AN ORDINANCE OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,
AMENDING CHAPTER 2 OF THE MIAMI BEACH CITY
CODE ENTITLED "ADMINISTRATION," BY AMENDING
ARTICLE HI THEREOF ENTITLED "AGENCIES, BOARDS,
AND COMMITTEES"; BY AMENDING DIVISION 18

CODIFICATION; SEVERABILITY, AND AN EFFECTIVE
DATE.
WHEREAS, in order to increase the diversity of the Community Relations Board, the
composition of the Board should be amended to provide an additional four voting members; the City
Manager will make three appointments and the Miami-Dade Community Relations Board will make
one appointment to the Board from its membership.
NOW THEREFORE, BE IT DULY ORDAINI~D BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AS FOLLOWS:
SECTION 1. AMENDMENTS TO SECTION 2-190.14 OF THE CITY CODE.
A. That Section 2-190.14 of Division 18, Article III, Chapter 2 of the Miami Beach City
Code is hereby amended as follows:

Sec. 2-190.14.
Composition.
There shall be t~ 17 members of the board, eleven 11 of whom shall be voting
members to be appointed in the following manner:
(1)
Seven direct appointments, with the mayor and each city commissioner
appointing a member.
(2)
Four positions shall scrvc as nonvoting, cx officio ,,,cmbcrs; and Three
members shall be thc chai~crson or dcsignecs of thc following appointed by
the City Manager.
One ~(~ member shall be appointed by the Miami-Dade Community
Relations Board from its membership.
Four nonvoting. ex officio members shall be the chairperson or designees of
the following:
(a) Commission on the status of women.
(b) Committee on the homeless.
(c) Hispanic affairs committee.
(d) Police/citizen relations committee.
In addition, the police chief or his or her designee, shall serve as a nonvoting, ex officio
member of the board. The director of the bureau of children's affairs shall serve as a nonvoting, ex
officio member. The composition of the board shall be reviewed every two years.
SECTION2. REPF, AI,ER.
That all Ordinances or parts of Ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 3. INCLUSION IN CITY CODE.
It is the intention of the City Commission, and k is hereby ordained that the provisions of this

Ordinance shall become and be made part of the Code of the City of Miami Beach as amended; that
the sections of this Ordinance may be renumbered or relettered to accomplish such intention; and
that the word "ordinance" may be changed to "section" or other appropriate word.
SECTION 4. SEVERABILITY.
If any section, subsection, clause or provision of this Ordinance is held invalid, the remainder
shall not be affected by such invalidity.
SECTION 5. EFFECTIVE DATE.
This Ordinance shall take effect on the 29th day of December ,2001.

Item Summary/Recommendation:
In reviewing the composition and activities of the CRB as part of the actions taken by the City following the
Memorial Day 2001 and the development of the City's Major Events Plan, it became evident that the City
CRB should be expanded to allow/ensure for greater diversity and to also have a Miami-Dade County CRB
member to serve on the City CRB.
The Manager recommends the amendment.

ADMINISTRATION RECOMMENDATION
Approve the Ordinance on Second Reading/Public Hearing.
ANALYSIS
As part of the initiatives the City has pursued in the development of its Major Events Plan
(MEP), the City has evaluated the composition of the Community Relations Board (CRB).
It has been suggested and recommended that broadened participation by regional
community participants, representative of this region's diverse demographic visitor and
resident base would be favorable.
To that end, it is recommended that the composition of the CRB be amended to provide
an additional four voting members to the existing seven (7) member composition. It is
proposed that the additional four (4) members consist of three (3) appointments to be
made by the City Manager and the fourth member will be an appointee of the Miami-Dade
CRB. The Miami-Dade CRB member is not necessarily required to be a Miami Beach
resident or business owner.
On September 13, 2001, the Administration met with several community leaders including
members of the Miami-Dade County CRB and favorably discussed the proposed
amendment. On October 17, 2001, the Miami Beach CRB met and discussed this
proposal and recommended favorable consideration of the proposed amendment. On
November 14, 2001, the CRB met and voted unanimously to recommend approval of the
proposed Ordinance Amendment.

On November 28, 2001, the Mayor and City Commission adopted the amendment to the
Ordinance on first reading.
The proposed amendment is presented for your consideration on a Second Reading/
Public Hearing in order to increase diversity of the Miami Beach CRB.
