RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO
SUBMIT A GRANT REQUEST FOR AN AMOUNT NOT TO EXCEED $30,000, TO THE
SOUTH FLORIDA REGIONAL PLANNING COUNCIL, FOR FUNDS TO BE USED IN
PROVIDING NECESSARY TRAINING ON THE SUBJECT MATTER OF SAFE
TRANSPORTATION OF HAZARDOUS MATERIALS, WHILE LEVERAGING EXISTING
DEPARTMENTAL TRAINING FUNDS; AND TO APPROPRIATE THE FUNDS, IF
AWARDED.

WHEREAS, the State of Florida provides annual funding for training in the area of Hazardous
Material Emergency Preparedness through the Florida Department of Community Affairs; and
WHEREAS, the Department of Community Affairs in turn allocates funds to South Florida
Regional Planning Council to serve as the leading agency providing training in this subject area; and
WHEREAS, there are seventeen filling stations located within the City's seven square mile
area; as a barrier island, there is a significant risk of serious environmental damage from an
uncontrolled leak from a gasoline or other chemical tanker; and
WHEREAS, the City of Miami Beach Fire Department is working with Safe Transportation
Training Specialist to conduct a sixteen hour Tank Truck Emergency Response Workshop here in
Miami Beach; and
WHEREAS, the City of Miami Beach Fire Department is requesting funding from the South
Florida Regional Planning Council, which will be used to provide training to City personnel in the area
of Hazardous Material transport; and
WHEREAS, existing Departmental-training funds will be leveraged in securing grant funds to
provide this training; and
WHEREAS, our goal is to provide thirty-six of our firefighters and additional City personnel
with training at the technical level for response to gasoline tanker emergencies.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee, is
authorized, to submit a grant request for an amount not to exceed $30,000. to the South
Florida Regional Planning Council, for funds to be used i ro iding necessary training on
the subject matter of safe transportation of hazardous at a ,while leveraging existing
Departmental training funds; and to appropriate the fun s, if wed.

Condensed Title:
A Resolution authorizing the submittal of a grant application for funds not to exceed $30,000 from the South
Florida Regional Planning Council for training funds in the area of Hazardous Material Emergency
Preparedness. These funds are provided by the State of Florida.
Issue:
There are seventeen filling stations located within the City's 7.1 square mile area. As a barrier island, there

Item Summary/Recommendation:
The City is working with Safe Transportation Training Specialist to conduct a sixteen hour Tank Truck
Emergency Response Workshop to be held in Miami Beach. In an effort to enhance the City's capability to
mitigate the environmental impact that may result in the event of an incident, the City recommends that
training be provided for thirty-six firefighters and additional City personnel.
The City will use existing Departmental training budget to leverage the grant request.
Adopt the Resolution authorizing the City Manager or his designee to submit a grant application to the
South Florida Regional Planning Council; and appropriate the funds, if awarded.

ANALYSIS:
The State of Florida provides annual funding for training in the area of Hazardous Material
Emergency Preparedness through the Florida Department of Community Affairs. In turn, the
Florida Department of Community Affairs allocates these funds to the eleven regional planning
councils, who take the lead in training personnel. The South Florida Regional Planning Council
coordinates training for the South Florida region.
The City of Miami Beach Fire Department is exploring options to provide training in the area of
Hazardous Material transport; there are seventeen filling stations located within the City's 7.1
square mile area. As a barrier island, there is a significant risk of serious environmental damage
from uncontrolled leak from a gasoline or other chemical tanker. Currently the nearest hazardous
material team is at least twenty minutes away.
In an effort to enhance the City's capability to mitigate the environmental impact that may result in
the event of an incident, the City would like to provide training to thirty-six firefighters and additional
City personnel. The City is working with Safe Transportation Training Specialist to conduct a
sixteen hour Tank Truck Emergency Response Workshop to be held in Miami Beach.
The City is seeking up to $30,000 from the South Florida Regional Planning Council for funds to
provide this essential training. The City will use existing Departmental training budget to leverage
our grant request.
