RESOLUTION NO. 98-22881
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO SUBMIT A GRANT PROPOSAL TO THE SOUTH F'LORIDA
WATER MANAGEMENT DISTRICT, UNDER THE WATER RESOURCES
EDUCATION P ARTNERPROJECT, REQUESTING FUNDING IN THE AMOUNT
OF $50,000, WITH A 25% IN-KIND MATCH OF $12,500 FROM THE CITY, FOR
THE OPERATION OF THE NORTH SHORE OPEN SPACE NATURE CENTER
ENVIRONMENTAL EDUCATIONAL PROGRAM; APPROPRIATING THE
FUNDS IF APPROVED AND ACCEPTED BY THE CITY; AND FURTHER
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL
NECESSARY DOCUMENTS RELATED TO THIS GRANT PROPOSAL.
WHEREAS, the South Florida Water Management District (the District) recognizes its
responsibility for raising public awareness about the benefits of properly managing its water resources
through sound preservation and protection practices; and
WHEREAS, the District has issued a Request for Proposals to consider cost-share partnerships for
water resources education and outreach projects targeting adults and/or youth to further the understanding
and implementation ofthe District's mission; and
WHEREAS, the City wishes to respond to the proposal by requesting grant support, in the amount
of $50,000, with a 25% in-kind match from the City, to fund the operation of the North Shore Nature
Center Environmental Education Program at the North Shore Open Space Park; and
WHEREAS, the City developed the North Shore Nature Center to serve an as an environmental
education facility dedicated to inspiring children to understand and appreciate the ecosystems of South
Florida.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
authorize the City Manager or his designee to submit a grant proposal to South Florida Water Management
District under the Water Resources Education Partner Project seeking funding in the amount of $50,000
with a 25% in-kind match of$12,500 from the Recreation, Culture and Parks Department for the operation
of the North Shore Nature Center Environmental Educational Program; appropriating the funds if the
proposal is approved; and further authorizing the Mayor and City clerk to execute all necessary documents
related to this grant proposal.

BACKGROUND
The South Florida Water Management District (SFWMD) is a regional agency responsible for the
protection and management of surface and ground water resources throughout a sixteen (16) county
area stretching from Orlando to the Florida Keys. The mission of the SFWMD is to manage water
and related resources for the benefit of the public in keeping with the needs of the region. The key
elements of the mission are: environmental protection and enhancement, water supply, flood
protection, and water quality protection.
In an effort to comply with their mission, the SFWMD issued a Request for Proposals (RFP),
Number C10050, soliciting proposals from respondents to supplement and benefit the SFWMD's
core water resources education and outreach programs.

ANAL YSIS
The Miami Beach Recreation, Culture and Parks department will submit a response to the RFP
seeking funding for the operations of Nature Center at North Shore Open Space Park. For the past
three years, the North Shore Open Space Park Nature Center has served as an environmental
education facility dedicated to helping children develop a greater understanding and appreciation
of the coastal-ecosystems of South Florida. Through hands-on experience and exposure to the
native flora and fauna, the children participating in these programs investigate and explore the
wonders of nature, develop an understanding of the unique features of the coastal area of Miami
Beach and embrace an appreciation for protecting and preserving these habitats.
This proposal, if approved, enables the expansion of the environmental educational programs and
activities for all the children in our community.
