A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO SUBMIT A GRANT APPLICATION
IN AN AMOUNT NOT TO EXCEED $500,000, TO THE MIAMI-DADE
COUNTY OFFICE OF EMERGENCY MANAGEMENT, FOR TRAINING
FUNDS THROUGH THE ANTI-TERRORISM FUNDING PROGRAM, THE
FUNDS WILL BE USED TO TRAIN FIRE DEPARTMENT PERSONNEL IN
THE AREA OF ANTI-TERRORISM; AND TO APPROPRIATE THE
FUNDS, IF AWARDED.
WHEREAS, the Miami-Dade Board of County Commissioners allocated $500,000
through the Office of Emergency Management for the six fire jurisdictions within Miami-Dade
County to conduct anti-terrorism training; and
WHEREAS, the grant funds must be used for anti-terrorism training for fire
department personnel; and
WHEREAS, the training must be in accordance with the Terrorism Response Annex
of the Comprehensive Emergency Management Plan; and
WHEREAS, the availability of funding will allow for the City of Miami Beach Fire
Department to provide desired training in the study of anti-terrorism response; and
WHEREAS, the City of Miami Beach Fire Department is in the process of preparing
a grant application for an amount not to exceed $500,000; and
WHEREAS, providing anti-terrorism training to Fire Department personnel will
ensure that the City of Miami Beach will have trained staff to adequately response in the
event of an incident.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City
Manager, or his designee, is authorized, to submit a grant application in an
amount not to exceed $500,000, to the Miami-Dade County Office of
Emergency Management, for training fund through the Anti-terrorism
Funding Program, the funds will be used to ra fire department personnel
in the area of anti-terrorism; and to appropr;'ate t nd ,if awarded.

Condensed Title:
A Resolution authorizing the submittal of a grant application for funds not to exceed $500,000 from the
Miami-Dade County Office of Emergency Management, for anti-terrorism training. These funds are
provided by Miami-Dade County.
Issue:
The City of Miami Beach Grants Management Office constantly monitors funding agencies in search of
grant funds for which the City is eligible. The Fire Department provides annual training to its personnel.
The availability of these funds will afford the Fire Department with a new funding source for anti-terrorism
training. This grant program does not require a match.
Item Summary/Recommendation:
Funding is available to provide anti-terrorism training to the City of Miami Beach Fire personnel, thus the
City would like to submit an application for funds.
Adopt the Resolution authorizing the City Manager or his designee to submit a grant application to the
Miami-Dade County Office of Emergency Management; and appropriate the funds, if awarded.

ANALYSIS:
The Miami-Dade Board of County Commissioners allocated $500,000 through the Office of
Emergency Management for the six fire jurisdictions within Miami-Dade County to conduct
anti-terrorism training. As stipulated in the grant requirements, the grant funds must be
used for anti-terrorism training for fire department personnel. In addition, the training must
be in accordance with the Terrorism Response Annex of the Comprehensive Emergency
Management Plan.
The City's ability to secure non-city training funds is key to a successful fire department
training program. The availability of these grant funds will allow for the City of Miami Beach
Fire Department to provide the desired training in the area of anti-terrorism response.
The City'Of.Miami Beach Fire Department is in the process of preparing a grant application
for an amount not to exceed $500,000 to provide anti-terrorism training to Fire Department
personnel.
