A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE A JOINT PARTICIPATION AGREEMENT (JPA) WITH THE FLORIDA
DEPARTMENT OF TRANSPORTATION (FDOT), WHICH AWARDS $139,993 IN FISCAL
YEAR 2001-02 SERVICE DEVELOPMENT FUNDS TO THE WASHINGTON AVENUE
ROUTE OF THE ELECTROWAVE SHUTTLE SERVICE; AND APPROPRIATING THE
FUNDS AS PART OF THE 2001-02 ELECTROWAVE OPERATING BUDGET, WHICH
WAS ADOPTED BY RESOLUTION NO. 2001-24586, DATED SEPTEMBER 21, 2001.
WHEREAS, the adopted Fiscal Year 2001-02 Electrowave Operating Budget includes $100,000
in Service Development funds 'promised' by the Florida Department of Transportation (FOOT), for
the operating purposes of the Washington Avenue Route service; and
WHEREAS, FOOT has additional funds and will provide the City and its Electrowave Service
$139,993 instead; and
WHEREAS, the required equal local match to the FOOT funds has already been amply provided
by the $1.2 million in Miami Beach Parking Enterprise Retained Earnings, which were appropriated
as part of the FY 2001-02 Electrowave Operating Budget adopted by Resolution No. 2001-24586,
dated September 21, 2001; and
WHEREAS, the FOOT funds will become available to the City only after a Joint Participation
Agreement (JPA) is approved and executed by both parties; and
WHEREAS, the beginning and ending dates of the FOOT funds are, respectively, February 28,
2002, and June 30, 2005.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and
authorize the Mayor and City Clerk to execute a Joint Participation Agreement (JPA) with the Florida
Department of Transportation (FOOT), which awards a $139,993 in Fiscal Year 2001-02 Service
Development Funds to the Washington Avenue Route of the Electrowave Shuttle Service; and
appropriate the funds as part of the Fiscal Year 2001-02 Electrowave Operating Budget, which was
adopted by Resolution No. 2001-24586, dated September 21, 2001.

Item SummarylRecommendation:
FDOT had promised $100,000 (already included in the adopted FY 2001-02 Budget) pending arrival of
funds by January 2002. FDOT has added funds available and is now willing to pay $139,993, instead. In
order for these funds to become available to the City, it is required that the attached Joint Participation
Agreement (JPA) be approved and fully executed by both parties. The local match is already provided by
the Miami Beach Parking Enterprise Retained Earnings-PERE (over $1.2 million) funds that were
appropriated as part of the adopted 2001-02 Electrowave Operating Budget. JPA funds are reimbursable
funds. The Administration recommends adoption of the Resolution.

ANALYSIS
Resolution No. 2001-24586, dated September 21, 2002, adopted the FY 2001-02
Electrowave Operating Budget, which includes, among its various funding sources, a
promised $100,000 in Florida Department of Transportation (FDOT) Service Development
Program funds. FDOT has additional funds and will provide the City and its Electrowave
Shuttle Service $139,993 instead. These funds are dedicated to the Washington Avenue
Route service.
Attached hereto is the FDOT -provided Joint Participation Agreement (JPA), which requires
approval and execution by both the City and FDOT in order for these funds to become
available for City use. The effective date of the funds is February 28, 2002. The required
local match (equal amount) has already been amply provided by the City, as part of the
adopted Electrowave Budget.
The Administration recommends approval of the JPA and its related Resolution.
