RESOLUTION NO. 96-21934
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ESTABLISHING
APRIL 1996 AS FAIR HOUSING MONTH IN THE CITY OF
MIAMI BEACH.
WHEREAS, the strength of our nation, and all its states and cities, flows from the
promise of individual equality and freedom of choice; and
WHEREAS, the anniversary of the National Fair Housing Law, Title VIII of the Civil
Rights Act of 1968, during the month of April, is an occasion for all Americans, individually
and collectively, to re-dedicate themselves to the principle of freedom of choice and to
participate in efforts to eliminate vestiges of housing discrimination wherever they exist, as
this law guarantees for each citizen that critical, personal element of freedom of choice in
the selection of their home; and
WHEREAS, fair housing is the policy of the City of Miami Beach, and the
implementation of that policy requires the positive commitment, involvement and support
of each one of our citizens; and
WHEREAS, the departments and agencies of the City of Miami Beach are to
provide leadership in the effort to make fair housing not just an idea but an ideal for all our
citizens; and
WHEREAS, barriers that diminish the rights and limit the options of any citizen will
ultimately diminish the rights and limit the options of all.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that April 1996 is hereby
proclaimed as Fair Housing Month, and the Mayor and City Commission ask that the
people of this City join in reaffirming the obligation and commitment to fair housing
opportunities for all.

A RESOLUTION STABLlSHING APRIL 1996 AS FAIR HOUSING MONTH IN
THE CITY OF MIAMI BEACH.
SUBJECT:
ADMINISTRATION RECOMMENDATION
The Administration recommends approval of the attached Resolution establishing April 1996 as
"Fair Housing Month" in the City of Miami Beach.
BACKGROUND
As you may be aware, each April the U.S. Department of Housing and Urban Development (HUD)
commemorates the signing of the Federal Fair Housing Law (April 11, 1968) with special "Fair
Housing Month" celebration activities.
ANALYSIS
As a recipient of HUD Community Planning and Development Programs (CDBG, HOME, ESG, and
HOPWA) federal funds, we are responsible for assuring the City's effort and commitment to fair
housing opportunities for all. Certifications were adopted with the Consolidated Plan in July of
1995, indicating that the City will affirmatively further Fair Housing efforts, and will conduct an
Analysis of Impediments to Fair Housing Choice. The City is currently working with HOPE, Inc. who
is preparing the Analysis' for Dade County, Miami, Hialeah and Miami Beach.
Each year the City celebrates Fair Housing Month by adopting a Resolution, placing advertisements
in local newspapers explaining residents rights and providing the telephone number to file
complaints, providing Fair Housing Coloring Books to elementary school children, and participating
in educational campaigns including Fair Housing poster or photo contests.
CONCLUSION
It is recommended that the City Commission adopt the attached Resolution establishing April 1996
as "Fair Housing Month" in the City of Miami Beach.
