97-22348 RESO Resolution No. 97-22348 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A FIVE YEAR SERVICE AGREEMENT, IN THE ANNUAL ESTIMATED AMOUNT OF $40,345 IN FY97 AND $66,876 IN SUBSEQUENT YEARS, BETWEEN THE CITY AND SIEMENS BUSINESS COMMUNICATIONS SYSTEMS, INC., FOR THE CONTINUED MAINTENANCE OF THE CITY'S ROLM TELEPHONE SYSTEMS; SAID AGREEMENTS TO BE NEGOTIATED AND REVIEWED BY THE ADMINISTRATION AND CITY ATTORNEY'S OFFICE; FURTHER CERTIFYING THAT THE ADMINISTRATION HAS COMPLIED WITH THE REQUIREMENTS GOVERNING SOLE SOURCE PURCHASES, AS SAME ARE DEFINED BY SUB-SECTION 31A-IO OF THE MIAMI BEACH CITY CODE, AS AMENDED. WHEREAS, in November 1995, the City installed a Siemens Business Communication; Systems, Inc. FOR MAINTENANCE OF TH: CITY'S ROLM TELEPHONE SYSTEMS USING THE STATE OF FLORIDA CONTRACr #730-650-90-1. ADMINISTRATION RECOMMENDATION Approve the Resolution. CONTRACT AMOUNT AND FUNDING $40,345 Funds are available from Budget Account No. 550.1750.000325 for Fiscal Year 1997 (The first year's payment includes a full year for the City Hall telephone system and a pro'att d amount for approximately six weeks on the Police system. The projections for the subsequent :rea s include both systems for the entire year.) BACKGROUND In November 1995, the City installed a Rolm telephone system which services City Hall, Parking and Buildinf ar d Code Compliance locations. The one year warranty period, provided with the installation of these locations, eadf d on November 5, 1996. Siemens has been providing Rolm "Advantage"-level maintenance service for the City Ha J phone system without a contract since November. The City installed a second Rolm system at Police Headquarte s in September 1996 which is under warranty until September 24, 1997. ANAL YSIS The City can theoretically obtain maintenance service on its Rolm telephone systems via the following providers: a. Siemens, the manufacturer of Rolm telephone systems, provides several different prepaid maintenance plan . These range from: "Basic" (weekday 9 AM to 5 PM coverage only with on-site repairs within 24 hoUls) 1 J "Advantage" (Siemens' high-end service plan). See Exhibit I, which lists some of Siemens' service p.an . Siemens can also offer repair and preventative maintenance on a time-and-materials basis. However, tl e City has estimated that the projected cost would be higher if time-and-materials is selected. See Exhibit I for an estimate based on City Hall only. Other third-party service providers can also become certified to provide maintenance on Rolm teleplOI e systems. However, these systems are new models. Therefore, no dealers/service providers in Florida aJ e already authorized for these models. See Exhibit III for a list of authorized dealers. Metro-Dade also uses Rolm telephone systems and are certified as "self-maintainers" for their system mojel . However, they do not have the new models. In their March 25th letter, Metro-Dade has now agreed 1) service the City's system under an inter-local agreement if: 1) the City can wait three months, while the 'V hire and certify staff on the new model; 2) PhoneMail service would not be included (since Metro-Dade us( s Siemens to service their PhoneMail); and 3) the City would pay Metro-Dade $127,000 for the first yea] ar j $96,000 during subsequent years. See Exhibit IV. The add-on cost of Siemens' PhoneMail service woul j be an extra $16,557 per year. The City could also become a self-maintainer. However, at least two shifts would need to be staffed arJ trained, and replacement parts purchased, so costs would therefore approximate Metro-Dade's project on: . Mana After reviewing the various options, the City recommends Option 'a' -- contracting with Siemens for pre-paid suppc"t of their Rolm telephone systems. In Exhibit V (January 14th letter), Metro-Dade's Telephone Management Ser'(ic,s Division offers an outside opinion that also recommends Siemens maintenance for the Rolm systems. The Ci y recommends the "Basic Plan" with an extension for four-hour response 24 hours per day for emergencies. The ph n pricing is outlined in Exhibit VI. Siemens' Florida State contract #730-650-90-1 currently provides for a 7 % discount. However, Siemens has no v agreed to retroactively offer the City a 10% discount (due to go into effect at the end of April). They will ah 0 'forgive' any service calls made at the higher "Advantage" level from November until now. In addition, the City will receive additional discounts for swapping out bad phone sets ourselves and for payir,g ( n an annual (rather than monthly) basis. With multiple year contracts, Siemens guarantees the rate structure 2t tl e beginning of the contract term, so price increases are not passed onto the customer. As a result, the Siemens pre-paid pricing is more advantageous than the other options. In addition, without a SieneJ S prepaid maintenance plan, the City would still be liable to pay Siemens at time-and-materials rates for service 01 tl e City Hall system from November 1996 until a new provider can begin service. This cost is estimated to approxima e $50,000. CONCLUSION The City Commission should approve the Siemens five-year service agreement for the City Hall and P:>li( e Headquarters telephone systems to ensure availability and reliability of telephone service to departments. The first year's payment of $40,345 includes a full year for the City Hall telephone system and a prorated amourt f( r approximately six weeks on the Police system. The projected amount of $66,876 for subsequent years includes bo h systems. Price adjustments would be made each November to account for any configuration changes made dmir g the year. Any items still on warranty in November would be included for another year without additional costs heir g incurred. Pricing for this contract is provided under State of Florida Contract #730-650-90-1.
