A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA APPROVING THE
CRITERIA ESTABLISHED FOR THE VOLUME SERVICES OF
AMERICA AND SMG SCHOLARSHIP PROGRAM.
WHEREAS, on May 16, 2001, the Mayor and City Commission adopted Resolution
No. 2001-24393, approving a five (5) year renewal option to the City's contract with Volume
Services of America (VSA), for the preparation and delivery of food and beverage services
for the Miami Beach Convention Center and Jackie Gleason Theater of the Performing
Arts; a condition therein required the establishment of a $100,000 scholarship program
over five (5) years; and
WHEREAS, on September 5, 2001, the Mayor and City Commission adopted
Resolution No. 2001-24573 approving a two (2) year renewal option to the City's contract
with SMG, for the management of the Miami Beach Convention Center and Jackie Gleason
Theater of the Performing Arts; a condition therein required the establishment of a $30,000
scholarship program over two (2) years; and
WHEREAS, as part of the approval to establish the VSA scholarship program, the
Mayor and City Commission recommended that the Committee for Quality Education and
the Kiwanis Club review and provide input as to the scholarship criteria; and
WHEREAS, the Mayor and City Commission requested that the criteria be
expanded to be used for needy minority students and for students interested in the
Hospitality/Food Industry; and
WHEREAS, City staff coordinated several working meetings with representatives
of the Committee for Quality Education, Miami Beach Senior High School, the Kiwanis,
VSA staff, SMG staff, City staff and Commissioner Matti Herrera Bower to establish the
criteria for the VSA Scholarship Program and the SMG Scholarship Program, respectively;
and
WHEREAS, review of the proposed scholarship program criteria was referred to the
Community Affairs Committee for further review and on January 29, 2002, said Committee
reviewed the proposed Scholarship Fund Programs and recommended to accept the
criteria established for these programs; said criteria attached and incorporated as Exhibit
"A" to this Resolution.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FL, that the attached criteria established
for the Volume Services of America and SMG Scholar: i • Programs is approved.

O United States resident, citizen, or visiting student with valid student visa for college admission
O Enrollment in post -secondary education institution
O Interest expressed in the food and hospitality industry
O Minimum 2.5 (unweighted) Grade Point Average
O Volume Services America Scholarship Application completed accurately
o Two letters of recommendation
O Certified copy of school transcript or Credit History form
o Resume
o Interview by Selection Committee, if selected by Selection Committee
O If selected to receive scholarship, completion of six-week paid internship/mentorship with
Volume Service America within one year of receipt of scholarship
The following criteria will be evaluated and weighted in the selection process but will not restrict applicants
meeting the criteria above:

1) Volume Services America Grant Application accurately completed
2) Certified copy of school transcript or Credit History form
3) Copy of lease, utility bill or other acceptable documentation establishing City of Miami Beach residency
4) Copy of birth certificate, Social Security Card, Resident Alien Card, or valid student visa
5) Two letters of recommendation
6) Resume
7) Proof of acceptance or enrollment in post -secondary education institution
8) Additional support material representing community service, internship experience or civic involvement
Completed applications and support material must be submitted by April 15, 2002to:

Selection Process
Eligible applications will follow this selection process:
1) Applications will be screened for eligibility as defined in the eligibility criteria.
2) Eligible applications will be screened and weighted for the following criteria:
O Applicant ethnicity
o Economic need
O Community service or civic involvement
o Internship experience within the food and hospitality industry
3) Applicants receiving the highest numerical evaluation based on the weighted criteria will be scheduled
for a personal interview before the Selection Committee.
3) Applicants appearing before the Selection Committee will receive a numerical score for their
performance before the Committee.
4) The combined numerical scores from the Volume Services America Grant Application and personal
interviews will establish the ranking for scholarships awarded.
5) The Committee reserves the right to alter the award distribution in the event of scoring ties or the
submission of less than expected applications. A maximum of eight scholarships will be awarded.

All applications received by the posted deadline at the City of Miami Beach Office of Children's Affairs will be
screened for eligibility. Eligibility screening will be limited to ensure compliance to the following eligibility
criteria:
O High school diploma or equivalent
O City of Miami Beach resident
O United States resident, citizen, or visiting student with valid student visa for college admission
o Enrollment in post -secondary education institution
o Interest expressed in the food and hospitality industry
O Minimum 2.5 (unweighted) Grade Point Average
O Volume Services America Scholarship Application completed accurately
O Two letters of recommendation
O Certified copy of school transcript or Credit History form
o Resume

ADMINISTRATION RECOMMENDATION
Adopt the resolution.
BACKGROUND
On May 16, 2001, the Mayor and City Commission adopted Resolution No. 2001-24393 approving
a five (5) year renewal option with Volume Services of America (VSA). A condition therein required
the establishment of a $100,000 scholarship program over five (5) years.
On September 5, 2001, the Mayor and City Commission adopted Resolution No. 2001-24573
approving a two (2) year renewal option with SMG. A condition therein required the establishment
of a $30,000 scholarship program over two (2) years.
As part of the approval to establish the VSA scholarship program, the Mayor and City Commission
recommended that the Committee for Quality Education and the Klwanis Club review and provide
input as to the scholarship criteria. Furthermore, the Mayor and City Commission requested that
the criteria be expanded to be used for needy minority students and for students interested in the
Hospitality/Food Industry. Review of the proposed scholarship program criteria was referred to the
Community Affairs Committee for further comment.
In accordance with this direction, City staff coordinated several working meetings with
representatives of the Committee for Quality Education, Miami Beach Senior High School, the
Kiwanis, VSA staff, SMG staff, City staff and Commissioner Matti Herrera Bower. During the course
of these meetings the attached criteria was finalized and approved for the VSA scholarship program
and the SMG Scholarship Program, respectively.
On January 29, 2002, the Community Affairs Committee reviewed the proposed Scholarship Fund
Programs and recommended to accept the guidelines established br these programs.
As such, attached hereto are the VSA and SMG Scholarship Programs established by VSA and
SMG for final approval by the Mayor and City Commission.
