RESOLUTION NO. 96-21867
A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, CONFIRMING THE APPOINTMENT OF
ROBERT PARCHER AS CITY CLERK FOR THE CITY OF
MIAMI BEACH.
Whereas, the City Manager has appointed Robert Parcher as the City Clerk of the City
of Miami Beach; and
Whereas, pursuant to the requirements of Article IV, Section 4.02 of the City of Miami
Beach Charter, the City Manager shall appoint all directors of the several departments now
existing, or to be created, with the consent of the Mayor and City Commission; and
Whereas, pursuant to the requirements of Section 2.3 of the Miami Beach City Code, the
City Manager shall appoint and remove all directors of the departments of the City and such
appointments shall be submitted to and confirmed by the Mayor and City Commission; and
Whereas, the Mayor and the City Commission wish to confirm the appointment of Robert
Parcher as City Clerk of the City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Robert Parcher is
confirmed as the City Clerk of the City of Miami Beach.

ADMINISTRATION RECOMMENDATION:
Pursuant to the requirements of Article IV, Section 4.02 of the City Charter and Section 2.3
of the City Code, it is recommended that the Mayor and the City Commission adopt the
attached Resolution consenting and confirming the appointment of Robert Parcher as City Clerk
for the City of Miami Beach.
BACKGROUND:
During his 20 years with the City of Miami, Robert Parcher has served as a Project Manager,
Assistant Director for Systems and Programming, Assistant Director of Technical Services, and
most recently as Deputy Director of M.I.S. As the Deputy Director, he was responsible for
Finance, M.I.S., Budget and Procurement.
Mr. Parcher managed and directed a department of 49 employees and a $5.3 million dollar
budget in the development, implementation, maintenance, user training/support, project
management, and operation of City-wide computer information systems. He has also
participated on several City troubleshooting teams to explore reducing costs and/or better
ways of providing City services.
Mr. Parcher has a Bachelor's degree in Professional Studies Management from Barry
University, and also served in the United States Marine Corps.
CONCLUSION:
It is a great pleasure to announce that Robert Parcher has accepted the position of City Clerk
subject to the consent and confirmation by the Mayor and the City Commission. For your
review and information, attached is a copy of Robert Parcher's resume.
As your new City Clerk, Robert Parcher will be carrying out the mission of the City Clerk's
office to provide for and enhance the quality of the City of Miami Beach's Commission
meetings,!nd to automate and streamline the records retention and maintenance system.
