CITIZENS AD HOC COMMITTEE - CONCURRENCY MANAGEMENT
Subject:
At the February 20,2002 City Commission meeting, via Resolution No. 2002-24762, the
Citizens Ad Hoc Committee to participate in the review of the City of Miami Beach
Concurrency Management System was established and its purpose defined.
The Committee shall be comprised of fourteen (14) members with two (2) appointments
to be made directly by the Mayor and each member of the City Commission. One
appointment to be a resident and one appointment to be a representative or member
of the business community.
The Committee shall be constituted for a period of six (6) months, or upon completion of
the review of the Concurrency Management System and forwarding the recommendations
to the Land Use and Development Committee, whichever is earlier.
It is requested that the Mayor and each City Commissioner forward their appointment to
the City Clerk's Office.

RESOLUTION NO. 2002-24763
A RESOLUTION OF THE MAYOR AND COMMISSION OF THE
CITY OF MIAMI BEACH ESTABLISHING A CITIZENS AD HOC
COMMlnEE TO PARTICIPATE IN THE REVIEW OF THE CITY
OF MIAMI BEACH CONCURRENCY MANAGEMENT SYSTEM.
WHEREAS, the City of Miami Beach has adopted and implemented a
Concurrency Management System pursuant to State Statutes and as reflected within
the City's Comprehensive Plan; and
WHEREAS, the Concurrency Management System has been in use' for a
sufficient period of time to warrant a review of the impacts of the application of the
system, as well as equity issues associated with the application of the Concurrency
Management System;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that there is hereby
established a Citizens Ad Hoc Committee {"Committeej to participate in a review of
the Concurrency Management System as follows:
1. The Committee shall be comprised of fourteen members, with two
appointments to be made directly by the Mayor and each member of the
Commission. One appointment to be a resident and one appointment to be a
representative or member of the business community.
2. The Committee shall be constituted for a period of six (6) months, or upon
completion of the review of the Concurrency Management System and
forwarding of recommendations to the land Use and Development Committee,
whichever is earlier.
3. The appointed members of the Committee shan appoint a Chair, who shall head
the Committee, and with whom the Administrative Staff liaison may coordinate
meetings, agendas and other appropriate matters associated with the review of
the Concurrency Management System.
4. The Committee shall be charged by the Mayor and City Commission to
participate in the Administration's review of the City's Concurrency Management
System; to provide a forum in which information regarding the the existing
Concurrency Management System may be presented and discussed; and in
which potential concerns and solutions may also be disCUSSed. The Committee
will work cooperatively with interested business organizations to include their
concerns and comments, and will enlist their support and participation with
outreach to the community such that the broadest possible audience may be
included in the Concurrency Management System discussions.

5. The Committee shall be advisory in nature and shan be limited to participation of
the review of the Concurrency Management System in its scope.
