A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND
DIRECTING THE CITY MANAGER TO SUBMIT AN APPLICATION
TO THE U.S. DEPARTMENT OF EDUCATION, VOCATIONAL
REHABILITATION SERVICE, "PROJECTS FOR INITIATING
RECREATIONAL PROGRAMS FOR INDIVIDUALS WITH
DISABILITIES", IN THE AMOUNT OF $139,965 PER YEAR FOR A
THREE YEAR PERIOD, AUTHORIZING THE ACCEPTANCE OF
THE GRANT, IF AWARDED, AND DISBURSEMENT OF THE
FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT.
WHEREAS, on August 10, 1995, the U.S. Department of Education invited the submission
of applications for new awards for fiscal year 1996 under the "Projects for Initiating Recreational
Programs for Individuals with Disabilities"; and
WHEREAS, the program provides grants to States, other public agencies and non-profit
organizations, for initiating recreational programs providing individuals with disabilities recreational
activities and related experiences that can be expected to aid in their employment, mobility,
socialization, independence, and community integration for a project period of up to 36 months; and
WHEREAS, the City's Recreation, Culture and Parks Department, in conjunction with the
City's Bureau of Children's Affairs and the ADA Coordinator, has designed such a program, for the
benefit of individuals with disabilities in the City of Miami Beach, having a total projected cost over
three years of approximately $615,135.
WHEREAS, of this amount, the Administration wishes to apply to the U.S. Department of
Education for assistance in the amount of $139,965 annually, for three years.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager
to submit an application to the U.S. Department of Education, Vocational Rehabilitation Services
Administration, Projects for Initiating Recreational Programs for Individuals with Disabilities, accept
the grant, if awarded, and disburse the funds in compliance with the terms of the grant.

ADMINISTRATION RECOMMENDATION:
That the Mayor and City Commission approve the attached Resolution authorizing the City Manager to submit
an application to the U.S. Deparbnent of Education, Vocational Rehabilitation Services Administration, Projects
for Initiating Recreational Programs for Individuals with Disabilities in the amount of $139,965 per year for a
three year period, authorizing the acceptance of the grant, if awarded, and disbursment of the funds, in
compliance with the terms of the grant.
BACKGROUND:
On August 10,1995, the U.S. Department of Education invited the submission of applications for new awards
for fiscal year 1996 under the "Projects for Initiating Recreational Programs for Individuals with Disabilities. The
program is authorized by Section 316 of the Rehabilitation Act of 1973, as amended, and implemented by 34
CFR Parts 369 and 378. The program provides grants to States, other public agencies and non-profit
organizations, for initiating recreational programs providing individuals with disabilities recreational activities and
related experiences that can be expected to aiel in their employment, mobility, socialization, independence, and
community integration for a project period of up to 36 months.
ANALYSIS
The Recreation, Culture and Parks Department, in conjunction with the Bureau of Children's Affairs and the
ADA Coordinator, has designed such a program, for the benefit of individuals with disabilities in the City of Miami
Beach. The program has a total projected cost over three years of approximately $615,135. Of this amount,
the Administration wishes to apply to the U.S. Department of Education for assistance in the amount of
$139,965 annually, for three years.
CONCLUSION:
The Administration recommends the adoption of the attached Resolution authorizing the City Manager to submit
an application to the U.S. Department of Education, Vocational Rehabilitation Services Administration, Projects
for Initiating Recreational Programs for Individuals with Disabilities in the amount of $139,965 per year for a
three year period, authorizing the acceptance of the grant, if awarded, and disbursment of the funds, in
