RESOLUTION NO. 2002-24726
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, REJECTING ALL PROPOSALS RECEIVED IN
RESPONSE TO REQUEST FOR PROPOSALS NO. 137-99/00, FOR THE
ESTABLISHMENT OF A RESOURCE LIBRARY FOR INFORMATION
TECHNOLOGY AND TELECOMMUNICATIONS SERVICES; AUTHORIZING
THE ISSUANCE OF A REQUEST FOR QUALIFICATIONS (RFQ) FOR THE
ESTABLISHMENT OF A RESOURCE LIBRARY FOR INFORMATION
TECHNOLOGY AND TELECOMMUNICATIONS SERVICES.
WHEREAS, the Mayor and City Commission at its September 27, 2000 meeting,
adopted Resolution Number 2000-24086, which authorized the Administration to issue a
Request for Proposals (RFP) to solicit proposals from qualified and experienced Information
Technology/Telecommunications firms and/or individuals; and
WHEREAS, on October 18, 2000, RFP notices were sent by DemandStar to 468
firms and individuals, with 136 individuals requesting a copy of the RFP; and
WHEREAS, on January 29, 2001, the City received ten (10) proposals from firms
interested in providing consulting seNices; and
WHEREAS, because of the infrastructure work that was under way the need for
application development consultants was delayed, the Evaluation Committee was not
appointed and the IT Department continued to acquire the necessary seNices relating to
the infrastructure deployment from Ikon Office Solutions pursuant to their state contract.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, reject all proposals received in response
to Request for Proposals No. 137-99/00, and authorize the issuance of a Request for
Qualifications (RFQ) for the establishment of a resource library for Information Technology
and Telecommunications SeNices.

Item Summary/Recommendation:

background in personal computers, client/server platforms, data communications, and other IT and

ANAL YSIS
The Mayor and City Commission at its September 27, 2000 meeting, adopted
Resolution Number 2000-24086, which authorized the Administration to issue a
Request for Proposals (RFP) to solicit proposals from qualified and experienced
Information Technology/Telecommunications firms and/or individuals who have
experience or background in the following functional areas:
. personal computers and client/server platforms;
. data communications using Local Area Networks and Wide Area Networks;
. Geographic Information Systems (GIS) and Computer-Aided Design (CAD);
. Internet/lntranet/Extranet Applications;
. EDI Consulting and Technical Support; and
. Application Consulting Services.
In order to obtain the above professional services in a timely fashion, the concept of a
Resource Library was investigated. The Resource Library would contain qualified firms
and/or individuals such as:

Now is an appropriate time to re-establish a resource library with updated proposal from
qualified IT consultants. Therefore, the Administration recommends that the Mayor and
City Commission adopt the attached resolution which rejects all proposals received,
authorizes the issuance of an RFO.
