A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO SUBMIT A GRANT APPLICATION
FOR AN AMOUNT NOT TO EXCEED $100,000, TO THE DEPARTMENT
OF JUSTICE, FOR FUNDS AVAILABLE THROUGH THE BULLETPROOF
VEST PARTNERSHIP PROGRAM, WHILE LEVERAGING EXISTING
DEPARTMENTAL FUNDING; AND TO APPROPRIATE THE FUNDS, IF
AWARDED.
WHEREAS, on June 16, 1998, the Bulletproof Vest Partnership Grant Act was
signed into law; and
WHEREAS, the purpose of the Act is to save the lives of law enforcement officers by
helping states and local units of government equip their law enforcement officers with
bulletproof vest; and
WHEREAS, the United States Department of Justice has created the Bulletproof
Vest Partners Grant Program that will assist state and local law enforcement agencies in the
purchase agencies in the purchase of bulletproof vests and this Program will reimburse the
City 50% of the purchase price of each bulletproof vest purchased; and
WHEREAS, the City of Miami Beach Police Department projects that approximately
50 new or replacement bulletproof vests will be needed during this grant cycle; and
WHEREAS, the City of Miami Beach Police Department would like to participate in
this grant program; in participating, the program will offset the costs of purchasing new or
replacement vests not only to the City, but also, its sworn law enforcement personnel; and
WHEREAS, these funds will leverage Miami Beach Police Department funds, while
providing funding for the replacement or purchase of bulletproof vest.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City
Manager, or his designee, is authorized, to submit a grant application for an
amount not to exceed $100,000, to the Department of Justice, for funds
available through the Bulletproof Vest Partnership Program, while
leveraging existing departmental funding; and to appropriate the funds, if
awarded.

Condensed Title:
A Resolution authorizing the submittal of a grant application for funds not to exceed $100,000 from the
United States Department of Justice, from funds available through the 1998 Bulletproof Vest Partnership
Act.
Issue:
The City of Miami Beach Police Department projects that approximately 50 new bulletproof vests will be
purchased during the period covered in this grant cycle. These grant program will reimburse the City up to
50% of the costs associated with the purchase of new or replacement vest. If the grant funds are not
expended by the end of the grant cycle, the City can request an extension for a period not exceeding three
years.
Item Summary/Recommendation:
Adopt the Resolution authorizing the City Manager or his designee to submit a grant application to the
United States Department of Justice; and appropriate the funds, of awarded.
This grant program provides an opportunity for the City to leverage existing Departmental funds, while
providing a cost savings not only to the City, but also, to sworn law enforcement personnel.

ANALYSIS:
On June 16, 1998, the Bulletproof Vest Partnership grant Act of 1998 was signed into law.
The purpose of the Act is to save the lives of law enforcement officers by helping states
and local units of government equip their law enforcement officers with bulletproof vests.
The United States Department of Justice has created the Bulletproof Vest Partners Grant

This innovative program will fund up to 50% of the purchase price of new bulletproof vest
for police officers. During this grant cycle, the City of Miami Beach Police Department
projects that approximately 50 new or replacement bulletproof vests will be needed. The
City of Miami Beach Police Department would like to participate in this grant program. In
participating, the program will offset the costs of purchasing new or replacement vests.
Grant funds will leverage Miami Beach Police Department funds, while providing funding
for the replacement or purchase of bulletproof vest.
