98-22907 RESO RESOLUTION NO. 98-22907 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY TO EXTEND FUNDING OF THE OFF -DUTY POLICE PROGRAM FOR WASHINGTON AVENUE FOR THIRTY (30) DAYS; APPROPRIATING THOSE FUNDS, IN THE AMOUNT OF $22,000, FROM RESORT TAX REVENUES; AND CONTINUING TO ADMINISTER THE PROGRAM THROUGH THE POLICE ATHLETIC LEAGUE (PAL) OF MIAMI BEACH. WHEREAS, the administrative responsibilities for monitoring and administering the Off- Duty Police Program for Washington Avenue have been performed by the Miami Beach Police Athletic League; and WHEREAS, the Administration recommends that the Mayor and City Commission approve funding, in the amount of $22,000, for thirty (30) days, for the City to accomplish the provision of these necessary security services on Washington Avenue. NOW THEREFORE, BE IT nUL Y RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorize the City to extend funding of the Off-Duty Police Program for Washington Avenue for thirty (30) days; appropriating those funds in the amount of $22,000, from Resort Tax Revenues; and continuing to administer the program through the Police Athletic League (P AL) of Miami Beach. FROM: Sergio Rodriguez City Manager ADMINISTRA TION RECOMMENDATION Adopt the Resolution. BACKGROUND For the past several years, the community has urged increased police presence on Washington Avenue. While the majority of officers are assigned there on regular shifts, additional staff is placed through the Off-Duty Program. The Off-Duty Police administrative functions were initially provided by the Miami Beach Community Development Corporation (MBCDC). The City's agreement with MBCDC ended at the end offiscal year 1997, and, at the Administration's request, was extended by the City Commission for an additional 60 days which lapsed at the end of November, 1997. MBCDC received a 10% administration fee for administering the Off-Duty Program. In December of 1997, the City Commission awarded the supervision of the Off-Duty Program for Washington Avenue to the Police Athletic League (PAL). PAL has successfully monitored this program for the past ten months. The Administration recommends that PAL continue to administer the Off-duty Program for an additional 30 days in order to give the Administration an opportunity to re-evaluate police staffing needs for Washington Avenue. The proposed increases in the City's budget for the Police Department may negate the need to fill as many positions with off-duty police officers. A 30-day extension is necessary in which to evaluate the needs of the area and the funding sources that are available. The remuneration, approximately $22,000 for the month, is available from Resort Taxes. Continuance of the additional police presence on Washington Avenue is essential. AGENDA ITEM~ DATE q,~?>-(r~ ~ ANALYSIS The Police Athletic League has administered the Off-Duty Police Program for Washington Avenue and has benefitted with the receipt of an administrative fee of 10%. (P AL is in the process of building a new state-of-the-art facility which, when completed, will greatly enhance available programming for our City's children.) PAL has validated all payroll reports and monitored the program on an ongoing basis. The Program costs of the past 10 months have averaged $5,500 per week. A 30-day extension is necessary to further evaluate staffing needs and funding options.
