A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA APPROVING AND ACCEPTING
THE MIAMI BEACH CULTURAL ARTS COUNCIL'S GRANT
RECOMMENDATIONS, AND AWARDING $617,000 IN SAID GRANTS,
FOR FISCAL YEAR 200112002, AS IDENTl}'I~D IN THE ATTACHED
EXlfiBIT "A"; AND AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE SAID GRANT AGREEMENTS, AND FURTHER MAKE
THE AWARD OF SAID GRANT MONIES SUBJECT TO AND
CONTINGENT UPON THE APPROVAL OF THE COUNCIL'S BUDGET
FOR FISCAL YEAR 2001-2002.
WHEREAS, the Miami Beach Cultural Arts Council (Council) was created to develop,
coordinate, and promote the performing and visual arts of the City of Miami Beach for the
enjoyment, education, cultural enrichment, and benefit of the residents of and visitors to the City;
and
WHEREAS, from April 23 to June 8, 2001, the Council conducted an application and
review process for the Fiscal Year 2001-2002 Cultural Arts Grants Program; and
WHEREAS, the Council selected 45 volunteer grants panelists, reflecting the
community's diversity, to evaluate 71 applications, requesting a total of$I,357,440; and
WHEREAS, the Council accepted the recommendations of the grants panels and
approved awards totaling $617,000 in Cultural Arts Grants for Fiscal Year 2001-2002; all as
more specifically identified in Exlu'bit "A", attached hereto.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve and accept the recommendations of the Miami Beach Cultural Arts Council
and award a total of $617,000 in Cultural Arts Grants for Fiscal Year 2001-2002, as more
specifically identified in the attached Exlu'bit "A"; and further authorize the Mayor and City Clerk
to execute said Grant Agreements; and further make the award of said grant monies subject to
and contingent upon the approval of the Council's budget for Fiscal Year 2001-2002.

ANALYSIS
The Mayor and City Commission passed an Ordinance in 1997 establishing the Cultural
Arts Council (the "Council") to support the visual and performing arts in Miami Beach. The
cultural arts grants program, a central component of the Council's masterplan, provides
funding to not-for-profit arts organizations through a competitive application and review
process. This funding annually results in hundreds of performances, exhibits, and other
cultural events throughout the City of Miami Beach.
In 1998. a competitive process was established to review grant applications and assess
the cultural community's needs. This year, the Council refined its grant categories based
on analysis of the three previous years and feedback from applicants and former panelists.
The categories and their objectives are listed below.
Anchors: To support the eight pre-eminent cultural institutions in Miami Beach whose
year-round programs contribute significantly to the cultural life of the city.
(ArtCenterlSouth Florida, Bass Museum of Art, Concert Association of Florida,
Jewish Museum of Florida, Miami City Ballet, Miami Design Preservation
League, New World Symphony, Wolfsonian-FIU).

Resident groups: To support arts organizations with ongoing, daily presence in Miami
Beach.
Larger projects: To support arts organizations with annual operating budgets over
$150,000 for cultural events in Miami Beach.
Smaller projects: To support arts organizations with annual operating budgets under
$150,000 for cultural events in Miami Beach.
Applications were available beginning April 23, 2001, through the Council's office and
website, ArtsBeach.com. Additionally, the program was publicized through the media.
During the entire month of May, Council staff met individually with all applicants for thirty-
minute consultations to review categories, determine eligibility, and offer guidance
regarding application preparation. Grants were due June 4-8. The application process
yielded 71 viable applications for cultural programming in 2001/2002, with capped requests
totaling $1,357,440 (including $203,500 allocated for the VCAJCAC Cultural Tourism
program.)

In February 2001, the Council formed panels with 45 volunteers (Exhibit A) representing
the community's diversity and encouraged them to further their knowledge of the cultural
offerings in Miami Beach and to attend applicants' events. An orientation meeting was held
with all panelists. Cultural Arts Council members co-chaired the panels, which convened
between July 16 and July 19, 2001.
The grants panel review process included these steps: Each grant application was
assigned a primary and secondary reader, presented by the readers to the panel, then
discussed. Applications were scored using evaluation forms based on criteria listed in the
application, then averaged, dropping the highest and lowest score. The proposals were
ranked and the panels made their funding recommendations, totaling $617,000.
On July 24, the Council reviewed the panels' recommendations, made minor adjustments
based on a surplus from the Cultural Tourism panel with the VCA, and voted unanimously
to recommend grants totaling $617,000 as outlined in Exhibit A.
The Council allocated a matching grant of $55,000 to the VCAJCAC Cultural Tourism
program, supporting cultural programs with significant tourism impact for Miami Beach.
It is recommended that the Mayor and City Commission approve and accept the Council's
grant recommendations, awarding $617,000 in said grants for FY 2001/2002, as identified
in the attached Exhibit "A"; and authorizing the Mayor and City Clerk to execute said grant
agreements, and further make the award of said Grant monies subject to and contingent
upon the approval of the Council's budget for fiscal year 2001-2002.
