WHEREAS, the Federal Institute of Museum Services solicited applications for Consef\atilJn
Project Support grants to help assist museumS in caring for their collections so that future generati( ,ns
may share the trea.SUres that are our artistic heritage in an effort to promote long-range planning (.nd
institutional commitment to sound collection care practice~ and
WHEREAS, grant proposals were due February 28, 1996: and
WHEREAS, the Bass Museum of Art identified two important 19th cenrury Bd~ ian
tapestries titled THE START FOR THE HUNT (64.95) and THE RETURN FROM THE HU~T
(64,96) as in need of restoration; and
WHEREAS. the Bass Museum of Art requested a Conservation Project Support grant to
restore these two rare and significant works; and
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND ClITY
COMMISSION OF THE CI1Y OF M1AM1 BEACH, FLORIDA, that the Mayor and II :ity
Commission retroactively authorize the City Manager to submit an application to the Federal Irsti:ute
of Museum Services Conservation Project Support grant program in the amount of $25,1100;
authorizing the provision of a cash match of $29,829 and an in-kind match of $11 ,384, bofl t ) be
provided in and split evenly between the 1997-1998 and 1998-1999 Bass Museum gener:ll :imd
budget; authorizing the acceptance ofthe grant; and appropriating the awarded funds in com;>limce
with the terms of the grant,

Adopt the Resolution.
BACKGROUND:
The Bass Museum of Art has identified from its collection, owned by The City of Miami Bea(h, a
companion pair of rare and significant 19th century tapestries titled THE START FOR THE HUN r
and THE RETURN FROM THE HUNT as in need of restoration, Designed by the well-knm 11
French 19th century academic painter Louis-Marie Baader, these tapestries are the largest (c:ac 11
measures 15 x 40 feet) in the museum's collection and among its most important works, Both
tapestries are in need of wet-cleaning, slit and tear repairs, fiber replacement, re-shaping and a ne v
hanging system.

Conservation Project Support grants are awarded through a competitive peer review and require E:t
least a 100 percent match by the applicant. Grant proposals were due February 28, 1996,
The Bass Museum was one of 59 institutions which was awarded a grant, from 263 application;
received. It was the Bass Museum's second attempt at securing a grant for these tapestries, and th.~
Museum has been successful in previous conservation grant applications. Over the past ten yean,
the museum has been awarded a grant for conservation in nearly every fiscal year for a total of
$100,000 which has been matched by the City of Miami Beach,
This grant will allow for this crucial conservation work to be conducted over a two-year period" t
the Textile Conservation laboratory at the Cathedral ofSt. John the Divine in New York City.
ANAL YSIS:
The Bass Museum requested a Conservation Project Support grant to restore its two important : 9t 1
century Belgian tapestries titled THE START FOR THE HUNT (64,95) And THE RETURN FR:)~.l

This grant will require a cash match from The City of Miami Beach in the amount of $29,829 to pa y
the conservator's fees over a two year period beginning in FY 1997/98 along with an in-kind mitc 1
of $11,384 (which consists of employee salaries and insurance), Federal funds will be utiLze :l
commencing in February 1997, The grant period is 2/20/97 - 2/20/99,
The conservation will take place off-site and save considerable storage costs (approximatel y
$22,000) for these two thirty-foot tapestries while the Bass Museum renovation and expan;io 1
project is underway. This restoration project is imperative and must be done whether or not the] M;
grant funds are accepted.
The total expenditure of the project will be $66,213, The project will be funded as follows: $2500)
from the IMS grant; $29,829 cash match included in the City general fund budget (which will be a
new line item for conservation); $11,384 in-kind match from the City general fund budget ($4, 18~
for salaries and benefits and $7,200 for insurance), The grant as well as the matching funds wi 1
need to be authorized as part of the City general fund budget for the Bass Museum and split ewnl y
($33,106.50 per year) over fiscal years 1997-1998 and 1998-1999.

The Administration recommends the adoption of the attached Resolution, which retroacti"ell
authorizes the City Manager to submit an application to the Federal Institute of Museum Service;

of a cash match of $29,829 beginning in FY 1997/98 through FY 1998/99 and an in-kind mate: 1 0 f
