A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
THE WASHINGTON AVENUE STREETS CAPE PROJECT
AND FINANCING PLAN AND APPROPRIATING SAID
FUNDS.
WHEREAS, the physical deterioration of Washington Avenue is of great concern to area
property owners and businesses; and
WHEREAS, a phased proposal for capital improvements on W ashington Avenue has been
developed with community consensus, said project totaling $2,793,220; and
WHEREAS, funding for said project was recommended by the Finance and Citywide
Projects Committee at its regular meeting on September 3, 1998; and
WHEREAS, said funding is available from the following sources: Future Stormwater
Bonds; South Beach Quality of Life Funds; Second Series Water and Sewer Bonds; and the South
Pointe Redevelopment Agency; and
WHEREAS, the community is eager to make these improvements quickly in order to avoid
further economic decline and to capitalize on new South Beach hotels and commercial
developments.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT THE MAYOR
AND CITY COMMISSION HEREIN APPROVE THE WASHINGTON AVENUE
STREETSCAPE PROJECT AND FINANCING PLAN AND APPROPRIATE SAID FUNDS.

AND FINANCING PLAN AND APPROPRIATING THE FUNDS.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The physical deterioration of W ashington Avenue from 5th Street north to 16th Street has become
increasingly intolerable for the businesses that operate there and the community at large. With the
exception of a small multi-block capital improvement project in the late 1970's, the area has
remained unimproved, and the economic base continues to decline.
In an effort to improve these conditions, the Miami Beach Development Corporation spear-headed
an initiative to design a comprehensive streetscape plan to address infrastructure and aesthetic
considerations. A plan was then developed by Savino and Miller with the assistance of Kim ley-Horn.
Capitalizing on a significant storm water and sewer bond allocation, the project was presented to the
Washington Avenue community through a series of meetings in 1997-1998. The streetscape project
was presented with three different escalating levels of improvements and funding required. What
emerged was interest in an eight million dollar project with funding identified for approximately
three million dollars worth of improvements. The feasibility of private property assessments was
discussed with no clear consensus emerging.
ANALYSIS
Mayor Kasdin's recognition of the growing socio-economic issues on Washington Avenue led to the
creation of the Washington Avenue Task Force (W A TF) in February of 1998. Early in these
meetings, the importance of funding physical improvements was identified as a critical component
of revitalizing Washington Avenue. Consequently, the Task Force worked with the City to simplify
the earlier Savino and Miller proposed streetscape plans and focus on essential needs. Based upon
the Savino and Miller plan, a "bare-bones" list of improvements -- trees, lighting, sidewalks, etc.,

resulted in a three million dollar streetscape plan funded through a variety of sources. It is the Task
Force's strong sentiment that these proposed improvements are essential basics needed to help
improve conditions on Washington A venue (Phase I -- $127,905 has recently been completed).
On July 15, 1998, the City Commission referred the proposed streetscape plan to the Capital
Improvements Finance Committee for more detailed analysis and funding approval. On September
3, 1998, the Committee approved the recommendations as attached, but voiced a desire to assist the
Task Force in expediting the improvements since funding from these sources in some cases is still
almost a year away. The Finance Department has offered to assist in seeking methods of
"leveraging" the identified funding sources to expedite the Streetscape Plan. However, the City
Commission must adopt the resolution so that the process can move forward.
The Washington Avenue Task Force has urged the City Commission to move quickly to schedule
the implementation of this project to capitalize on the opening of the new hotels and developments
in the South Beach area as well as recognize these improvements as critical to reverse the blighted
image of the Street.

Approve the Washington Avenue Streetscape Project and Financing Plan and appropriate the
funding as described in the attachment.
