park area within the Nautilus Neighborhood Project. Issue: Shall the Orchard Park area be included for similar planning services as those received by other City of Miami Beach neighborhoods, in the Agreement with Reynolds, Smith & Hills, Inc. for the Nautilus Neighborhood Project. Item Summary/Recommendation: The Administration wants to include the Orchard Park area within the Nautilus Project to be consistent with the other neighborhoods planning effort. The Orchard Park Area was initially omitted because of an expectation that improvements in the area were limited in scope. Information developed to date indicates that the Orchard Park area may be impacted by improvements and the inclusion in the Project is appropriate. Planning should be completed for all neighborhoods regardless of the needs or available funds for construction in order to complete a true Master Plan for the Nautilus Neighborhood. Funding for the services is available from the General Obligation Bond, Storm Water Bond and Water and Sewer Bond. THE ADMINISTRATION RECOMMENDS ADOPTING THE RESOLUTION. Advisory Board Recommendation: The General Obligation Bond Oversight Committee recommended approval of the additional services at the December 3, 2001 meeting. Bond S/W Bond W &S Bond Exceed Series 2000 Series 2000 Series 2000 Fee Nautilus $24,028 $16,610 $10,885 $51,523 December 19, 2001 Nautilus Amendment Page 2 ANALYSIS: Pursuant to a Resolution adopted by the Mayor and City Commission. the Administration issued Request for Qualifications (RFQ) No. 7-00/01 for Architectural, Engineering and Landscape Architectural services to develop design and construction documents for the Nautilus Neighborhood. The Administration established an Evaluation Committee for the purpose of reviewing the proposals received and to make a recommendation to the City Manager on the ranking of the proposals. The firms made oral presentations to the Evaluation Committee. The Committee evaluated and ranked the firms based on the criteria identified in the RFQ. Reynolds, Smith, and Hills, Inc. was selected as the top ranked firm. The recommendation was issued to the City Manager, who reviewed it and concurred with the Committee's evaluation. On February 21, 2001, the Commission adopted Resolution No. 2001-24277 accepting the ranking recommended by the Evaluation Committee and authorizing the Administration to enter into negotiations with the top ranked firms. On May 16,2001, the Commission adopted Resolution No. 2001-24389 authorizing the City to execute a professional services agreement with the top ranked firm of Reynolds, Smith, and Hills, Inc., for urban design, landscape architecture and engineering services for the planning, design, preparation of construction documents, assistance with bidding, and construction administration for the Nautilus Neighborhood Project. Prior to initial negotiations with the AlE firm, the Orchard Park area of the Nautilus neighborhood, bounded on the south by 42nd Street, the north by Surprise Lake, the east by Indian Creek and the west by the Biscayne Waterway, was omitted from the planning phase of the project due to the limited improvements anticipated for this area. Based on the preliminary planning efforts for the Nautilus Neighborhood, there is an indication that the Orchard Park area will be impacted by improvements in the overall neighborhood. Therefore, inclusion in the planning Master Plan is warranted to be consistent with the planning efforts for the other City neighborhoods. The Administration retained the services of the firm of Pappas & Associates to assist in fee negotiations for this additional work. The negotiated fees for this work are a not-to-exceed amount of $51,523. With the approval of Amendment No.1, the total AlE consultant fee for this neighborhood will become a not-to-exceed fee of $795,594. Funding is available from the General Obligation Bond, the Storm Water Bond and the Water & Sewer Bond. The Administration presented the recommendation for additional services to the General Obligation Bond Oversight Committee at their meeting of December 3, 2001. After discussion and evaluation, the Committee recommended approval of the additional planning services required to include the Orchard Park area in the overall Nautilus Neighborhood Project. The Administration recommends the adoption of the attached Resolution for additional services for the Orchard Park portion of the Nautilus Neighborhood Project.
