A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THII~
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AN ADDITIONAL..
EXTENSION OF APPROXIMATELY TWO MONTHS TO THE EXISTINf:;
CONTRACT WITH AIRBORNE SECURITY & SERVICES, INC. FOJR
CONTINUED SAFETY GUIDE / AMBASSADOR SERVICES ON LINCOLr~
ROAD, UNTIL A NEW CONTRACT IS AWARDED
WHEREAS, on October 28,1994, the Lincoln Road Partnership, on behalf of the sp€;citI
assessment district known as the Lincoln Road Management District No.3 (the District), entered int)
contract with Airborne Security & Services, Inc., commencing on Oetober 28, 1994 and ending 011
December 31, 1996, to provide public relations/security services in the Lincoln Road Mall ;lfel
(Agreement); and
WHEREAS, the District ceased to exist as of December 31, 1996; and
WHEREAS, at the City Commission meeting of December 4, 1996, it was agreed that ~ftt. r
December 31, 1996, the Administration would take responsibility for providing the same levd ( f
services which had been provided by the District in the past; and
WHEREAS, on March 5, 1997, the Mayor and City Commission approved an extensioll (f
the Agreement for two months, with an expiration date of April 30, 1997, so that a new bid for thes~
services could be issued; and
WHEREAS, a bid was issued for all of the City's security requirements, including the le\Tel.~
of service being provided in the Lincoln Road area; and
WHEREAS, said Bid No. 76-96/99 will open on April 24, 1997 and is scheduled to b~
awarded at the May 7, 1997 Commission meeting; and
WHEREAS, the Administration would recommend that an additional extension to th.~
Agreement of approximately two months be granted.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND Clr"
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Cit,f
Commission hereby authorize the Administration to extend the isting eontract ith Airborn.~
Security & Services, Inc. for approximately two months until B' No. 76-96/99 is a ded.

BACKGROUND:
On October 28, 1994, the Lincoln Road Partnership entered into contract with Airborne Security l:
Services, Inc. to provide public relations / security services in the Lincoln Road Mall area. Tlles.~
"ambassadors" not only provide a crime prevention presence, but have the added role of servin:~ a)
a public information resource to Lincoln Road visitors, workers, shoppers and residents.
Because the City's current seeurity eontract for unarmed guard serviee does not include many ofth.~
services currently being provided by Airborne Security & Services, Inc., on March 5, 199~,
Commission Memorandum No. 138-97, the City Commission approved a two-month extension c f
the existing contract with Airborne Security & Serviees, Inc. so that the Administration could i~ su .~
a formal bid for these services.
A formal bid for the required security services has been issued. Bid No. 76-96/99 opens on Apn I
24,1997, and is scheduled to be awarded at the May 7,1997 Commission meeting. Because th.~
approved extension of the Airborne Security contraet expires on April 30, 1997, it is necessary' t.)
obtain approval for another extension, until such time as the new contract is awarded and th.:
awarded vendor can provide the same level of "ambassadors".

ANALYSIS:
The cost for the existing contract with Airborne Security & Services, Inc. is as follows:
Monthly Amount: $10,220 based on 32 hours daily.
32 Hours x $10.50IHour x 365 Days -:- 12 Months. The monthly billing will reflect the
actual amount of days in each particular month.
CONCLUSION:
It is recommended that the Commission approve the extension of the existing contract for secuit l
services for the Lincoln Road mall area with Airborne Security & Services, Inc., for a period ( f
approximately two months, until the new contract is awarded.
