A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF THIRTY-FOUR (34)
BANNERS FOR THE ALVIN AILEY AMERICAN DANCE
THEATER, TO BE HELD MARCH 8, 2002 TO MARCH 10, 2002,
AS REQUESTED BY THE APPLICANT AT THE FOLLOWING
LOCATIONS: MACARTHUR CAUSEWAY, BETWEEN THE
COAST GUARD STATION AND ALTON ROAD; 17TH STREET,
BETWEEN MERIDIAN AVENUE AND WASHINGTON AVENUE;
WASHINGTON AVENUE, BETWEEN LINCOLN ROAD AND
DADE BOULEVARD; 5TH STREET, BETWEEN ALTON ROAD
AND OCEAN DRIVE; AND 41 ST STREET, BETWEEN ALTON
ROAD AND PINETREE DRIVE; SAID BANNERS TO BE
AFFIXED TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY,
MEASURING 3 FEET X 7 FEET AND HAVING COpy AND
DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; TO BE
INSTALLED AND REMOVED IN ACCORDANCE WITH ALL
OTHER APPLICABLE CITY REQUIREMENTS; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN FEBRUARY 20,
2002, AND REMOVED BY MARCH 14, 2002.
WHEREAS, The Alvin Ailey American Dance Theater (Applicant) will be held
March 8, 2002, through March 10, 2002, in the City of Miami Beach; and
WHEREAS, in order to publicize the event and draw attention of the media and
the public at large, the Applicant has requested light pole banners, measuring 3 feet by
7 feet; and
WHEREAS, the Applicant has been through the required design review permit
process in order to obtain approval for said banners; and
WHEREAS, said banners are to be installed no earlier than February 20, 2002,
ahd removed byMarch 14, 2002; and
WHEREAS, the Applicant has requested approval and authorization for the
placement of a total of thirty-four (34) banners; and
WHEREAS, the Applicant has posted a performance bond to ensure the removal
of the banners by March 14, 2002, and will ensure that any damage to light poles will be
repaired at its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City
Commission approve the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of thirty-four (34) banners for
the Alvin Ailey American Dance Theater to be held in the City of Miami Beach, March 8,
2002, through March 10,2002, as requested by the Applicant at the following locations:
Macarthur Causeway, between the Coast Guard Station and Alton Road; 17th Street,
between Meridian Avenue and Washington Avenue; Washington Avenue, between
Lincoln Road and Dade Boulevard; 5th Street, between Alton Road and Ocean Drive;
and 41st Street, between Alton Road and Pinetree Drive; said banners to be affixed to
light poles in the public right-of-way; measuring 3 feet by 7 feet and having a copy and
design as shown on the attached drawing; and to be installed and removed in
accordance with all other applicable City requirements; the Administration further
recommends that these banners be installed no earlier than February 20, 2002, and
removed by March 14, 2002.

Pursuant to Section 82-411 - Light Pole Banners: The following information
is provided for the Light Pole Banners for the Alvin Ailey American Dance
Theater March 8-10, 2002.
The light pole banners for Alvin Ailey American Dance Theater are 3 feet in width and 7
feet in length double faced and are made of vinyl. The banners will be screen-printed
using a four-color process. The text of the light pole banner consists of the name and date
of the event.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the
installation of temporary banners which reads, in part:

(1) The right to install, as well as the number, location and method of installation of
banners shall be subject to the design review process and approved by the City
Commission and the Public Works Department.
(2) Banners shall not exceed three feet in width by seven feet in length. Banners may
be double-sided. The color, design and material of all banners shall be approved
under the design review process.
(3) Banners announcing special events either to be held in City or to be associated in
some manner with the city, as determined by the City Commission, may be erected
up to 30 days prior to the event being announced and must be removed within
seven days after such event. Special event banners shall require prior approval by
the City Commission.
(4) A performance bond shall be required to ensure the removal ofthe banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct banners to be removed at any time.
The purpose of the banners is to promote the Alvin Ailey American Dance Theater at the
Jackie Gleason Theater. This event is sponsored by the Concert Association of Florida.
If approval is granted, the proposed temporary banners are recommended to be installed
no earlier than February 20, 2002 and removed no later than March 14, 2002 by the
banner company.
The City Commission should approve the installation of the subject light pole banners for
Alvin Ailey American Dance Theater, to be held in the City of Miami Beach, from March 8,
2002, to March 10,2002.
