FROM TAKING EFFECT AND TO RECONSIDER THE NEW
DISTRICT LINES IN CONFERENCE.
WHEREAS, on March 6, 2002, the Florida House of Representatives passed a
reapportionment amendment contained in House Bill 1987 which was heard on the floor of the
House on March 5, 2002, only one day before its passage; and
WHEREAS, House Bill 1987 will effectively disenfranchise nearly 10,000 Miami Beach

represents mostly Brownsville, Overtown, and the Model City areas; and
WHEREAS, Miami Beach residents have needs and issues significantly different from
those in urban Miami; and
WHEREAS, if the redistricting becomes effective, the affected Miami Beach residents
would virtually be left without representation in a district where ninety-two percent (92%) of the
residents are part of communities with different interests and geography; and
WHEREAS, for years, the City of Miami Beach has had excellent working relationships
with its state representatives; and
WHEREAS, our community's unique needs are listened to and addressed by our elected

COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Florida State
Legislature is hereby urged to prevent the redistricting proposal affecting Miami Beach residents
