Scope of Work: The work for the Roof Replacement consists offumishing all labor, machinery,
tools, means of transportation, supplies, equipment, materials, services necessary for the removal of
existing and installation ofa new roof to 555 17m Street building. The specified roof and related
components will consist of approximately 14,097 sq. ft. This work will require a
Warranty/Guarantee for a minimum of twenty (20) yean.
The work will include removing and replacing the existing roof and insulation, removal of Owner
designated equipment and equipment supports, localized deck reattachment/repair! replacement,
temporary roofing, removal of existing flashings, tapered cellular concrete system, mechanically
fastened base sheet, rework existing drains, hot applied 4 ply built-up roofing system, gravel
surfaced, new drains, specified flashings and accessories.
Scope of Work: The work for the HV AC Renovation consists of removal of two existing units on
the roof and removal of all existing support steel frames.
Furnish and install two new air conditioning units, support steel frames, duct work canvas cormectors,
electrical, plumbing, controls, engineering drawings and permits necessary to successfully complete
the work. This work will require a Warranty/Guarantee for a minimum of one (1) year.
The Contractor awarded this project must be able to pull any/all required permits no later than
January 31st, 2002.
A Pre-Bid Conference/Site Visit has been scheduled for 2:00 p.m. on January 7 at 555 Building
located at 555 17th Street, Miami Beach, FI 33139.
The successful bidder will be required to furnish Performance and Payment Bonds, each in the
amount of one hundred (1000.10) percent of the Contract amount.
Attendance at this Pre-Bid Conrerence/Site Visit is highly encouraged and recommended as a
valuable source of information, however it is not mandatory.

Miami Beach Property Management Division, 1245 Michigan Avenue, Miami Beach, FL

Any questions or clarifications concerning this Bid shall be submitted in writing by mail or filcsimile to
the Property Management Director, 1245 Michigan Avenue, Miami Beach, FL 33139, or FAX: (305)
673-4168. The Quotation title/number shall be referenced on all correspondence.
All questions must be received no later than seven (7) calendar days (January 22, 2002) prior to the
scheduled Bid opening date. All responses to questions/clarifications will be sent to all prospective
bidders in the form of an addendum.
The City of Miami Beach reserves the right to accept any quotation deemed to be in the best interest
of the City of Miami Beach. The City of Miami Beach may reject any and all quotations.

1- Q. How are the parapet walls being treated?
A. There is a section on the specification that coven the painting of the
walls (31-3.20).
The Coral-crete used for the coping caps and part of the outside waD
facing 17th street, shall not be modified or coated.
There shaD be a reglet joint cut of 1.5" deep on the outside waD facing
1 ~ Street, beUow the Coral-crete, to instaD the counter flashing ,for tbe
walkway roof (see drawings)
1- Q. What is going to happen to the scupper that has been cancelled.?
A. That scupper shall be re opened and a downspout fabricated so that
the water can run oft'to tbe east side of the walkway.
3- Q. Is there going to be a gutter installed on the lower roof?
A. Yes, a gutter shaD be instaDed on the outside of tbe walkway roof
facing I1b street. (See drawings)

HVAC Renovation of the 55517'(11 Street Quotation is amended as foUows:
I~ Tbe following are clarifications to HV AC questions from tbe Pre- Bid
Conference! Visit at the 555 Building:
1. The existing duct work on the roof shall be removed and all roof penetrations shall be
closed. This work shall be coordinated with roofing contractor.
2. Condensing units may be mounted on either support frames or roof curbs. This work
shall be coordinated with roofing contractor.
3. Air handling units shall be connected to existing duct work with sheet metal and canvas
connectors for vibration reduction.
4. Fire dampers shall be installed on the return plenum at the mechanical room.
S. All masonry and carpentry work necessary to succesfully remove existing units and
install new units shall be the contractor's responsibility.
6. Contractor shall install access doors on mechanical rooms to facilitate future service
and repair work.
7. Contractor shall install outside air louvers as required by the building code.
8. Contractor shall supply new programmable thermostats.

1.0 GENERAL CONDmONS
1.1 SEALED BIDS:
Original copy of Bid Form as well as any other pertinent documents must be returned in order
for the bid to be considered for award. All bids are subject to the conditions specified hereon
and on the attached Special Conditions, Specifications and Bid Form.
The completed bid must be submitted in a sealed envelope clearly marked with the Bid Title
to the City of Miami Beach Property Management Director, 1245 Michigan Avenue,
Miami Beach, Florida 33139. Facsimile bids will be accepted.
1.2 EXECUTION OF QUOTE:
Quote must contain a manual signature of an authorized representative in the space provided
on the Quote Form. Failure to properly sign the quote form shall invalidate same and it shall
NOT be considered. All quotes must be completed in pen and ink or typewritten. No
erasures are permitted. Ifa correction is necessary, draw a single line through the entered
figure and enter the corrected figure above it. Corrections must be initialed by the person
signing the bid. Any illegible entries, pencil bids or corrections not initialed will not be
tabulated. The original quote conditions and specifications CANNOT be changed or altered
in any way. Altered quotes will not be considered. Clarification of the quote submitted shall
be in letter form, signed by bidders and attached to the quote.
1.3 NO QUOTE:
If not submitting a quote, respond by returning the enclosed quote form questionnaire, and
explain the reason. Repeated failure to not quote without sufficient justification shall be cause
for removal of a supplier's name from the quote mailing list.
1.4 PRICES QUOTED:
Deduct trade discounts and quote firm.net prices. Give both unit price and extended total,
when requested. Prices must be stated in units of quantity specified in the bidding
specifications. In case of discrepancy in computing the amount of the QUOTE, the UNIT
PRICE quoted will govern. All prices must be F.O.B. destination, freight prepaid (unless

Quotes shall be opened and publicly read on the date, time and place specified on the Quote
Form. All quotes received after the date, time, and place may be returned, unopened.
1.20 INSPECTION, ACCEPTANCE & TITLE:

1.36 CANCELLATION:

All such requests for clarification must be made in writing and the person submitting the
request will be responsible for its timely delivery.
Any interpretation of the quote, if made, will be made only by Addendum duly issued by the
City of Miami Beach Property Management Director. The City shall issue an Informational
Addendum if clarification or minimal changes are required. The City shall issue a Formal
Addendum if substantial changes which impact the technical submission of quotes are
required. A copy of such Addendum shall be sent by mail or facsimile to each Bidder
receiving the Solicitation. In the event of conflict with the original Contract Documents,

1.47 DEMONSTRATION OF COMPETENCY:
1) Pre-award inspection of the Bidder's facility may be made prior to the award of contract.
Quotes will only be considered from firms which are regularly engaged in the business of
providing the goods and/or services as described in this invitation for quote. Bidders must be
able to demonstrate a good record of performance for a reasonable period of time, and have
sufficient financial support, equipment and organization to insure that they can satisfactorily
execute the services if awarded a contract under the terms and conditions herein stated. The
terms "equipment and organization" as used herein shall be construed to mean a fully
equipped and well established company in line with the best business practices in the industry
and as determined by the City of Miami Beach.
2) The City may consider any evidence available regarding the financial, technical and other
qualifications and abilities of a Bidder, including past performance (experience) with the City
in making the award in the best interest of the City.
3) The City may require Bidders to show proofthat they have been designated as authorized
representatives of a manufacturer or supplier which is the actual source of supply. In these
instances, the City may also require material information from the source of supply regarding
the quality, packaging, and characteristics of the products to be supplies to the City through
the designated representative. Any conflicts between this material information provided by
the source of supply and the information contained in the Bidder's Proposal may render the
Quote non-responsive.
4) The City may, during the period that the Contract between the City and the successful
Bidder is in force, review the successful Bidder's record of performance to insure that the
Bidder is continuing to provide sufficient financial support, equipment and organj73tion as
prescribed in this Solicitation. Irrespective of the Bidder's performance on contracts
awarded to it by the City, the City may place said contracts on probationary status and

1.48 DETERMINATION OF A W ARB
The City Commission shall award the contract to the lowest and best bidder. In
determining the lowest and best bidder, in addition to price, there shall be considered the
following:
a. The ability, capacity and skill of the bidder to perform the Contract.
b. Whether the bidder can perform the Contract within the time specified, without
delay or
c. The character, integrity, reputation, judgement, experience and efficiency of the
bidder.
d. The quality of performance of previous contracts.
e. The previous and existing compliance by the bidder with laws and ordinances
relating to the Contract.
1.49 ASSIGNMENT:
The contractor shall not assign, transfer, convey, sublet or otherwise dispose of this contract,
including any or all of its right, title or interest therein, or his or its power to execute such
contract to any person, company or corporation without prior written consent of the City of
Miami Beach.
1.50 LAWS, PERMITS AND REGULATIONS:
The bidder shall obtain and pay for all licenses, pennits and inspection fees required for this
project; and shall comply with all laws, ordinances, regulations and building code
requirements applicable to the work contemplated herein.
1.51 OPTIONAL CONTRACf USAGE:
As provided in Section 287.042 (17), Florida Statutes, other State agencies may purchase
from the resulting contract, provided the Department of Management Services, Division of
Procurement, has certified its use to be cost effective and in the best interest of the State.
Contractors have the option of selling these commodities or services certified by the Division
to the other State agencies at the agencies option.
1.52 SPOT MARKET PURCHASES:

Bids from related parties. Where two (2) or more related parties each submit a bid or

ownership, control and management of such related parties in the preparation and submittal of
such bids or proposals. Related parties mean bidders or proposers or the principals thereof

The contractor, at all times during the full duration of work under this contract, including extra
work in connection with this project shall meet the following requirements:
Maintain Worker's Compensation and Employer's Liability Insurance to meet the statutory
requirements of the State of Florida.
Maintain Comprehensive General Liability Insurance in amounts prescribed by the City (see
checklist for limits) to protect the contractor in the interest of the City against all risks of injury
to persons (including death) or damage to property wherever located resulting from any action
or operation under the contract or in connection with the work. This policy is to provide
coverage for premises/operations, independent contractor, broad form property damage,
products/completed operations and contractual liability.
Maintain Automobile Liability Insurance including Property Damage covering all owned, non-
owned or hired automobiles and equipment used in connection with the work.
Maintain any additional coverages required by the Risk Manager as indicated on the Insurance
Check List.
Name the City of Miami Beach as an additional insured on all liability policies required by this
contract. When naming the City of Miami Beach as an additional insured onto your policies,
the insurance companies hereby agree and will endorse the policies to state that the City will
not be liable for the payment of any premiums or assessments. A copy of the endorsement(s)
naming the City of Miami Beach as an additional insured is required and must be submitted to
the City's Risk Manager.
No change or cancellation in insurance shall be made without thirty (30) days written notice to
the City of Miami Beach Risk Manager.
All insurance policies shall be issued by companies authorized to do business under the laws of

All policies issued to cover the insurance requirements herein shall provide full coverage from
the first dollar of exposure. No deductibles will be allowed in any policies issued on this
contract unless specific safeguards have been established to assure an adequate fund for
payment of deductibles by the insured and approved by the City's Risk Manager.
The liability insurance coverage shall extend to and include the following contractual indemnity
and hold harmless agreement:
"The contractor hereby agrees to indemnifY and hold hannless the City of Miami Beach, a
municipal corporation, its officers, agents, and employees from all claims for bodily injuries to
the public in and up to the amount of $1,000,000.00 for each occurrence and and for all
damages to the property of others in and up to the amount of $1,000,000.00 for each

officers, agents, and employees, as determined by a court of competent jurisdiction.
The contractor will notify his insurance agent without delay of the existence of the Hold
Harmless Agreement contained within this contract, and furnish a copy of the Hold Hannless
Agreement to the insurance agent and carrier.
The contractor will obtain and maintain contractual liability insurance in adequate Hmits for the
sole purpose of protecting the City of Miami Beach under the Hold Hannless Agreement from
any and all claims arising out of this contractual operation. .
The contractor will secure and maintain policies of subcontractors. All policies shall be made
available to the City upon demand. Compliance by the contractor and all subcontractors with
the foregoing requirements as to carrying insurance and furnishing copies of the insurance
policies shall not relieve the contractor and all subcontractors of their liabilities and obligations
under any Section or Provisions of this contract. Contractor shall be as fully responsible to the
City for the acts and omissions of the subcontractor and of persons employed by them as he is
for acts and omissions of persons directly employed by him.
Insurance coverage required in these specifications shall be in force throughout the contract
term. Should any awardee fail to provide acceptable evidence of current insurance within seven
days of receipt of written notice at any time during the contract term, the City shall have the
right to consider the contract breached and justifYing the termination thereof.
If bidder does not meet the insurance requirements of the specifications; alternate insurance
coverage, satisfactory to the Risk Manager, may be considered.

shall not restrict the coverage provided by these policies for one insured hereunder with
respect to a liability claim or suit by another insured hereunder or an employee of such other

MEASUREMENT AND PAYMENT
3.1 Measurement of Quantities - All work completed under this Contract shall be measured
by the Engineer, according to United States Standard Measures. All measurements shall be taken
horizontal or vertical, except for paving surfaces, which will be taken along the actual surface of the
pavement. No allowance shall be made for surfaces laid over a greater area than authorized or for
material moved from outside of slope-stakes and lines shown on the Plans, except where such work is
done upon written instructions of the Engineer.
3.2 Scope of Payments - It is understood and.agreed that the Contractor shall receive and
accept the prices and rates, as herein specified, in full payment for furnishing all materials, labor,
equipment, and tools, and for perfonning all the Work contemplated and embraced in the attached
Specifications and Proposal, also for all loss or damage arising out of the nature of the Work
aforesaid, or from the action of the elements or for any unforeseen difficulties or obstructions which
may arise or be encountered in the prosecution of the Work, until its final acceptance as hereinafter
provided for, and also for all risks of every description and all expenses incurred by or in consequence
of the suspension or discontinuance of the Work as herein provided for, or for any infringement of
patent, trademark, or copyright, and for the completion of the Work in accordance with the Plans,
Specifications, and Contract.
3.3 Payment and Compensation for Altered Quantities -When Alterations in Plans or
quantities of work not requiring Supplemental Agreements as herein before provided for are ordered
and performed, the Contractor shall accept payment in full at the Contract unit price for the actual
quantities of work done~ no allowance will be made for anticipated profits~ increased or decreased
work involving Supplemental Agreements shall be paid for as stipulated in such agreement.
3.4 Force Account Work - All Extra Work done on a tfForce Account" basis shall be
performed by such labor, teams, tools, and equipment as may be specified by the Engineer, and will be
paid for in the following manner:
(a) For all labor, teams, and foremen in direct charge of the specified operations, the
Contractor shall receive the current local rate of wages, to be agreed upon in writing before starting
such work, for every hour that said labor, teams, and foremen are actually engaged in such work, to
which shall be added an amount equal to 15 percent of the sum thereof which shall be considered as
full compensation for general supervision and the furnishing and repairing of small tools and ordinary
equipment used on the contract such as picks, hand shovels, plows, etc. In addition to the above, the
Contractor shall receive the actual cost for Social Security Taxes, Unemployment Insurance, and
Workmen's Compensation Insurance involved in such force account work, based on the actual wages
paid the said labor and foremen. No percentage will be added to the cost of such taxes or insurance.
(b) For all materials used the Contractor shall receive the actual cost of such materials,
delivered at the site, as shown by the original receipted bills, but no percentage shall be allowed on
the cost of such materials.

(c) For any special equipment or machinery, such as power driven rollers, tractors, trucks,
shovels, drills, concrete mixers, pumps, and hoists, also industrial railway equipment, crushers, etc.,
required for the economical perfonnance of the work, the Engineer shall allow the Contractor a
reasonable rental price to be agreed upon in writing before such work is begun, for each and every
hour that said special equipment is in use on the work, to which sum no percentage shall be added.
The compensation as herein provided shall be received by the Contractor as payment in full
for Extra Work done on a force account basis.
The Contractors representative and the Inspector shall compare records of extra work done
on a force account basis at the end of each day. Copies of these records shall be made in duplicate
upon a form provided for this purpose by the Inspector and signed by both the Inspector and the
Contractor's representative, one copy being forwarded, respectively, to the Engineer of his authorized
representative, and to the Contractor. All claims for extra work done on a force account basis shall be
submitted as hereinbefore provided by the Contractor upon certified statements, to which shall be
attached original receipted bills covering the costs of and the freight charges and hauling on all
materials used in such work, and such statements shall be submitted to the Engineer on the current
estimate of the month in which work was actually done.
3.5 Omitted Items - The City shall have the right to cancel the portions of the Contract
relating to the construction of any items therein by the payment to the Contractor of a fair and
equitable amount covering all items incurred prior to the date of cancellation or suspension of the
work by order of the Engineer.
3.6 Partial Payments - If the Work progresses according to Contract, the Contractor will be
paid monthly ninety (90) percent of the value of the work completed, and materials furnished by the
Contractor under these Specifications, when such materials have been delivered, inspected, and
payments satisfactorily vouched for to the Engineer, provided the materials, in the judgment of the
Engineer, are such as will probably be incorporated in the Work within thirty (30) days; ten (10) per
cent of the amount due being reserved until a final settlement after the completion of the Work.
Contractor shall provide PARTIAL RELEASE OF LIENS with each Application for payment.
It is understood and agreed that the City may also deduct from any estimate, either partial or
final, the amount of any unsatisfied claim against the Contractor for labor, materials, teams,
equipment and! or other things as elsewhere provided herein.
Should any defective work or material be discovered previous to the final acceptance, or
should a reasonable doubt arise previous to the final acceptance as to the integrity of any part of the
completed Work, the estimate and payment for such defective or questioned work shall not be
allowed until the defect has been remedied and causes for doubt removed. The monthly payments
shall be approximate only, and all partial estimates and payments shall be subject to correction in the
final estimate and payment. If the total amount of the retained percentage of the Contract is greatly in
excess of the uncompleted portion of the Contract the Engineer may allow the Contractor a portion
of the suspended payment, provided that the City shall at all times retain an amount sufficient to
enable it to complete the uncompleted work in the Contract and liquidate unsatisfied claims.

3.7 Acceptance and Final Payment - Whenever the improvement provided for under this
Contract shall have been completely performed on the part of the Contractor, and all parts of the
Work have been approved by the Engineer according to the Contract, and all trash, debris,
equipment, and other things used in the construction removed from the site of the construction and
from the adjoining land, the Engineer, after final inspection as provided herein, shall certify such fact
to the Board in writing, recommending the acceptance of the Work.
Upon acceptance of the Work by the Board, a Final Estimate showing the value of the Work
will be prepared by the Engineer as soon as the necessary measurements and computations can be
made all prior certificates or estimates upon which payments have been made being approximate only
and subject to correction in the Final Estimate.
The amount of the Final Estimate, less any sums that may have been deducted or retained
under the provisions of this Contract., will be paid to the Contractor within thirty (30) days after the
Final Estimate bas been approved by the Board, provided that the Contractor bas furnished to the
Board a sworn affidavit to the effect that all bills are paid and no suits are pending in connection with
the Work done under this Contract. Upon this final payment the City is to be released from all liability
whatever growing out of this Contract.
No final payment shall be made without the submittal of the following documents: the
FINAL RELEASE OF LIEN, THE FINAL RELEASE OR LEITER OF APPROVAL OF
THE SURETY COMPANY, the FINAL CERTIFICATE OF COMPLETION or FINAL
CERTIFICATE OF OCCUPANCY FROM THE BUILDING OFFICIAL, a LEITER OF
FINAL COMPLETION or LEITER OF FINAL ACCEPTANCE from the AlE of record,

this written instrument, only that part of the matter in direct conflict herewith shall not be
construed to be a part hereof.
3. The Contractor shall commence work within seven (7) days of the Notice to Proceed and
shall construct and complete in a good and workmanlike manner the materials herein referred
to, strictly in accord herewith the following:
3.1 The Contractor shall be Substantially Completed with the Work within ninety (90
calendar days after the date when the Contract Time commences to run as provided
in paragraph 2.3 of the General Conditions, and completed and ready for final
payment in accordance with paragraph 14.13 of the General Conditions within on~
hundred-twenty (120) calendar days after the date when the Contract Time
commences to run.

3.2 Damages - City and Contractor recognize that the City will suffer direct financial loss
if Work is not completed within the Contract times specified in paragraph 3.1 above
(or alternate bid item No. I, if awarded by City) plus any extensions thereof allowed
in accordance with Article 12 of the General Conditions. They also recognize the
delays, expense and difficulties involved in proving in a legal or arbitration proceeding
the actual loss suffered by Owner if the Work is not completed on time, and therefore
time is of the essence. Accordingly, instead of requiring any such proof Contractor
agrees to forfeit and pay Owner as liquidated damages for delay (but not as a
penalty) the amount of Two Hundred DoUars (5200.00) for each calendar day that
expires after the Contract Time specified in paragraph 3.1 for Substantial
Completion until the Work is substantially complete. After Substantial Completion if
Contractor shall neglect, refuse, or fail to complete the remaining Work within the
Contract Time, Contractor shall pay Owner Two Hundred Dollars (5200.00) for
each calendar day that expires after the time specified in Paragraph 3.1 for
completion and readiness for final payment. These amounts represent a
reasonable estimate of OwnerOs expenses for extended delays and for inspection,
engineering services and administrative costs associated with such delay.
4. In such construction said Contractor shall furnish all implements, machinery, equipment,
transportation, tools, materials, supplies labor, and other things necessary to the execution
and completion of the Work, nothing being required of the City except that it may, at its
expense, supervise such construction and enter upon and inspect the same at all reasonable
times.
5. If any dispute arises between the City and said Contractor with reference to the meaning or
requirements of any part of this Contract and they cannot agree, the more stringent
requirements shall govern as determined by the City.
6. If the Contractor shall complete the construction herein contemplated in a good and
workmanIike manner within the time herein specified and in accord herewith, the said City
shall pay to the Contractor the contract sum in accordance with the Conditions of the
Contract. The City, by allowing Contractor to continue with said construction after the time
for its completion hereinbefore stated shall not deprive City of the right to exercise any option
in this Agreement contained nor shall it operate to alter any other tenn of this Agreement.
7. The Contractor shall file with the Procurement Director of said City of Miami Beach a
Performance and Labor and Material Payment Bond, each in the amount of 100 percent of
Contract Amount, in the form as set forth herein or as otherwise approved by the City of
Miami Beach City Attorney and shall be executed by said Contractor and Surety Agent
authorized to do business in the State of Florida.

8. The Contractor shall file Insurance Certificates, as required, and they must be signed by a
Registered Insurance Agent licensed in the State of Florida and approved by the City of
Miami Beach Risk Manager.
9. All documents shall be executed satisfactorily to said City and until Bonds and Insurance
Certificates have been filed and approved, this Contract Agreement shall not be effective.
10. Owner shall pay Contractor for performance of the Work in accordance with the Contract
Documents in current funds at the lump sum or unit prices presented in the Bid Proposal,
attached to this Agreement The parties expressly agree that the Contract Price is a stipulated
sum except with regard to the items in the Bid which are subject to unit prices.

Scope of Work: This Project consists of the removal of existing roof and installation ofa

will require a Warranty/Guarantee for a period of no less than twenty (20) years.
The work will include removing and replacing the existing roof and insulation, removal of
Owner designated equipment and equipment supports, localized deck reattachment/repairl
replacement, temporary roofing, removal of existing flashings, tapered cellular concrete
system, mechanically fastened base sheet, rework existing drains, hot applied 4 ply built-up
roofing system, gravel surfaced, new drains, specified flashings and accessories.
The Contractor awarded this project must be able to puD any/all required permits no
later tban January 31st, 2002

Attendance at this Pre- Bid Conference! Visit is highly encouraged and recommended
as a valuable source of information, however it is not mandatory.
The City of Miami Beach reserves the right to accept any bid deemed to be in the best interest
of the City of Miami Beach, or waive any informality in any bid. The City of Miami Beach

1.02 SCOPE OF WORK
A. Furnish and install specified roofing and related components to City Of Mimi Beach

B. Random sampling:
1. Roofing material:
a. During course of work, Owner's Representative may secure samples
according to ASTM D 140-98 of materials being used from containers at
job site and submit them to an independent laboratory for comparison
to specified material.
b. Should test results prove that a material is not functionally equal to
specified material:
(1 ) Contractor shall pay for all testing.
(2) Roofing installed and found not to comply with the specifications
shall be removed and replaced at no change in the contract price.
2. Test reports - cellular concrete:
a. Prepare two (2) test cylinders from each day's placement according to
ASTM C 138-92(2000). Tap cylinders lightly when filling instead of
redding.
b. Test cylinders according to ASTM C 495-99a, modified.
c. Record dates and times of preparation.
d. Store cylinders at place of business for submission to Owner upon
request.
e. Test hopper densities during placement hourly. Test densities at point
of placement at least twice daily.
f. Record hopper and placement densities. Submit density log to roofing
material supplier upon job completion.
C. Regulatory requirements:
1. SOUTH FLORIDA Building Code.
2. Metro Dade Approved Roof System.

D. Plans and specifications:
1. Contractor must notify Owner and specifier of any omissions, contradictions
or conflicts seven (7) days ~fore bid date. Owner and specifier will provide

necessary corrections or additions to plans and specifications by addendum.
If Contractor does not so notify Owner and specifier of any such COndition, it
will be assumed that the Contractor has included the necessary items in the
bid to complete this specification.
2. It is the intent that this be a completed project as far as the contrad
documents set forth. It is not the intent that different phases of work on this
project be delegated to various trades and subcontractors by the contract
documents. Contractor must make own contracts with various
subcontractors, setting forth the work these subcontractors will be held
responsible for. Contractor alone will be held responsible by the owner for
the completed project.
3. If the Contractor feels a conflict exists between what is considered good
roofing practice and these specifications contractor shall state in writing all
objections prior to submitting quotations.
4. It is the Contractor's responsibility during the course of the work, to bring to
the attention of and notify the Owner's representative first verbally, then in
writing, of any defective membrane, insulation or deck discovered where not
previously identified.

1.05 SUBMITTALS
A Submit prior to job-start:
1. Roofing System Manufacturer's Warranty:
a. Copy of warranty to be issued upon successful completion of roofing project
and final inspection.
2. UL Listing of Fire Resistance Rating:
a. Copy ofUL Listing for the specified roof system from the current UL Roofing
Materials and Systems Directory or from letters issued by UL to the
manufacturer.
3. Product compatibility:

a. Written verification from roofing material manufacturer that major roofing
components, including (but not limited to) coatings, cold process adhesives;
roofing ply sheets; reinforcement fabric felts and mats; mastics; and sealants
are all compatible with each other.
4. Test reports:

meets or exceeds regulatory agency/s requirements.

1.06 DELIVERY, STORAGE AND HANDLING
A. Delivery of materials:
1. Deliver materials to job-site in new, dry, unopened, and well-marked
containers showing product and manufacturer's name.
2. Deliver materials in sufficient quantity to allow continuity of work.
3. Coordinate delivery with Owner.
B. Do not order project materials or start work before receiving Owner's written
approval.
C. Storage of materials:
1. Store roll goods on ends only. Discard rolls which have been flattened,
creased, or otherwise damaged. Place materials on pallets. Store roll goods
on level pallets. Do not stack pallets.
2. Store materials marked "KEEP FROM FREEZING" in areas where
temperatures will remain above 400F (SOC).
3. For insulation, remove plastic packaging shrouds. For felt rolls, slit the top of
the plastic shrink wrap only. Cover top and sides of all stored materials with
tarpaulin (not polyethylene). Secure tarpaulin.
4. Do not store materials in open or in contact with ground or roof surface.
5. Store all materials on a raised platform covered with secured canvas
tarpaulin (not polyethylene), top to bottom. Cover all materials when project
is not in progress and maintain the ability at all times to cover the materials
when required, such as during an unanticipated rain shower.

6. Contractor shall assume full responsibility for the protection and safekeeping
of products stored on premises.
D. Material handling:
1. Handle materials to avoid bending, tearing, or other damage during
transportation and installation.
2. Material handling equipment shall be selected and operated so as not to
damage existing construction or applied roofing. Do not operate or situate
material handling equipment in locations that will hinder smooth flow of
vehicular or pedestrian traffic.
1.07 SITE CONDITIONS
A. Field measurements and material quantities:
1. Contractor shall have SOLE responsibility for accuracy of all measurements,
estimates of material quantities and sizes, and site conditions that will affect
work.
B. Existing conditions:
1. Building space directly under roof area covered by this specification will be
utilized by on-going operations. Do not interrupt Owner operations unless
prior written approval is received from Owner.
2. Access to roof shall be from exterior only.
3. Move air-conditioning units and other equipment as required to install roofing
materials complete and in accordance with plans and specifications. When
units and equipment are to be moved, they shall be carefully disconnected
and removed to a protected area so as not to damage any part or component
thereof. Reconnect units in such a way that they are restored to a prior work
operating condition. Take appropriate measures to prevent dust, vapors,
gases or odors from entering the building during roof removal, replacement
or repair.
4. All disconnection and re-connection shall be performed by a mechanical
an/or electrical company licensed to perform such work.
C. Asbestos:
1. Owner and Contractor agree to exonerate, indemnify, defend, and hold
harmless roofing material manufacturer from and against all claims,
demands, lawsuits, damages, expenses and losses incurred by Contractor's
removal of asbestos-containing materials from Owner's building and work
site. Contractor must conduct its operations according to applicable
requirements inclUding but not limited to those established by:
a. Occupation Safety and Health Administration (OSHA).
b. Environmental Protection Agency (EPA).
c. Department of Transportation (DOT).

d. State or Local Air Pollution Control Authorities/Agencies.
e. State or Local Solid Waste or Hazardous Waste Authorities/Agencies.
f. State or Local Health Department(s).
g. State or Local Building Code Authorities.
h. Other federal, state or local agencies or authorities.
2. Contractor or Owner shall perform appropriate inspections, surveys and file
timely notifications to proper authorities prior to starting roof renovation or
demolition activities. Inspectors, project planners,. project managers,
contractors and workers involved in the roof project shall have appropriate
training, licenses and registrations. . Contractor and Owner shall be
responsible for determining and implementing regulatory compliance
activities, including but not limited to work practices, engineering controls,
personal protection, air monitoring, testing, hazard communication, material
handling, record retention, and arranging for waste disposallhandling.
3. Contractor must file a Uniform Hazardous Waste Manifest from proper landfill
site for each load of asbestos containing material removed. Copies must be
sent to Owner and material manufacturerl specifier. Transportation of waste
shall be in accordance with applicable Department of Transportation (DOT)
requirements.
D. Waste Disposal:
1. Do not re-use, re-cycle or dispose of material manufacturers product
containers except in accordance with all applicable regulations. The user of
manufactured products is responsible for proper use and disposal of product
containers.
E. Safety requirements:
1. All application, material handling, and associated equipment shall conform to
and be operated in conformance with OSHA safety requirements.
2. Comply with federal, state, local and Owner fire and safety requirements.
3. Advise Owner whenever work is expected to be hazardous to Owner,
employees, and/or operators.
4. Maintain a crewman as a floor area guard whenever roof decking is being
repaired or replaced.
5. Maintain fire extinguisher within easy access whenever power tools, roofing
kettles, fuels, solvents, torches, and open flames are being used.
6. Remove used mopping yams from the roof at the end of each day for fire
prevention. Store or dispose of used mopping yams separately from
combustible materials.
F. Environmental requirements:
1. Do not work in rain, snow, or in presence of water.
2. Do not install materials marked "KEEP FROM FREEZING" when daily
temperatures are scheduled to fall below 400F (50 C).
3. Do not perform masonry work below 400F (50C).

4. Remove any work exposed to freezing.
5. Advise Owner when volatile materials are to be used near air ventilation
intakes so Owner can use some or all of the following methods to minimize
disruptions to building occupants and operations:
a. Divert air intake from work area by attaching scoops or temporary duct
work.
b. Temporarily shut down or block air intakes.
c. Provide make-up air or intake air from sources away from work area.
G. Security requirements:
1. Comply with Owner security requirements.
2. Provide Owner with current list of accredited persons.
3. Require identification be displayed by all persons employed on this project.
4. No access permitted in building by persons employed on this project.
H. Temporary sanitary facilities:
1. Furnish, install, and maintain temporary sanitary facilities for employee use
during project. Remove on project completion.
2. Place portable toilets in conformance with applicable laws, codes, and
regulations.
1.08 SUBSTITUTIONS
A. If bidding a substitute system, bid specified system then submit separate bid for
alternate system. Substitute system must be identified during or before job walk to
give all bidders equal opportunity. Bidders proposing substitutes shall submit
following prior to bid date to Owner:
1. Written application with explanation of why it should be considered.
2. Accredited testing laboratory certificate comparing substitute's
physical/performance attributes to those specified.
3. Smallest standard package of any adhesive, coating, mastic, sealant, or ply
sheet.
1.09 PAYMENT SECURITY
A. Any of the following:
1. Joint Check: Payments will be made by Joint Check to the contractor and
material supplier. Owner receives automatic Waiver of Lien from material
supplier upon receipt of canceled check.
B. Progress payments:
1. Contractor shall establish with Owner, Owner's procedure for payment and

retainages prior to commencement of work on this project.
2. Partial or progress payments shall not relieve Contractor of performance
obligations under this contract, nor shall such payments be viewed as
approval or acceptance of work performed.
3. Final payment shall be withheld until all provisions of the specifications are
met.
1.10 UNIT PRICES
A. Quote unit prices on:
1. Deck replacement - $Isq. ft. or sq. meter.
2. Deck repair - S/sq. ft. or sq. meter.
3. Additional drains (without service connection) - S/drain.
4. Additional drains (with service connection) - S/drain.
5. Lowering drains - $Idrain.
6. Drain flashing collar - $Icollar.

1.11 WARRANTY/GUARANTEE
A. Guarantee:
1. Upon project completion and Owner acceptance, effective upon complete
payment, Contractor shall issue Owner a guarantee against defective
workmanship and materials for a period of two (2) years.
B. Warranty:
1. Upon project completion, Manufacturer acceptance, and once complete
payment has been received by both Contractor and Manufacturer,
Manufacturer shall deliver to Owner a Tenty (20) year manufacturer Roofing
System Quality Assurance Warranty and Owner's Manual. Manufacturer will,
during the second, fifth and tenth year of this warranty, inspect and provide a
written Executive Summary.
2. Manufacture's Product Warranty for the new Roof System will remain in
effect in the event that repair or modifications are required as long as such
repair and modifications are completed utilizing a manufacture's authorized
Roofing Contractor.
C. Maintenance and Warranty Service Agreement, which includes a TWO (2)-YEAR
CONTRACTOR'S AND TWENTY (20)-YEAR MANUFACTURER COVERAGE:
1. New Roof Component Coverage: A single manufacturer shall provide
specified warranty. The manufacturer's warranty must include labor and

material coverage against leakage on all components including those
manufactured by others. Included in the warranty coverage. are the
following:
a. Insulation materials, fasteners, and adhesives.
b. All new and temporary roof membrane components and adhesives.
c. All metal edge components including cleat strips.
d. All tapered edge and cant strips.
e. All surface mastics, coatings, stripping, plies, etc.
f. All drain and scupper flashings.
g. Any roof leaks or other problems caused by substrate movement of any
component other than the deck shall not be excluded.
h. Any movement associated with metal edge joints or flanges causing
leaks.
i. Damages caused by wind speed up to 74 miles per hour.
j. Permanent tie-ins and/or control joints separating new and old roofing.
2. The contractor shall certify compliance with the above warranty requirements
by submitting a copy of the guarantee as a submittal item upon request of the
Owner. The manufacturer will advise the customer in writing how to maintain
the warranty in the form of an Owner's manual. The customer shall have the
option to renew this warranty at the end of fifteen (15) years per the renewal
agreement.
3. Service responsibilities of the manufadurer to Owner:
a. Bi-Annual Housekeeping to include the following:
(1) Removal of debris from the roof membrane.
(2) Removal of debris from the roof drains, gutters, and scuppers.
(3) Disposal of debris in customer supplied waste containers.
b. Storm Reports, Monitoring and Follow-Up:
(1) Roof inspection at customer request of roof areas after major
storm activity.
c. Roof Inspection Report:
(1 ) Will provide a roof report based upon regular inspections.
d. Bi-Annual Preventive Maintenance to indude the following:
(1) Metal Edge Flashing Components:
(a) Tears, splits, and breaks in membrane flashings will be
repaired with appropriate repair mastics and membranes.
(b) Open, split flashing strip-ins will be repaired with appropriate
repair mastics and membranes.
(c) Loose metal edge deats and dips will be resecured.
(d) Exposed fasteners will be sealed.
(2) Parapet Wall and Counterflashing Systems:
(a) Tears, splits, kick holes, and breaks in flashing membrane
will be repaired with appropriate repair mastics and
membranes.
(b) Breaks, tears, and splits in flashing strip-ins with appropriate
repair masties and membranes.

(c) Exposed fasteners will be sealed.
(d) Voids in termination bars, counter-flashings and parapet cap
will be cleaned and sealed.
(3) Equipment I Projection Flashing Components:
(a) Tears, splits, and breaks in flashing membrane will be
repaired with appropriate repair mastics and membranes.
(b) Open, split flashing strip-ins will be repaired with appropriate
repair mastics and membranes.
(c) Unsecured roof top equipment will be secured.
(d) Exposed fasteners will be tightened.
(e) Termination bar and count~rfIashings will be sealed.
(4) Roof Membrane Maintenance and Repairs:
(a) Tears, splits, and breaks in membrane flashings will be
repaired with appropriate repair mastics and membranes.
(b) Open, split flashing strip-ins will be repaired with appropriate
repair mastics and membranes.
(c) Splits and blisters which threaten the integrity of the roof
system will be cleaned, primed, and repaired with
appropriate repair mastics and membranes.
(d) Pitch pans will be refilled and topped off.
(e) Metal projections (hoods and clamps) will be sealed.
(5) Miscellaneous Maintenance Repairs:
(a) Dress up wind scoured comers with appropriate repair
mastics and coatings.
(b) Dress up reflective coatings on flashings.
(c) Re-caulking as needed.
4. leak response responsibilities of the manufacturer to Owner:
a. In the event that a leak should occur:
(1) Provide toll free 800 number for Owner to call in leak report.
Number will be monitored twenty-four (24) hours a day, 365 days
a year.
(2) Provide a response to Owner on all leak calls within twenty-four
(24) hours of when the call is made.
(3) Provide a repair crew, at the building site, within two (2) business
days of the call.
(4) Provide follow-up inspection to ensure that repairs were made
property.
(5) Monitor all leak events and response and provide a written
quarterly summary if leaks have occurred. Deliver to Owner at the
end of each quarter when leaks have occurred.

PART II - PRODUCTS
2.01 GENERAL
A. Comply with quality control, references, specifications, and manufacturer's data.
Products containing asbestos are prohibited on this project. Use only asbestos-free
products.
B. Use products with personal protection. User must read container label and material
safety data sheets prior to use.

2.03 ROOF DECKING
A. Gypsum concrete repair materials:
1. Repairs for a gypsum concrete roof deck shall follow the minimum
requirements set forth in ASTM C 956-81 (1986).
2. Gypsum formboard: Shall be made in accordance with specification ASTM C
318.
3. Steel reinforcement: Shall be made of zinc-coated (galvanized) welded or
woven wire mesh having an effective aoss-sectional area of not less than
0.026 in2 per foot (55 mm2 per meter).
4. Gypsum concrete: Shall meet the requirements of specification C317, Class
A.
2.04 WOOD BLOCKING & CURBS
A. Wood blocking for perimeter:
1. None.
B. Lumber:
1. American Lumber Standard Committee (ALSC) No. 2 grade Southern Pine;
free from warping and visible decay; pressure-treated according to AWPA
Standard C2 for lumber and timber with CCA, ACA, ACQ-B, ACQ-D, ACZA,
or CC to a retention of 4.0 kg/m3 (0.25 pcf) for above ground use.

2.05 CELLULAR INSULATING CONCRETE
A. Cellular concrete:
1. Foaming agent: ASTM C 796-97; supplied by manufacturer approved by
roofing systems manufacturer.
2. Portland cement: ASTM C 150-98, Type I.
3. Water: Potable, clean, and free from deleterious amounts of acid, alkali, and
organic materials.
4. Insulation: ASTM C 578-95, Type VIII, 2" x 4" (50 mm x 100 mm) expanded
polystyrene, 1.25 lb. (0.57 kg) density, incorporating six (6) to eight (8) 2-1/4
inch (57 mm) diameter bond holes.

PART III - EXECUTION
12-3.01 EXAMINATION
a. Verify conditions as satisfactory to receive work.
b. Do not begin roofing until all unsatisfactory conditions are corrected.
Beginning work constitutes acceptance of conditions.
c. Verify that work of other trades penetrating roof deck or requiring men
and equipment to traverse roof deck has been approved by Owner,
manufacturer, and roofing contractor.
d. Check projections, curbs, and deck for inadequate anchorage, foreign
material, moisture, or unevenness that would prevent quality and
execution of new roofing system.
13-3.02 GENERAL WORKMANSHIP
a. All work performed by Contractor shall conform to this specification.
b. The presence and activity of the manufacturer's representative,
architect's representative, and/or Owner's representative shall in no
way relieve Contractor of contract responsibilities or duties.
c. Cellular concrete:
1. Mix and place by an approved mixing plant.
2. Mix consistency shall provide flowable mix that can be
screeded to a smooth surface.
3. Admixtures not permitted unless approved by roofing
materials manufacturer prior to application.
4. Placement hoses:
a. In good repair, free of structural defects.
b. Equipped with secure couplings.
d. Material placement: Hose nozzle no more than 6 inches (152 mm)
above surface.
e. Foil/kraft laminate barrier sheet: Mechanically attach over new
lightweight cellular concrete after initial set immediately prior to base
sheet application.

f. Base Sheet: Set dry over blocking and cants at wall, perimeters, and
curbs. Extend base sheet up wall and vertical blocking. Terminate
base sheet directly under counterflashing. Do not seal base sheet to
wall, blocking, or roof substrate. Do not seal top edge of base sheet
under counterflashing.
g. Flashings:Do not extend flashings above base sheet termination on
vertical substrates.
h. Substrate: Free of foreign particles prior to laying roof membrane.
i. Provide additional fastening of mechanically attached base sheets in
roof perimeter and comer areas.
j. Phased application: Not permitted. All plies shall be completed each
day.
k. Traffic and equipment: Kept off completed plies until adhesive has set.
I. Wrapper and packaging materials: Not to be included in roofing
system.
m. Entrapped aggregate: Not permitted within new membrane. Its
discovery is sufficient cause for rejection.
n. Ply shall never touch ply, even at roof edges, laps, tapered edge strips,
and cants.
o. Fit plies into roof drain rims; install lead flashing and finishing plies;
secure clamping collars; install domes.
p. Extend roofing membrane to top edge of cant at wall and projection
bases.
q. Cut out fishmouthslside laps which are not completely sealed; patch.
Replace all sheets which are not fully and continuously bonded.
r. Asphalt heating:
1. Use low burner flames during initial melt-downs, circulate
asphalt after initial melt-down.
a. Maximum asphalt temperature: 250F (140C) below
the flash point.
2. Avoid prolonged heating of asphalt at high temperatures.
Reduce the asphalt temperature to below 5000F (2600 C) if
asphalt is not being used for periods of 4 hours or more.

1. The perimeter strip is defined as the outside strip of a roof
area.
a. Where roof slope is a 10 degree angle (2 inlft, 167
mm/m) or greater. the strip along the roof peak is also a
perimeter strip.
b. Where multi-level roofs adjoin, the edge of the upper
roof is a roof perimeter when the difference in height
between the upper and lower roof areas is greater than 3
feet (0.9 m).
2. The comer area is defined as the overlap of perimeter strip
areas.
3. The width of roof comers and perimeters is subject to a
minimum width of 4 feet (1.2 m) and defined as the smaller of
either: 0.1 times the building lesser plan dimension; or 0.4 times
the eave height.
14-3.03 PREPARATION
A. Protection:
1. Contractor shall be responsible for protection of property
during course of work. Lawns. shrubbery. paved areas. and
building shall be protected from damage. Repair damage at no
extra cost to Owner.
2. Provide at site prior to commencing removal of debris, a
dumpster or dump truck to be located adjacent to building where
directed by Owner.

3. Roofing, flashings, membrane repairs, and insulation shall
be installed and sealed in a watertight manner on same day of
installation or before arrival of inclement weather.
4. At start of each work day drains within daily work area shall
be plugged. Plugs to be removed at end of each work day or
before arrival of inclement weather.
5. Preparation work shall be limited to those areas that can be
covered with installed roofing material on same day and before
arrival of inclement weather.
6. Arrange work sequence to avoid use of newly constructed
roofing for storage, walking surface, and equipment movement.
Move equipment and ground storage areas as work progresses.
7. Construct an enclosed chute from roof for removal of debris
from roof area. Protect building surfaces at chute/set-up areas
with tarpaulin. Secure tarpaulin. Remove dumpster from
premises when full and empty at approved dumping or refuse
area. Deliver empty dumpster to site for further use. Upon job
completion, dumpster/chute shall be removed from premises.
Spilled or scattered debris shall be cleaned-up immediately.
Removed material to be disposed from roof as it accumulates.
8. At end of each working day, seal removal areas with water
stops along edges to prevent water entry.
9. Provide clean plywood walkways and take other precautions
required to prevent tracking of aggregate/debris from existing
membrane into new work area where aggregate/debris pieces
can be trapped within new roofing membrane. Contractor shall
instruct and police workmen to ensure that aggregate/debris is not
tracked into new work areas on workmen's shoes or equipment
wheels. Discovery of entrapped aggregate/debris within new
membrane is sufficient cause for its rejection.
10. Cover windows, metal, and vegetation with protective
covering prior to application of dampproofing materials.
B. Surface preparation:
1. Remove: Existing roofing and lightweight concrete to roof
system on top of gypsum deck.
a. Area: As determined at site meeting.
2. Sweep clean roof deck.
3. Repair existing membrane to a watertight condition
4. Remove counterflashing.
5. Remove flashings to substrate.
6. Remove as directed by Owner:
a. Unused equipment.

A. Wall flashings:

18-3.07 CELLULAR INSULATING CONCRETE
A. Cellular concrete:
a. Install cellular concrete to prepared area, 2 inches (50 mm) minimum
thickness, sloped to existing drains. Slope: 2% (1/4 inch per running
foot), minimum.
b. Mix and pump cellular concrete into place using personnel and
equipment approved by cellular concrete manufacturer. Mixing time
shall be sufficient to provide a consistent, thorough mix that will flow
freely and screed to a smooth surface.
c. Proportion cellular concrete to provide a density at point of placement
of 40 Ibs. per cubic foot (641 kglm3) [:t 5 percent] and 28 days
compressive strength of 180 psi (1240 kPa) minimum.
d. Place only when air temperatures of 400F (40C) or above are predicted
for first 24 - 48 hours after placement.
e. Cover deck with slurry coat. Thickness: 3/4 inch (19 mm) minimum.
f. Embed insulation into fluid slurry coat. Graduate thickness of
insulation from high to low point. Stagger end joints. Butt all joints to
moderate contact. Allow slurry coat/insulation to set 24 hours.
g. Install top pour of cellular concrete over insulation. Fill all bond holes.
Minimum top cover thickness over insulation: 2 inches (SO mm).
h. Use screeds and darbies to attain smooth, even surface.
i. Plan work to minimize cold joints. Scarify cold joints to provide
mechanical key.
j. Protect installation from freezing until initial set is attained.
k. Roofing readiness:
I. Allow cellular concrete to cure to achieve sufficient surface hardness to
adequately withstand foot traffic and other light roofing operations
without damage (minimum two (2) days).
m. Upon completion of the installation of the lightweight insulating
concrete system, the roofing contractor is responsible for minimizing
water entry into the lightweight insulating concrete system and for
removing excess water (from rain) from the lightweight insulating
concrete system. Follow recommendations from the manufacturer of
the lightweight insulating concrete manufacturer for the removal of
excess rain water from the system if rain infiltration occurs.
n. Ensure exposed surface and entire lightweight insulating concrete
system is dry prior to beginning roof system installation.

19-3.08 BASE SHEET/VAPOR RETARDER
a. Ensure deck is dry.
b. Install foil/kraft laminate barrier sheet over lightweight insulating
concrete. Place foil side down to the deck. Sidelaps - 2 inch (SO mm)
minimum; end laps - 4 inch (100 mm) minimum. Nail to hold in place.
c. Install base sheet over foillkraft laminate barrier sheet. Lap 4 inches
(100 mm) on sides and ends. Mechanically attach 7 inches (178 mm)
o.C. at lap and 2 rows staggered 7 inches (178 mm) o.c., 12 inches
(300 mm) from each edge.
d. Increase the number of fasteners used to secure base sheet by 70% in
the perimeter areas and 160% in the comer areas. Determine fastener
density on a unit area per fastener basis. Add additional rows and
increase fasteners per row. Do not space fasteners closer than 4
inches (102 mm) o.c.
e. Lay base sheet dry over blocking and extend to outside edge of
blocking. Extend base sheet up wall or vertical blocking and terminate
directly under counterfJashing. Do not adhere base sheet to vertical
substrate. Do not seal off top edge of base sheet.

or blisters. Broom width: 34 inches (860 mm) minimum. Avoid walking
on plies until adhesive has set.
h. Embed each ply in a uniform and continuous mopping of premium
asphalt, applied within its Equiviscous Temperature (EVT) range.

application of flashing adhesive, allow adhesive to remain
open for 15 minutes minimum to flash off solvent prior to
setting elastomeric sheeting into the flashing adhesive @
20 sq. Ft. per gallon.
2. Apply consistent pressure to entire surface of elastomeric
sheeting using a steel hand roller to achieve full adhesion
of the sheeting to the flashing substrate. Ensure
complete bond and continuity without wrinkles or voids.
Lap sheeting ends 4 inches (100 mm). Adhere laps with
Hypalon flashing adhesive.
3. Elastomeric sheeting width: Sufficient to extend at least
6 inches (150 mm) beyond toe of cant onto new roof.
4. Seal vertical and horizontal edges of sheeting with
reinforcing membrane embedded in a base course of
Flashing Adhesive and a top course of Modified Asphalt
Mastic.
b. Two-Ply Stripping for metal flanges:
Set flange in asphalt mastic. Seal flange with two (2)

1. Wedge plumbing vent tight against deck.
2. Trowel flashing adhesive to roof surface 15 inches (380
mm) wide, 1/16 inch (1.6 mm) thick. Extend flashing
adhesive up plumbing vent 2 inches (50 mm).

with compressible insulation. Seal with reinforcing
membrane embedded between alternate courses of

3. Nail flange to substrate 3 inches (75 mm) o.C., staggered.
4. Prime metal flange, projection, and pitch pan interior with
asphalt primer.
5. Install two (2) ply stripping described in general flashing
requirements section.
6. Fill pitch pan to within 1 inch (25 mm) from top with non
shrink grout. Allow to set firm.
7. Fill pitch pan with asphalt mastic. Double fill if necessary.
8. Fabricate and install umbrella with drawband over pitch
pan. Tighten drawband.

23. Set single piece lead flashing in mastic centered over
drain; extend lead 6 inches (150 mm) beyond drain rim.
Neatly dress lead with wood block.
24. Clamp flashing collar to drain in bed of mastic.

The following items are to be checked and initialed by superintend8nt/foreman and the list the
faxed to manufacturer's representative prior to calling for any PRE-SURFACING
INSPECTION.
Termination Bar: Reinforced flashing is sandwiched with gasket tape between the-wall
and the top edge of reinforced flashing. Termination bar is to be mechanically
fastened 8 inches on center.
Round roof penetrations, i.e., pipes, supports, etc. Gasket tape, stainless steel clamps,
caulking, metal umbrellas are installed.
Fan housings, exhaust units and equipment on small curbs have been secured with
correct screw fasteners and washers. Housings, dud work, and equipment have
been cleaned of all asphalt marksloverspray, or painted.
Roof Drains: New bolts are in placed and tight. Clamping rings and rim cleaned, drains
tested, dome cover in place. Sump installed.
Three (3) coursing is completed at all reinforced elastomeric flashing terminations to the
roof membrane. Five coursing or targets are completed at all metal flanges
(gravel stops, lead flanges, pitch pans, etc.). There shall be no reinforcing fabric
or membrane showing through mastic.
All flanges properly secured to deck with appropriate fasteners nailed 3" on center and
staggered.
Caulk outside of the perimeter of thru-wall drains/scuppers.
Wood blocking and walkpads have been installed under aU pipe and conduit runs on the
roof, including conduit clamp~ to blocking. Clamps to be loose fitting.

Mastic, asphalt, and/or adhesive is deanedoff all pipes, conduits, metal surfaces,
penetrations, perimeter metal and walls, or completely painted.
Gravel stop, coping, or perimeter metal has been properly butted and with cover plates,
interlocking laps, and metal fits tightly. The face of the gravel stop metal has
been cleaned or painted to match original if specified.
Gutters have been cleaned out and coated with rust prohibitive paint or coating (if
specified). Strainers have been installed at all downspout locations.
Downspouts have been cleaned out and water flows through. Downspouts have
be secured.
Gravel surface has been neatly dressed.
Sheet metal comers installed and properly secured where metal flashing has been
broken.
Walk pads have been installed at all service areas of roof top equipment, roof hatch,
roof ladders, doors, etc. and in areas required per specifications.
The grounds surrounding the building or project area and the setup areas have been
cleaned and all asphalt has been cleaned from grounds. All debris and
ROQFING ~AILS have been cleaned up and disposed of.
The specifications, scope of work, and any special notes or applications have been
reviewed and completed to ensure all items have been addressed.
Pitch pans properly filled with grout, specified mastic, and sheet metal covers installed
and sealed.
Field deficiencies have been repaired, such as dry laps, fishmouths, blisters, tom felts,
etc.
All AlC duct seams sealed as specified.

SPECIFICATIONS
GENERAL CONDITIONS
By executing the contract, the Contractor represents that he has visited the site, familiarized
himself with all conditions under which the work is to be performed, and correlated his
observations with the requirements of the contract.
The Contractor shall not commence work until he has obtained all insurance required and such
insurance has been approved by the Board of Education. The Contractor shall take out and
maintain during the life of the contract such public liability, property damage, and
compensation insurance as shall protect him, the City of Miami Beach and any subcontractor,
from claims and damages for personal injury, including accidental death, and property
damages which may arise from operations of this contrad.
The Contractor shall give all notices and comply with all laws, ordinances, rules, and
regulations bearing on the conduct of the work specified. Permits and licenses necessary for
the execution of the work shall be paid for by the Contractor.
The Contractor shall not discriminate against any person in the performance of work under this
contract because of race, religion, color, sex, physical handicap, national origin, or ancestry.
In all solicitations of advertisements for employees, the Contractor shall indude the phrase
"Equal Opportunity Employer" or a similar phrase to be approved by the state Commission of
Civil Rights.
The Contractor shall at all times enforce proper conduct among his employees and shall not
employ on the project any unfit person or any workman not skilled in the task assigned to him.
SPECIAL CONDITIONS
The material Manufacturer's Representative shall be present during the critical stages of the
work, as required by the specifications, for the purpose of monitoring the installation of
materials. The Contractor shall cooperate with the Manufacturer's Representative, correcting
any deficiencies he brings to the Contractor's attention, and affording him ample opportunity
and time to check the work as it progresses. This shall not relieve Contractor of its sole
responsibility for proper workmanship.
The Contractor will be held responsible for determining if weather conditions on any given day
will permit successful completion of work
started on that day. Where removal of existing roof is required, the Contractor Will REMOVE
NO MORE ROOF AREA THAN CAN BE REPLACED ON THE SAME DAY, CARRYING THE
NEW WORK TO A POINT WHERE A GLAZE COAT HAS BEEN APPLIED. BUilDING
INTERIORS MUST BE KEPT DRY AT ALL TIMES.

The Contractor shall at all times keep the premises free from accumulation of waste materials
or rubbish caused by his operations. On completion of the work, he shall remove all waste
materials and rubbish from and about the project, as well as all tools, equipment and surplus
materials.
Upon completion of the work, a final inspection will be conducted by the City of Miami Beach
Property Management representative and the materials manufacturer representative. After
satisfactory correction of any deficiencies found during final inspection, the City of Miami
Beach Property Management Director will issue a written acceptance of the work, the date of
such acceptance to establish the date of completion.
Any details or practices not covered by these specifications or other contract documents shall
be in full compliance with current NRCA Roofing manual, good roofing practice, and with
acceptable fire insurance requirements and/or local building codes.

ATC Associates Inc. (ATC) has conducted an asbestos survey with limited sampling at the above-
referenced facility for renovation purposes. Only accessible interior and exterior suspect building
materials (including roofing materials) were sampled in accordance with the project scope of
services.
TIlls survey was perfonned at your request and in general accordance with A TC Proposal
Number 31199905262 dated May 21, 1999. The sampling was conducted on May 26, 1999, by
Mr. I.S. Merklein of A TC's Miami, Florida Office. Analyzed samples were found to not contain
asbestos.
All data generated as a result of this building. survey will remain confidential and will not be
released to unauthorized person(s) without your prior consent. ATe will not, without your
pennission, publish or advertise, that we were contracted to provide asbestos consulting services
for you on this project.
