A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA APPROVING A FIRST
AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF
MIAMI BEACH AND RAMP ASSOCIATES, A DIVISION OF
URBITRAN ASSOCIATES, FOR AN ADDITIONAL STRUCTURAL
SURVEY TO BE COMPLETED FOR THE 41ST STREET GARAGE,
IN THE AMOUNT OF $15,000.00 FOR PHASE I.
WHEREAS, on June 17, 1994 the City entered into an agreement with Ramp Associates,
a division of Urbitran Associates, for architectural and engineering services to be performed at the
Lincoln Lane (17th Street) Garage (the Agreement); and
WHEREAS, similar services are required at the 41 st Street Garage and the present
conditions warrant immediate structural analysis; and
WHEREAS, the Administration has negotiated the attached First Amendment to Agreement,
providing for an additional structural survey to be completed for the 41 st Street Garage in the
amount of$15,000 for Phase 1.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby approve the attached First Amendment to the existing Agreement with Ramp
Associates, a division ofUrbitran Associates, for an additional structural survey to be performed for
the 41st Street Parking Garage in the amount of$15,000.00 for Phase 1.

AMENDMENT TO EXISTING AGREEMENT FOR THE LINCOLN LANE GARAGE (17TH
STREET) BETWEEN RAMP ASSOCIATES AND THE CITY OF MIAMI BEACH TO
INCLUDE A COMPLETE STRUCTURAL SURVEY OF THE CITY OWNED PARKING
GARAGE LOCATED ON 41ST STREET
SUBJECT:
ADMINISTRATION RECOMMENDATION:
The Administration recommends the Mayor and City Commission approve an amendment to the existing
contract with Ramp Associates and the City of Miami Beach to include a complete structural survey report
of the four (4) story City owned Garage located on 41 st Street.
BACKGROUND:
A preliminary investigation was performed at the request of the Parking Department in October 1995. As
stated in the report, this facility needs to be addressed immediately to preserve the structural integrity of the
garage.
The initial report was done at no charge to the City of Miami Beach and was only performed to confirm the
need for a more extensive investigation.
ANALYSIS:
The cost of services is as follows:
A) Phase I - a detailed condition survey of the physical condition of the garage to include basic
structure, expansion joints, control joints, lighting and electrical systems, elevators, interior
and exterior painting, paint striping and markings, signage and graphics, drainage and other
mechanical systems, security and man proofing.
A detailed condition survey and preparation report that will present all findings and cost
estimates for each category. $15,000.00
B) Phase II - preparation of detailed construction drawings, contract and bidding documents
and technical specifications for those items identified in the Phase I study that are
authorized for construction by the City of Miami Beach.
Phase II cost of service will be 6% of construction value of the work.

CONCLUSION:
Based on the preliminary report by Ramp Associates, the Administration recommends that the City
Commission approve by resolution the request for an amendment to the existing contract between the City
of Miami Beach and Ramp Associates for a complete structural survey of the existing structure due to its
present condition.

Dear Mr. Lubin:
As requested, we enclose this letter/proposal/agreement between
RAMP ASSOCIATES and the City of Miami Beach. This is to follow-up
on our letter of October 23, 1995 addressed to Mr. F. Del Monaco
which transmitted a report prepared by Mr. Joseph Wagner, P.E. of
this office concerning the physical condition of the above-
captioned municipal parking garage.
The October report was based upon a brief physical inspection of
the parking garage. The report identifies a number of critical
structural and other problems which should be addressed in the
immediate future to preserve the structural integrity of the
garage. It also identifies other items which should also be
addressed in the near future to extend the useful life of the
garage and to improve the general condition and appearance of the
garage to make it generally more attractive, cleaner and to provide
a better environment for the parking public.
Essentially, all of the items of repair, restoration, improvements
and preventive maintenance requirements that were addressed in our
December 1994 condition survey for the 17th Street Municipal
Parking Garage need to be evaluated and addressed at the 42nd
Street Municipal Parking Garage.
As you are aware, this office currently has several on-going
parking projects under contract with the City of Miami Beach. We
are proposing an amendment to our present agreement for
professional services at the 17th Street Parking Garage, to provide
similar services at the 42nd Street Parking Garage. We propose
that the services to be provided at the 42nd Street Parking Garage
would have the same scope of services and cover the same work

set forth in Phase I of our present agreement on the following
basis:
a)
Phase I
detailed condition survey and written
report of the physical condition of the
garage to include basic structure,

lighting and electrical systems,

signage and graphics, drainage and other
mechanical systems, security and
manproofing.
We propose to conduct the detailed
condition survey of the 42nd Street
Parking Garage and prepare a report which
would present our findings and would
include cost estimates for each category
of work for the lump sum fee of $15,000.
This fee shall be due and payable upon
submission of our report.
We are prepared to undertake the above described work immediately
upon receipt of your authorization to proceed and will carry out
completion of this work expeditiously. Please sign this proposal
and return it to us to signify your authorization to proceed with
this work or send us an appropriate purchase order.
If you are unable to authorize this work at an early date, we
recommend that as a minimum, you proceed with an emergency
appropriation/authorization to have prepared by this office or
others, the construction drawings, technical specifications and
contract drawings for performance of the critical structural
repairs to the structure which were identified in our October 23,
1995 report. Based upon the preliminary observations made by this
office, this work must be performed immediately to preserve the
structural integrity of the building and protect the public using
this facility.
