HOMELESS SHELTER
Due to the cancellation of the previously scheduled meeting this is a revised notification
that on March 6, 2002, from 2:00 p.m. to 4:00 p.m., a demonstration organized by Civilians
in Action, will take place at the south entrance of Miami Beach City Hall by 17u~ Street. This
protest will be held in a press conference fashion and there will be no picketing. It is
estimated that 50 people will be in attendance. Police, Parking, Miami Beach Convention
Center, Neighborhood Services Departments have been notified. The producer of this
event was notified that if the demonstration interferes with traffic on Convention Center

the demonstration will be terminated by the City of Miami Beach Police.
Mr. Rafael Antonio Velasquez, Esquire, producer of this demonstration, is advocating for
an emergency homeless shelter as defined by the Miami Dade Homeless Trust Continuum
of Care system in Miami Beach. Mr. Velasquez is proposing that the emergency shelter be
built at 328-334 Jefferson Avenue, which is currently owned by the Housing Authority of the
City of Miami Beach (HACOMB). However, the Housing Authority has sent Mr. Velasquez a
letter requesting that he refrain from citing any contributions, land and case management
services, pledged by HACOMB to support the proposed emergency shelter.
