RESOLUTION NO. 2002-24759
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING THE CONTINUED USE OF MIAMI FIRE
EQUIPMENT, INC., FOR AN ESTIMATED AMOUNT OF $48,000, TO PROVIDE FIRE
SAFETY SYSTEMS INSPECTIONS AND MAINTENANCE SERVICES ON A MONTH-
TO-MONTH BASIS UNTIL SUCH TIME THAT THE CITY AWARDS A CONTRACT
FOR SAME AS A RESULT OF A FORMAL BID PROCESS.
WHEREAS, since the expiration of its contract, which was awarded, pursuant to
Invitation for Bid No. 111-94/95, Miami Fire Equipment, Inc. has continued to satisfactorily
provide fire safety systems inspections and maintenance services for the City; and
WHEREAS, the Administration is in the process of issuing an Invitation for Bids which
will allow for the flexibility to recommend award to one firm or multiple firms as determined to
be in the best interest of the City; and
WHEREAS, the Administration anticipates that following the conclusion of the
aforestated bid process, an award recommendation will be presented to the Mayor and City
Commission at its April 1 0, 2002 meeting; and
WHEREAS, the total amount that will be incurred retroactively from October 1, 2001,
through April 30, 2002, is $48,000; and
WHEREAS, it is therefore the recommendation of the Administration that the Mayor and
City Commission approve the continued use of Miami Fire Equipment on a month-to-month
basis for an estimated amount of $48,000, until such time that the new bid process is
concluded and a new contract is awarded.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, approve the continued use of Miami Fire
Equipment, Inc., for an estimated amount of $48,000, to provide fire safety systems
inspections and maintenance services on a month-to-month basis until such time that the City
awards a contract for same as a result of a formal bid process.

ANALYSIS
Since the expiration of their contract which was awarded as a result of a competitive bid
process, Miami Fire Equipment, Inc. has been providing fire safety systems inspections
and maintenance services for the City. They have provided this service for the fire
pumps, fire alarm systems, fire sprinkler systems, Halon fire control systems, and Dry
chemical fire extinguishers at several locations, on a month-to-month basis.
Although the City received three (3) bids, this contract was awarded to Miami Fire
Equipment based on the fact that they were the only firm to meet the requirements of
the bid, which required bidders to submit a bid on all five (5) of the required fire
systems. Two firms were deemed non-responsive based on the following reasons:
1) one firm only submitted a bid for the Fire Alarm Systems; and
2) another firm submitted a bid for the Fire Pump and the Fire Sprinkler Systems.
The Administration is currently revising the required Scope of Work to allow for the
flexibility to recommend award to one firm or multiple firms as determined to be in the
