A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE
BOARD OF THE MIAMI BEACH REDEVELOPMENT AGENCY,
AUTHORIZING THE APPROPRIATION OF $547,373 FROM CITY
CENTER REDEVELOPMENT AGENCY TAX. INCREMENT
FUNDS, FOR COSTS, MORE PARTICULARLY DESCRIBED IN
EXHIBIT "A", RELATED TO THE CITY CENTER
REDEVELOPMENT AREA PORTION OF THE FLAMINGO/LUMMUS
NEIGHBORHOOD STREETSCAPE PROJECT.
WHEREAS, the City has issued General Obligation (G.O.) Bonds, Stormwater
Revenue Bonds and Water and Wastewater Revenue Bonds, to provide funding for a
number of needed capital projects to be constructed in various areas of the City to
upgrade and improve the infrastructure for the purpose of providing better service to
residents and visitors; and
WHEREAS, on December 21, 2000, EDAW, Inc. submitted proposals in
response to RFQ. No. 07-00/01, for Urban Design, Landscape Architecture, and
Engineering Services for Planning, Design, Construction Administration Services for
Streetscape and Utility Improvements in four neighborhoods, which included the
Flamingo/Lummus Neighborhood; and
WHEREAS, on March 28, 2001 the Mayor and City Commission adopted
Resolution No. 2001-24277, authorizing the Administration to enter into negotiations
with EDAW, Inc., to refine the scope of work, and to negotiate the fees to be paid for
the work; and
WHEREAS, on July 18, 2001, the Mayor and City Commission adopted
Resolution 2001-24506 authorizing the execution of an Agreement between the City of
Miami Beach and EDAW, Inc., for Professional Services for the Flamingo/Lummus
Neighborhood Streetscape Project; and
WHEREAS, the geographic limit of the Flamingo/Lummus Neighborhood
contains portions of the City Center and South Pointe Redevelopment Areas; and
WHEREAS, the Administration requests that eligible improvements in these
areas be funded by available tax increment funds; and
WHEREAS, the design level cost estimates, more particularly described in
Exhibit "A," for the Flamingo/Lummus Neighborhood Streetscape Project are
$5,511,931, not inclusive of the Redevelopment Areas; and
WHEREAS, the design level cost estimates, more particularly described in
Exhibit "A," for the City Center portion of the Flamingo/Lummus Neighborhood are
Streetscape Project are $547,373;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND MEMBERS
OF THE BOARD OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the
Chairman and Members of the Board authorize the appropriation of $547,373 from City
Center Redevelopment Agency Tax Increment Funds, For Costs, more particularly
described in Exhibit "A", related to the City Center Redevelopment Area portion of the
Flamingo/Lummus Streetscape Project

ANALYSIS
On July 18, 2001, the Mayor and City Commission adopted Resolution 2001-24506
authorizing the execution of an Agreement between the City of Miami Beach and EDAW,
Inc., for Professional Services for the Flamingo/Lummus Neighborhood Streetscape.
EDAW's responsibilities for this project include Urban Design, Landscape Architecture and
Engineering Services for the Planning, Design, and Preparation of Construction
Documents, and for Assistance with Bidding and Construction Administration.
On December 6, 2001, EDAW proposed design cost estimates for improvements within
the Flamingo/Lummus Neighborhood. These cost estimates were organized into three
geographic bid packages, named A, Band C. Portions of each of these three bid
packages include design cost estimates for improvements on right-of-ways (ROW) within
either the City Center or South Pointe Redevelopment Area.
The design cost estimate for RDA area ROW improvements, with a 10% contingency, is
$2,051,670. The City Center portion of this amount is $547,373. The project scope
includes improvements to RDA portions of Espanola Way, Drexel Avenue, 14th Lane, and
16th Street. The design cost estimate for remaining areas within the Flamingo/Lummus
Neighborhood, with a 10% contingency, is $5,511,931. These improvements, including
geographic location within the neighborhood, cost estimates, and bid package information

are more specifically described in the attached Exhibit "A." Also attached is Exhibit "B",
which provides additional financial analysis on RDA area bid packages, and Exhibits "C"
