The specified roof and related components will consist of approximately 11,492 sir This work will require a Warranty/Guarantee for a minimum of twenty (20) yean. The work will include removing and replacing the existing roof and insulation, removal. of Owner designated equipment and equipment supports, localized deck reattachment/repair/replacement, temporary roofing, tapered cellular concrete system, mechanically fastened base sheet, rework existing drains, cold process built-up roofing system, application of high acrylic polymer coating system, new drains, and specified flashings and accessories. Scope of Work: The work for the Partial HVAC Renovation consists of removal ofall existing units located on the East and Center sections of the roof of the Byron Carlyle Theatre. The work will include the removal of all existing support steel in the above mentioned sections. Furnish and install new units and exhaust fans, support steel frames, supply and return canvas connections, electrical plumbing, controls, engineering drawings and pennits necessary to successfully complete the work. This work wiD require a Warranty/Guarantee for a minimum of one (1) year. The Contractor awarded this project must be able to pull any/all required permits no later than December 28, 2001. A Pre-Bid Conference/Site Visit has been scheduled for 2:00 p.m. on December 4,2001 at Byron Carlyle Theatre located at 500 71st Street, Miami Beach, Fl33141. The successful bidder will be required to furnish Performance and Payment Bonds, each in the amount of one hundred (1000.10) percent of the Contract amount. QUOTATION NO. V A-QT01-001 1.0 GENERAL CONDmONS 1.1 SEALED BIDS: Original copy of Bid Form as well as any other pertinent documents must be returned in order for the bid to be considered for award. All bids are subject to the conditions specified hereon and on the attached Special Conditions, Specifications and Bid Fotm. Facsimile bids will be accepted. 1.2 EXECUTION OF QUOTE: Quote must contain a manual signature of an authorized representative in the space provided on the Quote Form. Title toIor risk of loss or damage to all items shall be the responsibility of the successful bidder until acceptance by the buyer unless loss or damage result from negligence by the buyer. If the materials or services supplied to the City are found to be defective or not conform to specifications, the City reserves the right to cancel the order upon written notice to the seller and return product at bidder's expense. 1.21 PAYMENT: Payment will be made by the City after the items awarded to a vendor have been received, inspected, and found to comply with award specifications, free of damage or defect and properly invoiced. 1.22 DISPUTES: In case of any doubt or difference of opinion as to the items to be furnished hereunder, the decision of the City shall be final and binding on both parties. 1.23 LEGAL REQUIREMENTS: Federal, State, county and city laws, ordinances, rules and regulations that in any manner affect the items covered herein apply. Lack of knowledge by the bidder will in no way be a cause for relief from responsibility. 1.24 (NOT USED) 1.25 (NOT USED) 1.26 PATENTS & ROYALTIES: The bidder, without exception, shall indemnifY and save harmless the City of Miami Beach, Florida and its employees from liability of any nature or kind, including cost and expenses for, or on account of, any copyrighted, patented, or unpatented invention, process, or article manufactured or used in the performance of the contract, including its use by The City of Miami Beach, Florida. If the bidder uses any design, device or materials covered by letters, patent, or copyright, it is mutually understood and agreed, without exception, that the bid prices shall include all royalties or cost arising from the use of such design, device, or materials in any way involved in the work. . 1.27 OSHA: The bidder warrants that the product supplied to the City of Miami Beach, Florida shall conform in all respects to the standards set forth in the Occupational Safety and Health Act of 1970, as amended, and the failure to comply with this condition will be considered as a breach of contract. Any fines levied because of inadequacies to comply with these requirements shall be borne solely by the bidder responsible for same. The items bid must be new, the latest mode~ of the best quality, and highest grade workmanship. 1.32 (NOT USED) 1.33 LIABILITY, INSURANCE, LICENSES AND PERMITS: Where bidders are required to enter or go onto City of Miami Beach property to deliver materials or perform work or services as a result of a bid award, the successful bidder will assume the full duty, obligation and expense of obtaining all necessary licenses, pennits and insurance and assure all work complies with all applicable Dade County and City of Miami Beach building code requirements and the South Florida Building Code. The bidder shall be liable for any damages or loss to the City occasioned by negligence of the bidder (or agent) or any person the bidder has designated in the completion of the contract as a result of his or her bid. 1.34 BID BONDS, PERFORMANCE BONDS, CERTIFICATES OF INSURANCE: Bid Bonds, when required, shall be submitted with the bid in the amount specified in Special Conditions. After acceptance of bid, the City will notify the successful bidder to submit a performance bond and certificate of insurance in the amount specified in Special Conditions. 1.35 DEFAULT: Failure or refusal of a bidder to execute a contract upon award, or withdrawal of a bid before such award is made, may result in forfeiture of that portion of any bid surety required equal to liquidated damages incurred by the City thereby, or where surety is not required, failure to execute a contract as described above may be grounds for removing the bidder from the bidder's list. Any interpretation of the quote, if made, will be made only by Addendum duly issued by the City of Miami Beach Property Management Director. The City shall issue an Informational Addendum if clarification or minimal changes are required. The City shall issue a Fonnal Addendum if substantial changes which impact the technical submission of quotes is required. A copy of such Addendum shall be sent by mail or facsimile to each Bidder receiving the Solicitation. In the event of conflict with the original Contract Documents, Addendum shall govern all other Contract Documents to the extent specified. Subsequent addendum shall govern over prior addendum only to the extent specified. The Bidder shall be required to acknowledge receipt of the Formal Addendum by signing in the space provided on the Quote Proposal Form. Failure to acknowledge Addendum may deem its quote non-responsive; provided, however, that the City may waive this requirement in its best interest. The City will not be responsible for any other explanation or interpretation made verbally or in writing by any other city representative. 1.47 DEMONSTRATION OF COMPETENCY: 1) Pre-award inspection of the Bidder's facility may be made prior to the award of contract. Quotes will only be considered from firms which are regularly engaged in the business of providing the goods and/or services as described in this invitation for quote. Bidders must be able to demonstrate a good record of performance for a reasonable period of time, and have sufficient financial support, equipment and organization to insure that they can satisfactorily execute the services if awarded a contract under the terms and conditions herein stated. The terms "equipment and organization" as used herein shall be construed to mean a fully equipped and well established company in line with the best business practices in the industry and as determined by the City of Miami Beach. 2) The City may consider any evidence available regarding the financial, technical and other qualifications and abilities of a Bidder, including past performance ( experience) with the City in making the award in the best inter~st of the City. 3) The City may require Bidders to show proof that they have been designated as authorized representatives of a manufacturer or supplier which is the actual source of supply. In these instances, the City may also require material information from the source of supply regarding the quality, packaging, and characteristics of the products to be supplies to the City through the designated representative. Any conflicts between this material information provided by the source of supply and the information contained in the Bidder's Proposal may render the Quote non-responsive. 4) The City may, during the period that the Contract between the City and the successful Bidder is in force, review the successful Bidder's record of performance to insure that the Bidder is continuing to provide sufficient financial support, equipment and organization as prescribed in this Solicitation. '1 during the Quote evaluation period m order to comply with this demonstration of competency section. 1.48 DETERMINATION OF AWARD The City Commission shall award the contract to the lowest and best bidder. In determining the lowest and best bidder, in addition to price, there shall be considered the following: a. The ability, capacity and skill of the bidder to perform the Contract. b. Whether the bidder can perform the Contratt within the time specified, without delay or c. The character, integrity, reputation, judgement, experience and efficiency of the bidder. d. The quality of performance of previous contracts. e. The previous and existing compliance by the bidder with laws and ordinances relating to the Contract.. 1.49 ASSIGNMENT: The contractor shall not assign, transfer, convey, sublet or otherwise dispose of this contract, including any or all of its right, title or interest therein, or his or its power to execute such contract to any person, company or corporation without prior written consent of the City of Miami Beach. 1.50 LAWS, PERMITS AND REGULATIONS: The bidder shall obtain and pay for all licenses, pennits and inspection fees required for this project; and shall comply with all laws, ordinances, regulations and building code requirements applicable to the work contemplated herein. 1.51 OPI'lONAL CONTRACf USAGE: As provided in Section 287.042 (17), Florida Statutes, other State agencies may purchase from the resulting contract, provided the Department of Management Services, Division of Procurement, has certified its use to be cost effective and in the best interest of the State. Contractors have the option of selling these commodities or services certified by the Division to the other State agencies at the agencies option. 1.52 SPOT MARKET PURCHASES: It is the intent of the City to purchase the items specifically listed in this bid from the awarded vendor. However, items that are to be "Spot Market Purchased" may be purchased by other methods, i.e. Federal, State or local contracts. 1.53 ELIMINATION FROM CONSIDERATION This bid solicitation shall not be awarded to any person or firm which is in arrears to the County upon any debt, taxes or contracts which are defaulted as surety or otherwise upon any obligation to the County. No guarantee is expressed or implied as to quantities or dollars that will be used during the contract period. The City is not obligated to place any order for a given amount subsequent to the award of this bid solicitation. Estimates are based upon the City's actual needs and/or usage during a previous contract period. The City for purposes of determining the low bidder meeting specifications may use said. 1.56 COLLUSION Bids from related parties. Where two (2) or more related parties each submit a bid or proposal for any contract, such bids or proposals shall be presumed to be coUusive. The foregoing presumption may be rebutted by presentation of evidence as to the extent of ownership, control and management of such related parties in the preparation and submittal of such bids or proposals. Related parties mean bidders or proposers or the principals thereof which have a direct or indirect ownership interest in another bidder or proposer for the same contract or in which a parent company or the principals thereof of one (1) bidder or proposer have a direct or indirect ownership interest in another bidder or proposer for the same contract. Bids or proposals found to be collusive shall be rejected. Bidders or Proposers who have been found to have engaged in collusion may be considered non-responsible, and may be suspended or debarred, and any contract resulting from collusive bidding may be terminated for default. 1.57 DISPUTES In the event of a conflict between the documents, tbe order of priority of the documents shall be as follows: . Q. Under Section IT of Addendum No.1, first paragraph, it is stated, "All required heat load calculations and mechanical plans shall be provided by Contractor." Is the City aware that a consulting engineer would have to be hired in order to provide these calculations? Estimated cost for these items could be $5,000- $8,000. A. The City will not provide heat load calculations or mechanical plans. The Contractor is responsible as stated before. 2. Q. In the specifications provided, under General Notes, Item 2, it says that some units "may" need to be replaced with higher capacities. Who and when is the decision going to be made regarding which units will have to be upgraded. etc. Obviously, this affects the cost significantly. A. The decision will be based solely on the heat load calculations results as to the size of the equipment. 3. Q. The data on the nameplates of the exhaust fans is illegible. The City needs to provide exact specifications for the exhaust fans that are to be replaced. There are potentially undesirable consequences when mis-sizing exhaust fans regarding positive or negative building pressures. A. The City has no information on the existing exhaust fans. Store all materials on a raised platform covered with secured canvas tarpaulin (not polyethylene), top to bottom. Cover all materials when project 7 is not in progress and maintain the ability at all times to cover the materials when required, such as during an unanticipated rain shower. 7. Contractor shall assume full responsibility for the protection and safekeeping of products stored on premises. D. Material handling: 1. Handle materials to avoid bending, tearing, or other damage during transportation and installation. 2. Material handling equipment shall be selected and operated so as not to damage existing construction or applied roofing. Do not operate or situate material handling equipment in locations that will hinder smooth flow of vehicular or pedestrian traffic. 1.07 SITE CONDITIONS A. Field measurements and material quantities: 1. Contractor shall have SOLE responsibility for accuracy of all measurements, estimates of.material quantities and sizes, and site conditions that will affect work. B. Existing conditions: 1. Building space directly under roof area covered by this specification will be utilized by on-going operatiOns. Do not interrupt Owner operations unless prior written approval is received from Owner. . 2. Access to roof shall be from exterior only. 3. Move air-conditioning units and other equipment as required to install roofing materials complete and in accordance with plans and specifications. When units and equipment are to be moved, they shall be carefully disconnected and removed to a protected area so as not to damage any part or component thereof. Reconnect units in such a way that they are restored to a prior work operating condition. Take appropriate measures to prevent dust, vapors, gases or odors from entering the building during roof removal, replacement or repair. 4. All disconnection and re-connection shall be performed by a mechanical an/or electrical company licensed to perform such work. C. Asbestos: 1. Owner and Contractor agree to exonerate, indemnify, defend, and hold harmless roofing material manufacturer from and against all claims, demands, lawsuits, damages, expenses and losses incurred by Contractor's removal of asbestos-containing materials from Owner's building and work site. Contractor must conduct its operations according to applicable requirements including but not limited to those established by: a. Contractor or Owner shall perform appropriate inspections, surveys and file timely notifications to proper authorities prior to starting roof renovation or demolition activities. Inspectors, project planners, project managers, contractors and workers involved in the roof project shall have appropriate training, licenses and registrations. Contractor and Owner shall be responsible for determining and implementing regulatory compliance activities, including but not limited to work practices, engineering controls, personal protection, air monitoring, testing, hazard communication, material handling, record retention, and arranging for waste disposallhandling. Contractor must file a Uniform Hazardous Waste Manifest from proper landfill site for each load of asbestos containing material removed. Copies must be sent to Owner and material manufacturer/ specifier. Transportation of waste shall be in accordance with applicable Department of Transportation (DOT) requirements. 3. D. Waste Disposal: 1. Do not re-use, re-cycle or dispose of material manufacturers product containers except in accordance with all applicable regulations. The user of manufactured products is responsible for proper use and disposal of product containers. E. Safety requirements: 1. All application, material handling, and associated equipment shall conform to and be operated in conformance with OSHA safety requirements. 2. Comply with federal, state, local and Owner fire and safety requirements. 3. Advise Owner whenever work is expected to be hazardous to Owner,' employees, and/or operators. 4. Maintain a crewman as a floor area guard whenever roof decking is being repaired or replaced. 5. Maintain fire extinguisher within easy access whenever power tools, roofing kettles, fuels, solvents, torches, and open flames are being used. F. Environmental requirements: 1. Do not work in rain, snow, or in presence of water. 2. Do not install materials marked "KEEP FROM FREEZING" when daily temperatures are scheduled to fall below 400F (50C). 3. Do not perform masonry work below 400F (50C). 4. Remove any work exposed to freezing. 9 ~ !' ) 1,"! 5. Advise Owner when volatile materials are to be used near air ventilation intakes so Owner can use some or all of the following methods to minimize disruptions to building occupants and operations: a. Security requirements: 1. Comply with Owner security requirements. 2. Provide Owner with current list of accredited persons. 3. No access permitted in building by persons employed on this project. H. Place portable toilets in conformance with applicable laws, codes, and regulations. 1.08 SUBSTITUTIONS A. If bidding a substitute system, bid specified system then submit separate bid for alternate system. Substitute system must be identified during or before job walk to give all bidders equal opportunity. Bidders proposing substitutes shall submit following prior to bid date to Owner: 1. Written application with explanation of why it should be considered. 2. Accredited testing laboratory certificate comparing substitute's physical/performance attributes to those specified. 3. Smallest standard package of any adhesive, coating, mastic, sealant, or ply sheet. 1.09 PAYMENT SECURITY A. Any of the following: 1. New Roof Component Coverage: A single manufacturer shall provide specified warranty. The manufacturer's warranty must include labor and material coverage against leakage on all components including those manufactured by others. Included in the warranty coverage are the following: a. Insulation materials, fasteners, and adhesives. b. All new and temporary roof membrane components and adhesives. c. All metal edge components including cleat strips. d. All tapered edge and cant strips. e. All surface mastics, coatings, stripping, plies, etc. f. All drain and scupper flashings. g. Any roof leaks or other problems caused by substrate movement of any component other than the deck shall not be excluded. h. Any movement associated with metal edge joints or flanges causing leaks. i. Damages caused by wind speed up to 74 miles per hour. j. Permanent tie-ins and/or control joints separating new and old roofing. 2. The contractor shall certify compliance with the above warranty requirements by submitting a copy of the guarantee as a submittal item upon request of the Owner. The manufacturer will advise the customer in writing how to maintain the warranty in the form of an Owner's manual. The customer shall have the option to renew this warranty at the end of fifteen (15) years per the renewal agreement. 3. Service responsibilities of the manufacturer to Owner: a. Bi-Annual Housekeeping to include the following: (1) Removal of debris from the roof membrane. (2) Removal of debris from the roof drains, gutters, and scuppers. (3) Disposal of debris in customer supplied waste containers. b. Storm Reports, Monitoring and Follow-Up: (1) Roof inspection at customer request of roof areas after major storm activity. c. Roof Inspection Report: (1) Will provide a roof report based upon regular inspections. d. Bi-Annual Preventive Maintenance to include the following: (1) Metal Edge Flashing Components: (a) Tears, splits, and breaks in membrane flashings will be repaired with appropriate repair mastics and membranes. (b) Open, split flashing strip-ins will be repaired with appropriate repair mastics and membranes. (c) Loose metal edge cleats and clips will be resecured. (d) Exposed fasteners will be sealed. (2) Parapet Wall and Counterflashing Systems: (a) Tears, splits, kick holes, and breaks in flashing membrane will be repaired with appropriate repair mastics and 12 membranes. (b) Breaks, tears, and splits in flashing strip-ins with appropriate repair mastics and membranes. (c) Exposed fasteners will be sealed. (d) Voids in termination bars, counter-flashings and parapet cap will be cleaned and sealed. (5) Miscellaneous Maintenance Repairs: (a) Dress up wind scoured comers with appropriate repair mastics and coatings. (b) Dress up reflective coatings on flashings. (c) Re-caulking as needed. 4. Leak response responsibilities of the manufadurer to Owner: a. In the event that a leak should occur. (1) Provide toll free 800 number for Owner to call in leak report. Number will be monitored twenty-four (24) hours a day, 365 days a year. (2) Provide a response to Owner on all leak calls within twenty-four (24) hours of when the call is made. (3) Provide a repair aew, at the building site, within two (2) business days of the call. (4) Provide follow-up inspection to ensure that repairs were made properly. (5) Monitor all leak events and response and provide a written quarterly summary if leaks have occurred. P,'~ PART 111- EXECUTION 3.01 EXAMINATION A. Verify conditions as satisfactory to receive work. B. Do not begin roofing until all unsatisfactory conditions are corrected. Beginning work constitutes acceptance of conditions. C. Verify that work of other trades penetrating roof deck or requiring men and equipment to traverse roof deck has been approved by Owner, manufacturer, and roofing contractor. D. Check projections, curbs, and deck for inadequate anchorage, foreign material, moisture, or unevenness that would prevent quality and execution of new roofing system. 3.02 GENERAL WORKMANSHIP A. All work performed by Contractor shall conform to this specification. B. The presence and activity of the manufacturer's representative, architect's representative, and/or Owner's representative shall in no way relieve Contractor of contract responsibilities or duties. C. Cellular concrete: 1. Mix and place by an approved mixing plant. 2. Mix consistency shall provide flowable mix that can be screeded to a smooth surface. 3. Admixtures not permitted unless approved by roofing materials manufacturer prior to application. 4. Placement hoses: a. In good repair, free of structural defects. b. Equipped with secure couplings. D. Material placement: Hose nozzle no more than 6 inches (152 mm) above surface. E. Base Sheet: Set dry over blocking and cants at wall, perimeters, and curbs. Extend base sheet up wall and vertical blocking. Terminate base sheet directly under counterflashing. Do not seal base sheet to wall, blocking, or roof substrate. Do not seal top edge of base sheet under counterflashing. F. Flashings: Do not extend flashings above base sheet termination on vertical 28 v .~ substrates. ." ?,~ " G. Substrate: Free of foreign particles prior to laying roof membrane. H. Provide additional fastening of mechanically attached base sheets in roof perimeter and corner areas. I. Phased application: Not permitted. All plies shall be completed each day. J. Traffic and equipment: Kept off completed plies until adhesive has set. K Wrapper and packaging materials: Not to be included in roofing system. L. Entrapped aggregate: Not permitted within new membrane. Its discovery is sufficient cause for rejection. M. Ply shall never touch ply, even at roof edges, laps, tapered edge strips, and cants. N. Fit plies into roof drain rims; install lead flashing and finishing plies; secure damping collars; install domes. O. Extend roofing membrane to top edge of cant at wall and projection bases. P. Cut out fishmouths/side laps which are not completely sealed; patch. Replace all sheets which are not fully and continuously bonded. a. Plies: Prior to placement, cut ply sheets in 18 - 20 ft. (5.5 - 6.1 meter) lengths. Allow lengths to relax at least 30 minutes, 550F (130C) or above; 60 minutes, below 550F (130C). Stack lengths. Do not reroll. R. Cold process adhesive heating: 1. An in-line heat exchange unit may be used to facilitate application. a. Maximum adhesive temperature: 1 QOoF (380C). Do not exceed the flash point of the adhesive. 2. Heat exchange unit: Filled with heat transfer oil approved by equipment manufacturer. 3. Follow operation procedures as recommended by equipment manufacturer. S. Insulation: Form continuous insulation joints over deck flange. Do not cantilever insulation edges over deck ribs. Minimum bearing surface: 1-1/2 inches (38 mm). 3.03 PREPARATION A. Protection: 29 1. Contractor shall be responsible for protection of property during course of work. Lawns, shrubbery, paved areas, and building shall be protected from damage. Repair damage at no extra cost to Owner. 2. Provide at site prior to commencing removal of debris, a dumpster or dump truck to be located adjacent to building where directed by Owner. 3. Roofing, flashings, membrane repairs, and insulation shall be installed and sealed in a watertight manner on same day of installation or before arrival of inclement weather. 4. At start of each work day drains within daily work area shall be plugged. Plugs to be removed at end of each work day or before arrival of inclement weather. 5. Preparation work shall be limited to those areas that can be covered with installed roofing material on same day and before arrival of inclement weather. S. Arrange work sequence to avoid use of newly constructed roofing for storage, walking surface, and equipment movement. Move equipment and ground storage areas as work progresses. 7. Construct an enclosed chute from roof for removal of debris from roof area. Protect building surfaces at chute/set-up areas with tarpaulin. Secure tarpaulin. Remove dumpster from premises when full and empty at approved dumping or refuse area. Deliver empty dumpster to site for further use. Upon job completion, dumpster/chute shall be removed from premises. Spilled or scattered debris shall be cleaned-up immediately. Removed material to be disposed from roof as it accumulates. 8. At end of each working day, seal removal areas with water stops along edges to prevent water entry. 9. Provide clean plywood walkways and take other precautions required to prevent tracking of aggregate/debris from existing membrane into new work area where aggregate/debris pieces can be trapped within new roofing membrane. Contractor shall instruct and police workmen to ensure that aggregate/debris is not tracked into new work areas on workmen's shoes or equipment wheels. Discovery of entrapped aggregate/debris within new membrane is sufficient cause for its rejection. 10. Cover windows, metal, and vegetation with protective covering prior to application of dampproofing materials. B. Surface preparation: 1. Prepare masonry surface so it is structurally sound, clean, dry, fully cured, and free of dust, curing agents, form release agents, efflorescence, scale, laitance, and other foreign materials. a. Power wash the surface to be treated with water using pressure spray equipment at a pressure of BOO psi (5,500 kPa) minimum and a water volume of 4 gpm (0.25 Usec) minimum. Allow the surface to dry a minimum 72 hours at 700F and 50% RH. Longer drying times are required at lower temperatures and higher humidities. 30 2. Remove all loosely adhered paint and coating. Thoroughly dean chalking from previously coated surfaces. 3. Perform spot adhesion tests with new coating over previously coated surfaces. If adhesion between coats is marginal or poor, remove existing coating prior to application of new coating. 4. Remove: Existing roofing, insulation to roof deck. a. Area: As determined at site meeting. 5. Sweep clean roof deck. S. Remove as directed by Owner: a. Unused equipment. 3.04 CARPENTRY A Roof edge: 1. Install wood cant at roof edge for raised metal edge fascia. Nail two (2) rows staggered. Spacing in anyone (1) row shall not exceed 24 inches (S10 mm). Within 8 feet (2.4 meter) of outside comer, spacing shall not exceed 12 inches (300 mm) in anyone (1) row. B. Parapet wall coping cap locations: 1. Mechanically attach continuous wood blocking to top of parapet using %" (13 mm) diameter anchor bolts spaced 4 feet (1.22 mm) on center, with a minimum of 2 fasteners per section of wood blocking. Decrease anchor bolt spacing to two (2) feet (610 mm) on center in each direction 8 feet (2.44 mm) from the comer. Countersink anchor bolts flush with blocking surface. a. Blocking thickness: 2 inches (SO mm) nominal. b. Blocking width: Flush with edges. 3.05 MASONRY A Apply Walltite masonry coating system. 1. Prime masonry with one (1) coat Walltite Primer. a. Coverage rate: 1 gallon per 250 square feet. 2. Dampproof masonry with two (2) coats Wall-Tite. a. Coverage rate: 1 gallon per 100 square feet per gallon per coat. b. Box Walltite batches to assure uniform color. 3.06 ROOF DECK REPAIRSa A Metal roof deck repairs: 31 " ,J. ." 1,~ 1. Deck reattachment: a. Mechanically reattach loose sections of deck to steel support members 12 inches (300 mm) o.c. (at every other rib) and 6 inches (150 mm) o.c. (at every rib) in roof comer and roof perimeter areas. b. Side laps: Mechanically fasten 18 inches (460 mm) o.c. c. Mechanically fasten steel deck to supporting member at each deck side lap, regardless of spacing. d. Overlap steel deck end laps 2 inches (50 mm) minimum. Mechanically attach at the above listed fadors. Deck replacement: a. Remove defedive metal decking. Examine supports. If unsound, contad owner immediately for future adion. b. Install new metal decking in accordance with SOl, Design Manual for Composite Decks, Form Decks, Roof Decks. Deck protedion: a. Apply rust inhibitive paint over surface rust. 2. 3. B. Lightweight concrete repairs: 1. Repair areals: a. As determined by Owner. 2. Remove deteriorated lightweight canaete. Follow repair procedures as specified by manufadurer/applicator of lightweight concrete system. 3.07 CELLULAR INSULATING CONCRETE A. Temporary roof application: 1. Insulation a. Mechanically attach insulation to roof deck. Install additional fasteners to ensure insulation is firm under foot. b. Stagger joints at least 6 inches (150mm). c. Drive mechanical fasteners flush to top surface. d. Install boards in courses parallel to roof edges. e. Firmly butt each board to surrounding boards. Do not jam or deform boards. f. Cut and fit boards where roof deck intersects vertical surfaces. g. Filler boards require two (2) fasteners per board, minimum. Filler size: 18 inches (460mm) in length or width, minimum. h. Fastener density: 1 fastener every 2 sq. ft. (0.19 sq. meter). B. Install two (2) plies ply sheet, shingle fashion in hot melt adhesive. 1. Place ply sheets to ensure water will flow over or parallel to, but never against exposed edges. 2. Use 18 and 36 inch (460 and 910 mm) wide plies:. to start and finish roof membrane along roof edges and terminations. - 4. Lap ply sheet ends 6 inches (150 mm). Stagger end laps 12 inches (305 mm) minimum. 5. Apply adhesive no more than 10 feet (3 meters) ahead of each roll being embedded. 6. Ensure complete and continuous seal and contact between bitumen and ply sheets, including ends, edges, and laps without wrinkles, fishmouths, or blisters. Broom each ply before adhesive cools from un mopped side. a. Broom width: 34 inches (860 mm) minimum. 7. Avoid walking on plies until adhesive has set. 8. Seal all roof openings using 2 plies reinforcing membrane/asphalt. C. Cellular concrete: 1. Install cellular concrete to prepared area, 2 inches (50 mm) minimum thickness, sloped to existing drains. Slope: 1 % (1/8 inch per running foot) minimum. 2. Mix and pump cellular concrete into place using personnel and equipment approved by cellular concrete manufacturer. Mixing time shall be sufficient to provide a consistent, thorough mix that will flow freely and screed to a smooth surface. 3. Proportion cellular concrete to ~vide a density at point of placement of 40 Ibs. per cubic foot (641 kg/m) [:t 5 percent] and 28 days compressive strength of 180 psi (1240 kPa) minimum. 4. Place only when air temperatures of 400F (40C) or above are predicted for first 24 - 48 hours after placement. a. Cover deck with slurry coat. Thickness: 3/4 inch (19 mm) minimum. b. Embed insulation into fluid slurry coat. Graduate thickness of insulation from high to low point. Stagger end joints. Butt all joints to moderate contact. Allow slurry coatlinsulation to set 24 hours. c. Install top pour of cellular concrete over insulation. Fill all bond holes. Minimum top cover thickness over insulation: 2 inches (50 mm). d. Use screeds and darbies to attain smooth, even surface. e. Plan work to minimize cold joints. Scarify cold joints to provide mechanical key. f. Protect installation from freezing until initial set is attained. 5. Roofing readiness: a. Allow cellular concrete to cure to achieve sufficient surface hardness to adequately withstand foot traffic and other light roofing operations without damage (minimum two (2) days). b. Upon completion of the installation of the lightweight insulating concrete system, the roofing contrador is responsible for minimizing water entry into the lightweight insulating concrete system and for removing excess water (from rain) from the lightweight insulating concrete system. Follow recommendations from the manufacturer of the lightweight 33 L Y ) .~ l~ insulating concrete manufacturer for the ren'l(~_val of excess rain water from the system if rain infiltration occurs. - c. Ensure exposed surface and entire lightweight insulating concrete system is dry prior to beginning roof system installation. 3.08 BASE SHEETI VAPOR RETARDER A. Ensure deck is dry. B. Install foillkraft laminate barrier sheet over lightweight insulating concrete. Place foil side down to the deck. Sidelaps - 2 inch (50 mm) minimum; endlaps - 4 inch (100 mm) minimum. Nail to hold in place. C. Install base sheet over foillkraft laminate barrier sheet. Lap 4 inches (100 mm) on sides and ends. Mechanically attach 7 inches (178 mm) o.c. at lap and 2 rows staggered 7 inches (178 mm) o.c., 12 inches (300 mm) from each edge. D. Increase the number of fasteners used to secure base sheet by 70% in the perimeter areas and 160% in the comer areas. Determine fastener density on a unit area per fastener basis. Add additional rows and increase fasteners per row. Do not space fasteners closer than 4 inches (102 mm) o.c. E. Lay base sheet dry over blocking and extend to outside edge of blocking. Extend base sheet up wall or vertical blocking and terminate directly under counterflashing. Do not adhere base sheet to vertical substrate. Do not seal off top edge of base sheet. 3.09 THERMAL INSULATION A. None. 3.10 CRICKETS A. None. 3.11 ROOF SYSTEM APPLICATION A. Install the following prior to application of the roofing system: 1. Cants at perimeter and around curbs. , B. Mechanically attach base sheet to lightweight insulating concrete as desaibed in 34 \; .~ " ?,~ previous section for base sheet installation. C. According to roof system manufacturers recommendations, cut fiberglass reinforced sheets which will be applied in cold process adhesive in 16-20 ft (5.5-6.1 meter) lengths. Allow lengths to relax at least 30 minutes. 550F (130C), or above; 60 minutes below 550F (130C). Stack in lengths; do not reroll. D. Install three (3) plies of precut, relaxed ply sheet, shingle fashion. Overlap starter strips 26 inches (660 mm) with first ply, then overlap each succeeding ply 24-213 inches (630 mm). Place ply sheets to ensure water will flow over or parallel to, but never against exposed edges. E. Use 12, 24, 36 inch (305, 610, 910 mm) wide plies to start and finish roof membrane along roof edges and terminations. F. Immediately after installation, broom and/or roll ply sheet. Ensure complete and continuous seal and contact between adhesive and felts, including ends, edges and laps without wrinkles, fish mouths, or blisters. Broom/roller width: 34 inches (860 mm) minimum. G. Apply uniform and continuous pressure to exposed edge and end laps to ensure complete adhesion. H. Avoid walking on plies until adhesive has set. I. Overlap previous day's work 24 inches (610 mm). J. Lap ply membrane ends 4 inches (100 mm). Stagger end laps 3 feet (910 mm) minimum. K. Embed each ply in a uniform and continuous application of cold frocess interply adhesive. Interply application rate: 3 gallons per 100 sq. ft. (1.2 Urn ). 3.12 DAILY WATERSTOPfTIE-INS A. Remove embedded gravel/debris from top ply of felt along termination. 1. Width: 18 inches (460 mm). B. Adhere 12 and 18 inch (305 and 460 mm) wide ply sheets from exposed deck to existing roofing with a continuous 1/16 inch (1.6 mm) thick application of tie-off mastic. Glaze cut-off with surfacing mastic. Extend 18 inch (460 mm) wide felt 3 inches (80 mm) either side 12 inch (305 mm) felt. C. Install "deadman" insulation filler at insulation staggers. 35 D. Extend roofing system at least 12 inches (305 mm onto prepared area of adjacent roofing. Seal edge with 6 inches (150 mm) wide reinforcing membrane embedded between alternate courses of tie-off mastic. E. At beginning of next day's work remove temporary connection by cutting felts evenly along edge of existing roof system. Remove "deadman" insulation fillers. 3.13 PERMANENT WATERSTOprrIE-INS A. Remove embedded gravel/debris from top ply of felt along termination. 1. Width: 18 inches (460 mm). Sweep clean. Prime swept surface with asphalt primer at 100 sq. ft. per gallon (2.5 m2/L). B. Adhere 12 and 18 inch (305 and 460 mm) wide ply sheets from exposed deck to existing roofing with a continuous application of tie-off mastic. Glaze cut-off with surfacing mastic. Extend 18 inch (460 mm) wide felt 3 inches (760 mm) either side 12 inch (305 mm) felt. C. Extend roofing system at least 12 inches (305 mm) onto prepared area of adjacent roofing. Unadhered ply sheet within 2 inches (50 mm) or less from exposed edges: a. Cut away unadhered felts and remove dust and debris; dry. b. Apply asphalt mastic to seal. B. Unadhered ply sheet more than 2 inches (50 mm) in from the ply edge: 1. Cut away unbonded ply sheets until firmly laminated sheets are reached. Clean; dry. 2. Reinforce and seal prepared area with reinforcing mesh embedded between alternate continuous applications of asphalt mastic. C. All defects shall be repaired using at least one additional ply in area being repaired. D. Use same membrane materials. Adhere repair materials in manner as specified for original membrane. Install surfacing to match existing surrounding area. 3.15 FLASHINGS 36 A. General flashing requirements: 1. Elastomeric Flashing: a. Elastomeric sheeting width: Sufficient to extend at least 6 inches (150 mm) beyond toe of cant onto new roof. b. Adhere elastomeric sheeting completely to flashing surface, cant, and roofing with Sheeting Bond flashing adhesive. After application of Sheeting Bond flashing adhesive, allow adhesive to remain open for 15 minutes minimum to flash off solvent prior to setting elastomeric sheeting into the Sheeting Bond flashing adhesive. c. Apply consistent pressure to entire surface of elastomeric sheeting using a steel hand roller to achieve full adhesion of the sheeting to the flashing substrate. Ensure complete bond and continuity without wrinkles or voids. Lap vertical sheeting ends 4 inches (100 mm). d. Seal bottom horizontal edges of elastomeric sheeting to the roof system with reinforcing membrane embedded in a base course of Sheeting Bond flashing adhesive and a top course of Polyroof LV modified bituminous mastic. e. Seal vertical laps of elastomeric sheeting with reinforcing membrane embedded in a base course of Sheeting Bond flashing adhesive and a top course of Polyroof LV modified bituminous mastic. 2. Composition flashing (Two Plies): a. Cut flashing ply in lengths not to exceed 10 feet (3 meter). b. Adhere first flashing ply to flashing substrate in a continuous application of asphalt mastic. Remove wrinkles and voids. Overlap sections 4 inches (100 mm). c. Extend flashing ply 4 inches (100 mm) beyond toe of cant. d. Cut additional flashing ply in lengths not to exceed 10 feet (3 meter). Apply asphalt mastic to first flashing ply in a continuous 1/16 inch (1.6 mm) thick application. Embed second flashing ply into mastic. Lap flashing membrane ends 4 inches 100 mm); extend membrane 6 inches (150 mm) beyond toe of cant; press sheet firmly in place. Ensure complete bond and continuity without wrinkles or voids. Adhere laps with asphalt mastic. Seal vertical laps of flashing membrane with reinforcing membrane embedded between altemate continuous courses of asphalt mastic. 3. Two-Ply Stripping for metal flanges: a. Set flange in asphalt mastic. Seal flange with two (2) stripping plies embedded between altemate applications of stripping adhesivelbitumen. Extend first ply 4 inches (100 mm) beyond flange; second ply 2 inches (SO mm) beyond first ply. 4. Two-ply stripping for base flashings: a. Seal horizontal edge and vertical lap of flashing with two (2) stripping plies embedded between altemate applications of stripping adhesivelbitumen. Set cover in elastomeric mastic; nail to wood blocking through gap between fascia joints. 3. Install two (2) ply stripping for composition base flashings described in general flashing requirements section. C. At wall flashings: 1. Adhere cant strip to flashing base in a continuous application of solvent free insulation adhesive. 2. Install elastomeric base flashing described in general flashing requirements section. 3. At scupper locations: 1. Install cant strip up to scupper opening. 2. Install roofing to top edge of cant. 3. Fabricate and install metal scupper. 4. Install base flashings desaibed in general flashing requirements section. 5. Fabricate and install new counterflashing. E. At plumbing vents: 1. Wedge plumbing vent tight against deck. 2. Apply 1/16 inch (1.6 mm) uniformly thick layer of asphalt mastic to surface receiving metal flange. 3. Fabricate and install plumbing vent flashing from lead. Pipe outside diameter 2 inches (50 mm) or less: Cut lead at vent top; fabricate and install integral lead cap. c. Mechanically fasten plumbing vent to substrate, 3 inch (75 mm) o.c. staggered. 5. Install two (2) ply stripping for metal flanges as described in general flashing requirements section. F. At copings: 1. Installation of light metal parapet cap. a. Install wood blocking. b. Install continuous bent cleat on outside edge of wood blocking. Cleat shall be 1 gage heavier than coping cover. Lap ends 1 inch (25 mm). Nail 16 inches (400 mm). c. Install shims or beveled wood strips to provide inward slope to finished coping cap. d. Place a base sheet felt over top of parapet blocking. Extend down 2 inches (50 mm) minimum over edges. e. Fabricate and install coping cover. Connect coping sections with 1-1/4 inch (32 mm) high standing seam. Extend front and rear sides of cover 2 inches (50 mm) beyond wood blocking. Bend lower edges out 30 degrees maximum to form drip edge. Attach outside edge to continuous cleat with 3/4 inch (19 mm) lock. Attach inside edge to wood blocking 24 inches (610 mm) o.c. At comers, form standing seam and miter. G. At pitch pans: 1. Fabricate pitch pans, fitted with matching hood covers. Sides: 4 inches (100 mm) high, hemmed to outside at top edge. Flange: 4 inches (100 mm) wide, completely around periphery. Clearance between projection and pitch pan: 2 inches (50 mm). Set flange in mastic. 2. Pack gap between roof-penetrating element and deck with compressible insulation. Seal with reinforcing membrane embedded between alternate courses of asphalt mastic. 3. Nail flange to substrate 3 inches (75 mm) o.c., staggered. 4. Prime metal flange, projection, and pitch pan interior with asphalt primer. 5. Install two (2) ply stripping described in general flashing requirements section. 6. Fill pitch pan to within 1 inch (25 mm) from top with non shrink grout. Flange to extend completely around flashing periphery. Solder all joints. Double solder vertical joints. 3. Nail flange to substrate 3 inches (75 mm) o.c., staggered. 4. Prime flange with asphalt primer. 5. Install two (2) ply stripping described in general flashing requirements section. 6. Fabricate umbrella and install drawband; cover sleeve flashing 3 inches (75 mm) minimum. Install immediately above sleeve flashing. Tighten drawband. 7. Wipe clean top of umbrella and projection with metal cleaner. Prime surface with metal primer. 8. Caulk projection/sheet metal jnterface. Provide watershed. Tool neatly. I. At metal sleeve and storm collar(s): 1. Apply 1/16 inch (1.6 mm) uniformly thick layer of asphalt mastic to surface receiving metal flange. 2. Fabricate and install sleeve flashing. Height: 8 inches (200 mm). Flange width: 4 inches (100 mm). Flange to extend completely around flashing periphery. Solder all joints. Double solder vertical joints. 3. Nail flange to substrate 3 inches (75 mm) o.c., staggered. 4. Prime flange with asphalt primer. 5. Install two (2) ply stripping described in general flashing requirements section. 6. Fabricate storm collar with bolted connection. Cover sleeve flashing 3 inches (75 mm) minimum. Tighten bolts. 7. Wipe clean top of storm collar and projection with metal cleaner. Prime surface with metal primer. Caulk projection/sheet metal interface. Provide watershed. Tool neatly. J. At piping through roof deck: 1. Apply 1/16 inch (1.6 mm) uniformly thick layer of asphalt mastic to surface receiving metal flange. 2. Fabricate and install two piece pipe box. Bottom portion fabricated with 4 inch (100 mm) flange. Install tapered edge strip around drain to create approximate 48 x 48 inch (1220 x 1220 mm) sump. Miter comers. Seal toe of tapered edge to drain rim with reinforcing membrane embedded between alternate courses of asphalt mastic. 2. Install roofing system into sump and onto drain rim. 3. Plug drain to prevent water entry until service connection is completed. 4. Prime the bottom side of the lead flashing. 5. Apply 1/16 inch (1.6 mm) uniformly thick layer of asphalt mastic to surface receiving soft copper flashing. 6. Set single piece lead flashing in mastic centered over drain; extend lead 6 inches (150 mm) beyond drain rim. Neatly dress lead with wood block. 7. Clamp flashing collar to drain in bed of mastic. 8. Neatly cut leadlfelts within drain at rim. Lead to extend 1 inch (25 mm) into bowl. 9. Prime lead with asphalt primer. 10. Install two (2) ply stripping described in general flashing requirements section. Stripping shall not extend under clamping ring. 11. For working drains, remove drain plug upon completion of work each day. 3.16 SURFACING TREATMENT ON FLASHINGS A. Surfacing for Elastomeric Flashing. 1. None. 3.17 SURFACING APPLICATION A. Allow cold process roof system to cure for 30 days minimum prior to application of surface coating. B. Roof surfacing: 41 1. Prior to application of surface treatment system, contractor shall inspect roof with manufacturer's representative. 2. Prime asphaltic surface with waterbased asphalt primer. a. Coverage rate: 200 square feet per gallon (5.0 square meters per liter). b. Allow primer to fully dry. 1. Over entire roof surface apply the surface coating high build aaylic polymer roof coating in a uniform and continuous manner according to manufacturer's recommendations. a. Total coverage rate: 4 gallons per 100 square feet (1.6 liters per square meter). b. Apply in a two coat process. 3.18 WALKWAYS A. None. 3.19 LIGHTNING PROTECTION SYSTEM A. Install new wood blocking and pitch pans with hoods at downlead entry points. B. Lightning protection system may be disconnected to facilitate work. Reconnect daily or before arrival of inclement weather. Ensure air terminals are anchored and vertical. 3.20 PAINTING A. None. 3.21 ADJUSTING AND CLEANING A. Repair of deficiencies: 1. Installations of details noted as deficient during final inspection must be repaired and corrected by applicator, and made ready for reinspection, within five (5) working days. B. Clean-up: 1. Immediately upon job completion, roof membrane and flashing surfaces shall be cleaned of debris. 2. Clean gutters and downspouts of debris. 42 SPECIFICAnONS GENERAL CONDlnONS By executing the contract, the Contractor represents that he has visited the site, familiarized himself with all conditions under which the work is to be performed, and correlated his observations with the requirements of the contract. The Contractor shall not commence work until he has obtained all insurance required and such insurance has been approved by the Board of Education. The Contractor shall take out and maintain during the life of the contract such public liability, property damage, and compensation insurance as shall protect him, the City of Miami Beach and any subcontractor, from claims and damages for personal injury, including accidental death, and property damages which may arise from operations of this contract. The Contractor shall give all notices and comply with all laws, ordinances, rules, and regulations bearing on the conduct of the work specified. Permits and licenses necessary for the execution of the work shall be paid for by the Contractor. This shall not relieve Contractor of its sole responsibility for proper workmanship. Where removal of existing roof is required, the Contractor WILL REMOVE NO MORE ROOF AREA THAN CAN BE REPLACED ON THE SAME DAY, CARRYING THE NEW WORK TO A POINT WHERE A GLAZE COAT HAS BEEN APPLIED.
