REPORT ON EMERGENCY PURCHASE PURSUANT TO SECTON 2-396 OF THE CITY CODE
Section 2-396 of the City Code authorizes the City Manager to act in the case of an
emergency that might affect the health, safety and welfare of the City, and to report to the
City Commission on said action. The City Manager has exercised said authority by
approving an emergency standing order for armed security guards at the City Hall building.
As a result of the tragic events of September 11,2001, the City Manager directed staff to
implement enhanced security measures to include the acquisition of armed security guard
services at the City Hall building.
The Administration obtained competitive proposals from the following firms:
1. U.S. Security Associates, Inc. (D/B/A Airbome Security).
2. Wackenhut.
3. Feick Security.
Based on the firm's and security guards' experience, qualffications, and billing rates, U.S.
Security was selected to provide armed security guard services until such time that the City
awards a contract pursuant to a formal bid process, which is anticipated to be presented
for award to the City Commission at its March 20, 2002 meeting.
The total amount that will be incurred through March 30, 2002, is $63,800. Funds will be
made available from the annual Operating Contingency Account.
