At the February 20, 2002 City Commission meeting, via Resolution No. 2002-24765, the
Public Safety Advisory Committee was established and its purpose defined.
The Committee shall be comprised of seven (7) members with one (1) appointment to be
made directly by the Mayor and each member of the City Commission. Each appointee
shall be "a resident or a representative or member of the business community." The
Committee shall be constituted for a period of one (1) year with the Commission opting to
extend this period at the conclusion of the one (1) year.
For easy tracking, the Public Safety Advisory Committee will be included in the Board and
Committee Report provided in each Commission Agenda package.
It is requested that the Mayor and each City Commissioner forward their appointment to
the City Clerk's Office.

A RESOLUnON OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH. FLORIDA, ESTABLISHING
A PUBLlCu_ SAFETY__CQMMITTEE AND DEFINING rrs
PURPOSE.
WHEREAS, On June 6, 2001 Commissioner Luis R. Garcia, Jr. introduced the
concept of a Public Safety Committee and the Mayor and Commission engaged In a
discussion regarding the creation of such Committee, and referred the item to the
Commission's Community Affairs Committee; and
WHEREAS, The Community Affairs Committee voted unanimously for the
" Administration and Commissioner Garcia to convene a Public Safety Task Force
meeting with other cities, counties and public safety experts to find out what steps to
take In order to have a comprehensive approach to an emergency or disaster, and
subsequently for the Administration to submit a proposal for a citizen-based Public
Safety Committee; and
WHEREAS, The purpose of the Public Safety Committee Is to address pubic
safety Issues within our community and engage the appropriate public safety experts
and representatives from the community to focus on issues such as the establishment
of community emergency response teams to assist the City with emergency
preparedness and other associated broad policy issues pertaining to public safely;
NOW. THEREFORE. BE IT DULY RESOLVED BY THE MAYOR AND "CITY
COMMISSION OF THE CITY OF MIAMI BEACH. FLORIDA, that there Is hereby
established a Public Safety Committee (.Committeej which shall be responsible to
provide the Mayor, Commissioners and the Administration with advice on policies
related to public safety in the community as follows:
1. The Committee shall be comprised of seven (7) members with one (1)
appointment to be made directly by the Mayor and each member of the
Commission. Each appointee shall be a resident or a representative or member
of the business community. The Committee will act as policy advisers in the area
of community and public safety for both the City Commission and the
Administration;
2. The Committee shall be constituted for a period of one (1) year with th8
Commission opting to extend this period at the conclusion of the one (1) year in
which the Committee has met;
3. The appointed members of the Committee shall nominate and elect a Chair who
shall head the Committee and with whom the Administrative Staff Uaison may
coordinate meetings, agendas and other appropriate matters associated with the
work of the Committee. The Committee will follow Roberts Rules of Order;

4. The Committee shall be responsible to provide the Mayor, Commissioners and
the Administration with advice on policies related to public safety in the
community. The charge of the committee is intended to be broad enough to
encompass all aspects of community safety. Illustrative examples of issues the
committee may chose to embrace include. but are not limited to, policy regarding
infrastructure safety (streets. walkways. bike-paths). community level review of
the City disaster response plan. participation in the Community Emergency
Response Team and policy review of community risk assessment Issues;
5. WhOe the Committee's charge is intended to be broad in scope, It specificaRy
excludes issues related to budget. operational policies and practices of the Police
and Fire Departments and issues that are or might be the subject of collective
bargaining with any of the City's bargaining units. The City Manager or his
designee shall have the sole discretion to make detenninations on the subject
matter excluded from the committee's PUNieW.
