2002-24785 ResoRESOLUTION NO. 2002-24785 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE, TO SUBMIT A GRANT APPLICATION, IN THE AMOUNT OF $35,400, TO THE FLORIDA ATTORNEY GENERAL'S OFFICE, FOR GRANT FUNDS PROVIDED THROUGH THE VICTIMS OF CRIME ACT (VOCA), THE FUNDS TO BE USED TO FUND THE POLICE DEPARTMENT'S DOMESTIC VIOLENCE UNIT, WITH MATCHING FUNDS, IN THE AMOUNT OF $8,850, FROM THE POLICE CONFISCATIONS ACCOUNT; AND TO APPROPRIATE THE FUNDS, IF AWARDED. WHEREAS, the Miami Beach Police Department is seeking grant funding from the Florida Attorney General's Office, Victims of Crime Act (VOCA) Grant Program, to continue partial funding for its Domestic Violence Unit; and WHEREAS, the VOCA Grant Program has funds available; and WHEREAS, the Police Department is seeking funding, in the amount of $44,250.00, with VOCA funding in the amount of $35,400.00, and the City providing matching funds, in the amount of $8,850.00, from the Police Confiscations Account; and WHEREAS, the grant will begin on October 1, 2002, and end on September 30, 2002, and provide funds to continue the partial funding (81%) of the salary and benefits for one domestic violence coordinator; specialized training; emergency transportation; emergency food vouchers; emergency lock services; counseling services; and information and referral services; and WHEREAS, the due date for the grant application was February 22, 2002 and the grant could not be researched and prepared in time for the February 20, 2002 City Commission meeting; and therefore, retroactive approval is necessary. Issue: The City of Miami Beach Police Department currently funds the Domestic Violence Unit via grant funds provided in part, from the Florida Attorney General's Office. The grant application allows the City to seek funding for fiscal year 2002-2003 to cover costs associated with the City of Miami Beach, Domestic Violence Unit. Item Summary/Recommendation: The Police Department is applying for grant funds from the Florida Attorney General's Office to continue partial funding of its Domestic Violence Unit. ANALYSIS The Miami Beach Police Department currently receives grant funds from the Office of the Attorney General, Victims of Crime Act (VOCA) Grant Program to assist in funding the Department's Domestic Violence Unit. In submitting this grant application, the Police Department seeks to continue funding of the Domestic Violence Unit during fiscal year 2002-2003. The Police Department's Domestic Violence Unit serves as a catalyst for victims of crime and their families to receive effective legal and social intervention services. The Unit has formed a unique collaborative partnership with the Dade County Bar Association, Legal Aid Society, Safe Space, Domestic Violence Intake Unit of Miami -Dade State Attorney's Office, Victims Services Center, and Florida Department of Children and Families. This partnership ensures effective and holistic intervention for domestic violence victims, victims of crimes and their children. The services provided by the Police Department's Domestic Violence Unit include supportive counseling, crisis intervention, follow-up contact, information and referral, criminal justice support and advocacy, emergency transportation, emergency food vouchers, emergency lock services and assistance in filing victim's compensation claims. The grant will begin on October 1, 2002 and end September 30, 2003. The total grant funds are in the amount of $44,250, with $35,400 being funded by the State and the remaining $8,850 in matching funds provided by the City from the Police Confiscations COMMISSION MEMORANDUM March 20, 2002 Page 2 Account. It is recommended that the Mayor and City Commission adopt this Resolution and authorize the filing of this grant, and if funded, authorize the budgeting and expenditure of grant funds, for the continuation of funding for the Police Department's Domestic Violence Unit.
