A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE MAYOR AND THE CITY CLERK TO EXECUTE A
SECOND AMENDMENT TO THE PROFESSIONAL
SERVICES AGREEMENT BETWEEN THE CITY AND THE
JOINT VENTURE OF LAW ENFORCEMENT
PSYCHOLOGICAL AND COUNSELING ASSOCIATES, INC.
AND FORENSIC PSYCHIATRIC AND PSYCHOLOGICAL
ASSOCIATES OF FLORIDA; SAID AMENDMENT
EXTENDING THE AGREEMENT UNTIL MAY 5,1998.
Whereas, the City wishes to continue to evaluate the psychological suitability (If
applicants for employment in specific job classifications within the City to pro'lide
psychological services for employees; and
Whereas, in 1992, the City, through the competitive bidding process, received on y
two (2) proposal responses and two (2) "No Bid" responses; and
Whereas, the proposal selection committee unanimously recommended the Joint
Venture of Law Enforcement Psychological and Counseling Associates, Inc. and Forels C
Psychiatric and Psychological Associates of Florida based upon responsivenes:~i,
qualifications, experience in psychological services and in public safety and reputation; an:l
Whereas, on May 6, 1992, the Mayor and City Commission authorized the awal j
of an agreement to the Joint Venture; and
Whereas, the original Agreement was awarded for an initial two (2) year term 'Nit 1
an option for a third, fourth, and fifth year, at the City's discretion; and
Whereas, the Joint Venture has continued to perform these services since the
Agreement was awarded; and
Whereas, the primary users of this Agreement, the City's Fire and Pc,lice
Departments, have been pleased with the quality of service and have requested that the
Agreement be extended; and
Whereas, the Mayor and City Commission deem it to be in the best interest of the
City to extend the Agreement until May 5, 1998; and

Whereas, funding for the extension of the Agreement is available from the budqe's
of the Fire and Police Departments, respectively, and other affected departments.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND eIT'\'
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Ciy
Commission hereby authorize the Mayor and the City Clerk to execute the attache d

ADMINISTRATION RECOMMENDATION:
It is recommended that the Mayor and City Commission authorize the Second Amendment t:> he
May 06, 1992, Agreement with the Joint Venture of Law Enforcement Psychological end
Counseling Associates, Inc., and Forensic Psychiatric and Psychological Associates of Floridc, s~id
amendment, extending the Agreement through May 05, 1998.
COST OF AGREEMENT AND FUNDING:
The charge remains $215 for each individual who is evaluated (an estimated annual cost of
$54,180). The City will pay only for the number of individuals who are actually evaluated. Furds
are available from Budget Accounts of various departments, such as Police and Fire Departmerts,
subject to OMB approval. (This estimate is approximate only, and is based on expenditures sir ce
1994 - estimate: $10,965 for the Fire Department and $43,215 for the Police Department.)
BACKGROUND:
In 1992, the City of Miami Beach sought a psychological service provider to supply comprehens ve
pre-employment evaluations and employee counseling. Notice of Request for Proposals (RFP)
Number 73-91/93 was issued on February 25, 1992. Twenty-four (24) specifications were maill'3d
by the City. On March 19, 1992, the Purchasing Division opened two (2) proposal response:; and
two (2) "No Bid" responses.
Proposal Responses were received from:
1. International Assessment Systems, Inc.
2. Joint Venture: Law Enforcement Psychological and Counseling Associates Inc. and For3n :iic
Psychiatric and Psychological Associates of Florida
"No Bid" Responses were received from David Santisteban, Ph.D. and Barbara R. Sherry, Ph, D.
The City Manager appointed a selection Committee: Fire Chief, Chief of Police, Acting/Personnel
Director, Acting/Assistant Personnel Director, and Assistant Purchasing Agent. The Sele ctim

Director, ActinglAssistant Personnel Director, and Assistant Purchasing Agent. The Selecticn
Committee reviewed the proposals for responsiveness to the RFP, experience in the Held,
experience with similar clients, proposed methodology for conducting evaluations, ard
qualifications. The Selection Committee unanimously recommended the Joint Venture.
May 6, 1992, the Mayor and the City Commission authorized the award of the Agreement tel t~ e
Joint Venture to provide psychological services for applicants and employees. The ori!lin~1
Agreement was awarded for an initial two (2) year term with an option for a third, fourth, and fifh
year at the City's discretion. The Joint Venture has continued to perform these services sincE! t~ e
Agreement was awarded. The amendment would carry the Agreement through May 5, 199B.
It is estimated that the annual cost of this Agreement will be $54,180, with the majority 01 t~ e
applicants evaluated being potential police officers, firefighters, dispatchers, communicatior s
operators, and other civilian positions within the Police Department. The firm will continue' 0
identify whether or not individuals are psychologically suited for each classification, through tef.tir g
and clinical interviews.
ANALYSIS:
As indicated by the fact that there were only two (2) responses to the RFP, psychological screenir g
of public safety applicants is a highly specialized field, requiring familiarity with all the subtletie;,
ramifications, and legal issues involved with this type of screening.
The committee evaluated the proposals as follows:
The Joint Venture had over 50 years of experience in administering psychological service;.
The Joint Venture had screened over 20,000 applicants in the last 15 years.
The Joint Venture listed 41 law enforcement agencies to which it supplied
psychological screening and counseling services.
. The Joint Venture was recognized as a leader in the field, as evidenced by its lint .)f
references, which includes every major Police agency in Dade County.
. The Joint Venture employed four consultants with doctorate degrees, and had min:)riy
participation in its staff.
The Joint Venture voluntarily designed an early warning program for the Miami Beach Polk e
Department to deal with excessive use of force.
CONCLUSION:
After careful evaluation of both proposals, it was a unanimous decision to select the Joint Ver tUI e
of Law Enforcement Psychological and Counseling Associates, Inc. and Forensic Psychiatric ar d
Psychological Associates of Florida, based on their excellent qualifications, experience, reputatio 1,
and references.
Since the Agreement was awarded in 1992, the primary users, the Fire Department and the PI)lic e
Department, have been very pleased with the quality of the services provided by the Joint Ver tUl e
and have requested that this Agreement be extended.
It is recommended that the Mayor and the City Commission authorize the Second Amendmelt to
the Agreement between the City and the Joint Venture of Law Enforcement Psycholonical
Counseling Associates, Inc., and Forensic Psychiatric and Psychological Associates of Florida, sa d
