A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA TO RATIFY
THE TWO-YEAR LABOR AGREEMENT BETWEEN THE
CITY OF MIAMI BEACH AND THE GOVERNMENT
SUPERVISORS ASSOCIATION OF FLORIDAlOPEIU LOCAL
100 (GSA), FOR THE PERIOD FROM OCTOBER 1, 1998
THROUGH SEPTEMBER 30, 2000, AND AUTHORIZE THE
MAYOR AND CITY CLERK TO EXECUTE THE
AGREEMENT.
WHEREAS, the City Manager has submitted to the Mayor and City Commission the Labor
Agreement recently negotiated between the City of Miami Beach, Florida and the Government
Supervisors Association of FloridalOPEIU Local 100, the bargaining agent certified by the Public
Employees Relations Commission (PERC) for the employees covered by said Agreement; and
WHEREAS, this bargaining unit was previously included with the job classifications
considered as "Others"; and
WHEREAS, the Government Supervisors Association of FloridalOPEIU Local 100
bargaining unit ratified the attached Agreement and the City Manager recommends that the City
Commission ratify it and authorize the execution of the Agreement between the City and the
Government Supervisors Association of FloridalOPEIU Local 100; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the attached Labor
Agreement between the City of Miami Beach and the Government Supervisors Association of
Florida/OPEIU Local 100, for the period from October 1, 1998 through September 30, 2000 is
hereby ratified and that the Mayor and City Clerk are hereby authorized to execute the Agreement.

. ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
The Government Supervisors Association of Florida, OPEIU Local 100, (GSA) filed a
Representation-Certification Petition with the Public Employees Relations Commission (PERC) in
February 1998. Pursuant to Section 447.307(3)(b), Florida Statutes, PERC issued Certification
Number 1205 on July 30, 1998, which certifies GSA as the exclusive bargaining representative for
42 employees currently working in 27 of our lower level supervisory job classifications.
Historically, the terms and conditions of employment afforded to these employees who were
previously considered as Others, and are now covered by the GSA bargaining unit, have been similar
to the terms and conditions currently afforded to the CW A bargaining unit. Except as otherwise
noted, the City has agreed to continue the status quo with respect to the terms and conditions of
employment for this bargaining unit.
On April 15, 1999 after eight bargaining sessions, negotiators for the City and the GSA successfully
concluded negotiations for a two-year collective bargaining agreement. The Association
membership has reviewed the proposed Agreement and voted to ratify it as presented.

While negotiators for the City and the Association were obliged to represent the best interests of
their "clients", the shared goal was to produce an Agreement that guaranteed equitable and
competitive compensation and working conditions. The following is a summary of the most
significant issues in the Agreement.
Wages
The GSA bargaining unit will get a three percent (3%) across-the-board increase effective with the
first payperiod ending in May 1999 and the first payperiod ending in May 2000. The anticipated
cost for the 1999 increase is approximately $18,700 and is already assumed in the Fiscal Year
1998/1999 budget. The anticipated cost for Fiscal Year 1999/2000 budget is $18,810.
These 3% increases are identical to the pay increases scheduled for AFSCME employees and is in
keeping with the across-the-board increases that the Administration recommended for its non-union
employees in Fiscal Years 1998/1999 and that will be proposed for Fiscal Year 1999/2000.
Additionally, we propose to continue the current merit pay plan which provides that employees who
obtain a score of75% will qualify for a 2% pay increase. Employees who obtain a score of90% will
be eligible for a 4% pay increase. We project that the anticipated cost for the merit increases for
Fiscal Year 98/99 is approximately $23,364 and is already budgeted. The estimated cost for the
merit increases in Fiscal Year 1999/2000 is anticipated to be $24,218.
Other Issues
The Shift Differential for shift hours worked between 3 :00 p.m. and 11 :00 p.m. was negotiated at
40~ per hour (previously 30~) and 50~ per hour (previously 40~) for shift hours worked between
11 :00 p.m. and 6:30 a.m. The annual cost for the increase in this benefit is approximately $309.
In the interest of employee safety, over the years the City previously provided safety shoes to those
individuals whose job classifications required same. We have included language in the new
Agreement to clarify the positions and dollar limits for the safety shoes. Estimated cost for the
shoes is approximately $1,260 annually.
Other Non-Major Economic Issues
To incent improved attendance, employees will receive a $300 lump sum bonus for any year in
which they have perfect attendance, i.e., no absence that was not approved at least 48 hours in
advance. Bonuses earned will be paid in December 2000, and offered again in Fiscal Year
2000/2001.

To increase public confidence in the parties' commitment to a drug free workplace, bargaining unit
employees will be subject to random drug testing.
The Agreement will extend for a two-year term, thus ending the same time as the CW A, FOP, and
IAFF agreements expire, i.e., September 30, 2000.
The collective bargaining agreement does not have any additional costs for Fiscal Year 1998/1999
budget requirements.
CONCLUSION:
The City Administration recommends that the City Commission ratify the attached collective
bargaining agreement negotiated between the City of Miami Beach and GSA, and adopt the attached
resolution authorizing the Mayor and City Clerk to execute the Agreement.
